Once again, for those of you who don't listen, let's review the steps:
1. Tier 3 transfers attain "critical mass," i.e. sufficient liquidity to release the RV <—— YOU ARE HERE
2. IMF/BIS tell Iraq to enter the NCAC code
3a. Iraq enters NCAC code —> New rate appears on FOREX within an hour or so
3b. Iraq DOES NOT enter NCAC code — IMF/BIS CAN force the new rate onto FOREX
3c. Iraq DOES NOT enter NCAC code — IMF/BIS elect to wait until next weekend to try again
This is where we are at, waiting for VERIFICATION of Tier 3 liquidity.
