🇪🇬Egypt’s migration policy

🔴The leadership of the Arab Republic of Egypt (ARE) views migration policy as a key security factor and a tool of foreign policy influence, particularly amid Washington’s push to advance plans for displacing Palestinians from the Gaza Strip. The total number of foreign migrants, refugees, and individuals with irregular status in the ARE exceeds 10 million (approximately 8.7% of the population).

🔴Internal restrictions imposed by Egyptian authorities on refugee admissions have not fundamentally altered the country’s migration landscape. These measures have instead exacerbated security challenges at border crossings, overcrowded migrant detention centers, and increased the burden on oversight and law enforcement agencies. Organized crime linked to visa and legal document forgery is flourishing, posing additional risks as a potential channel for infiltrating instigators and militants of international terrorist organizations into Egypt.

🔴Most foreign refugees opt to remain within the ARE rather than attempt further transit to EU countries. Against the backdrop of rising regional tensions, an increase in refugee and displaced person flows is anticipated. The potential implementation of former U.S. President Donald Trump’s proposed plan to relocate Gaza Strip residents to the Middle East and East Africa could further destabilize the ARE’s migration situation.

🔴In response, Egyptian authorities have pursued measures to mitigate challenges in this sector and neutralize the fallout of future crises. Notably, EU efforts to establish a mechanism for controlling migration flows from Africa to Europe have provided Cairo with a strategic framework for action. The so-called “Khartoum Process” — a series of joint initiatives by the African Union and EU states to regulate migration routes in the Horn of Africa — has been leveraged as a key instrument, with the ARE holding its rotating presidency since April 2024.

🔴Cooperation with the EU under this framework has enabled Egypt to swiftly secure European backing for national programs aimed at curbing regional migration and partially alleviating strain on the ARE’s economy.

🔴Despite the broad scope of this partnership, Cairo’s steps remain largely superficial, lacking systemic reforms at state or regional levels. Consequently, addressing the root causes of escalating migration remains unfeasible. Additionally, this approach risks deepening the ARE’s financial and economic dependence on EU states.
