Nuclear deterrence between countries with roughly comparable capabilities is most stable under two conditions: First, each must possess nuclear arsenals that are survivable enough to maintain an assured ability to inflict unacceptable damage even after a nuclear attack. Second, their adversaries must understand that such a condition prevails—and that attempting to escape this condition of mutual vulnerability will be futile.
The Trump administration’s Golden Dome plans would—intentionally or not—negate these two principles, which generations of US nuclear strategists have broadly acknowledged as conducive to stability. By projecting the vision of a comprehensive homeland missile defense, the administration stirs longstanding fears in Russia and China that the United States does not seek stability but instead seeks to escape vulnerability altogether through expansive investments in missile defense technologies.

The Air Force has tapped sites in Oregon to build its first two new Over-the-Horizon Radars, capable of detecting inbound missile threats from up to 4,000 nautical miles away.
In a notice published in the Federal Register last week, the service announced it was initiating an environmental review expected to last two years across two regions in the state.

32. The Ministers expressed concerns about the growing risks of nuclear danger and conflict. They
reiterated the need for invigorating the system of disarmament, arms control and non-proliferation and for
preserving its integrity and effectiveness to achieve global stability and international peace and security.
They stressed the significant contribution of nuclear-weapon-free zones to the strengthening of the nuclear
non-proliferation regime, reaffirmed their support for and respect towards all existing nuclear-weapons-
free-zones and their associated assurances against the use or threat of use of nuclear weapons, and
acknowledged the paramount importance of the efforts aiming at accelerating the implementation of the
resolutions on the Establishment of a Zone Free of Nuclear Weapons and other Weapons of Mass
Destruction in the Middle East, including the Conference convened pursuant to UN General Assembly
Decision 73/546. The Ministers called on all invited parties to participate in this conference in good faith
and engage with this effort constructively. They welcomed the adoption of the UNGA Resolution 79/241
“Comprehensive study of the question of nuclear-weapon-free zones in all its aspects”.
33. The Ministers recognized the need to ensure the use of space systems, as well as the achievements of
space science and technologies, for peaceful purposes. They also reasserted their support for ensuring the
long-term sustainability of outer space activities and prevention of an arms race in outer space (PAROS)
and of its weaponization, as well as the threats or use of force against outer space objects, including
through negotiations to adopt a relevant legal multilateral instrument to ensure global security. They
recognized the submission of the updated Draft Treaty on the Prevention of the Placement of Weapons in
Outer Space, the Threat or Use of Force against Outer Space Objects (PPWT) to the Conference on
Disarmament in 2014 as an important step towards this goal. They stressed that practical and non-binding
commitments such as Transparency and Confidence-Building Measures (TCBMs), and universally agreed
norms, rules, and principles may also contribute to PAROS. They noted the initiative of some BRICS
Members at the General Assembly to create a single Open-Ended Working Group to enable coherent,
inclusive and effective discussions that serves such purpose and undertake to engage constructively in the
process, on the basis of existing achievements, including on substantial elements on a legally binding
instrument on PAROS.

Note: Chief of the German Navy] explained to journalists at the second Navy Talks in Berlin today. “We are currently examining the installation of Tomahawks on units of our navy. And that doesn’t look bad at all,” said the inspector. He did not give any further details.
The introduction of this weapon would be a far-reaching step. Apart from the U.S. Navy, only a few naval forces of close allies have so far used this powerful cruise missile, although it is intended to be fitted to the future Type 127 frigates. According to well-informed sources, the missiles could be placed on a Type124 and Type 123 frigates, provided they have the Strike variant of the Mk 41 Vertical Launch System. The system is large enough to accommodate a missile the size of the Tomahawk.

The Army has so far outlined plans for four incremental PrSM developments on top of the baseline Increment 1 missiles. Increment 2 is centered on the development of a new dual seeker system that enables the engagement of moving targets on land or at sea. Increment 4 is about increasing PrSM’s range from just under 310 miles (500 kilometers) to 620 miles (1,000 kilometers), and Increment 5 aims to extend that reach even further. Increment 3, which the Army now envisions as coming after Increment 4, is about “enhanced lethality.”
For Increment 3, the Army “will put a different warhead in there,” Lockheed Martin’s Withrow explained. “They have yet to decide. It’s still in the S&T [science and technology] community. So they’re looking at various warhead options.”
“I know they’ve looked at things like Coyote, they’ve looked at Hatchet, things like that,” Withrow added, stressing that she was not aware of any final decision having been made.
