The Air Force characterized the B-52 radar unit cost increase as “significant,” meaning a deviation of at least 15 percent. Service and industry sources said the increase is about 17 percent, meaning the program does not need certification to continue.

As long as the estimate validates that the cost increase is “significant” but not “critical,” all the Air Force must do is notify Congress and submit a “Selected Acquisition Report.”

The RMP is replacing the B-52’s long-obsolete and problem-prone analog AN/APQ-166 radar with a new one—the Raytheon AN/APQ-188—that is a hybrid of the active electronically-scanned array (AESA) radars used by the Boeing F-15 and F/A-18, configured mostly for the air-to-ground mission.

It is part of the overall B-52J update, which will install the new radar, new engines and engine pylons, digital engine controls, communications and other upgrades to the venerable bomber, giving it an extended service life into the 2050s. The planned Initial Operational Capability for the new radar is 2027.

In addition to providing ground-mapping functions and spotting and tracking aerial threats at range, AESAs in recent years have also been used for electronic warfare and communications.

Nuclear deterrence between countries with roughly comparable capabilities is most stable under two conditions: First, each must possess nuclear arsenals that are survivable enough to maintain an assured ability to inflict unacceptable damage even after a nuclear attack. Second, their adversaries must understand that such a condition prevails—and that attempting to escape this condition of mutual vulnerability will be futile.

32. The Ministers expressed concerns about the growing risks of nuclear danger and conflict. They
reiterated the need for invigorating the system of disarmament, arms control and non-proliferation and for
preserving its integrity and effectiveness to achieve global stability and international peace and security.
They stressed the significant contribution of nuclear-weapon-free zones to the strengthening of the nuclear
non-proliferation regime, reaffirmed their support for and respect towards all existing nuclear-weapons-
free-zones and their associated assurances against the use or threat of use of nuclear weapons, and

resolutions on the Establishment of a Zone Free of Nuclear Weapons and other Weapons of Mass

and engage with this effort constructively. They welcomed the adoption of the UNGA Resolution 79/241

33. The Ministers recognized the need to ensure the use of space systems, as well as the achievements of
space science and technologies, for peaceful purposes. They also reasserted their support for ensuring the
long-term sustainability of outer space activities and prevention of an arms race in outer space (PAROS)
and of its weaponization, as well as the threats or use of force against outer space objects, including
through negotiations to adopt a relevant legal multilateral instrument to ensure global security. They
recognized the submission of the updated Draft Treaty on the Prevention of the Placement of Weapons in
Outer Space, the Threat or Use of Force against Outer Space Objects (PPWT) to the Conference on
Disarmament in 2014 as an important step towards this goal. They stressed that practical and non-binding
commitments such as Transparency and Confidence-Building Measures (TCBMs), and universally agreed
norms, rules, and principles may also contribute to PAROS. They noted the initiative of some BRICS
Members at the General Assembly to create a single Open-Ended Working Group to enable coherent,
inclusive and effective discussions that serves such purpose and undertake to engage constructively in the
process, on the basis of existing achievements, including on substantial elements on a legally binding

The Army has so far outlined plans for four incremental PrSM developments on top of the baseline Increment 1 missiles. Increment 2 is centered on the development of a new dual seeker system that enables the engagement of moving targets on land or at sea. Increment 4 is about increasing PrSM’s range from just under 310 miles (500 kilometers) to 620 miles (1,000 kilometers), and Increment 5 aims to extend that reach even further. Increment 3, which the Army now envisions as coming after Increment 4, is about “enhanced lethality.”

For Increment 3, the Army “will put a different warhead in there,” Lockheed Martin’s Withrow explained. “They have yet to decide. It’s still in the S&T [science and technology] community. So they’re looking at various warhead options.”

“I know they’ve looked at things like Coyote, they’ve looked at Hatchet, things like that,” Withrow added, stressing that she was not aware of any final decision having been made.
