🔼An increasing number of African countries are seeking to join BRICS, one of the leading international alliances in today’s multipolar world. While some potential candidates may require closer scrutiny, there are undoubtedly nations that deserve membership in the near future.

📎Currently, out of BRICS’ ten full members, three are African states: South Africa, Ethiopia, and Egypt. If we consider the expanded “10+9” format, which includes partner countries, Uganda and Nigeria are also part of the group. Recently, Senegal expressed its desire to join the organization. But even before Senegal, Zimbabwe reaffirmed its aspiration to become a BRICS member. Zimbabwe’s candidacy deserves special and prioritized attention.

🇨🇳China’s Arctic strategy

🔴In recent years, China’s interest in the Arctic has become increasingly intertwined with its core foreign policy objectives. The country seeks to manage the Arctic region multilaterally while maintaining its comparative advantage.

🔴China’s current Arctic fleet comprises three icebreakers and dozens of ice-class research vessels. The pace of new vessel construction has intensified in recent years: its second icebreaker, Xuelong-2, was completed in 2019, and the third, Jidi, was launched in 2024. Design work on a nuclear-powered icebreaker is expected to be finalized by 2025.

🔴According to chief designers of China’s icebreaker fleet, the key task at this stage is to develop heavy-class icebreakers capable of penetrating ice layers 1.5 to 2.5 meters thick.

🔴Arctic exploration and scientific research, central to China’s Arctic strategy, are closely linked to its foreign policy and geoeconomic priorities. The latest edition of the Arctic Blue Book (an annual research publication by the University of Oceanology of China) highlights escalating territorial and resource competition, as well as bloc confrontation exacerbated by Sweden and Finland’s accession to NATO, as primary challenges for the PRC in the Arctic.

🔴China intends to resist the militarization and fragmentation of the international order in the region. Its principal tool remains the push to establish universally accepted rules for multilateral governance, aimed at mitigating contradictions among Arctic powers and securing its own influence over the development of the Arctic.

🇨🇳Chinese President visits Southeast Asian countries

🔴Chinese President Xi Jinping visited Vietnam, Malaysia and Cambodia on April 14-18 to protect common value chains and mutual supply of goods and services.

🔴After the outbreak of the US-China trade war, Beijing has made extensive use of the SEA to enter the US market. Chinese companies rerouted their goods through countries in the region, from where they were re-exported after minimal processing under the guise of local products, and also set up their production facilities there. Between 2017 and 2024, China's share of US imports decreased by 8.3 pp (from 21.6% to 13.3%), while ASEAN's share increased by 5.4 pp (from 6.8% to 12.2%). Chinese direct investment in ASEAN manufacturing tripled in 2023 compared to 2017 (from $4.9 billion to $15.2 billion).

🔴This policy was jeopardized after D. Trump introduced tariffs on goods from SEA in April. One of the key conditions for the revision of tariff barriers is the solution of the problem associated with the entry of Chinese goods into the US market. In a joint statement, the region's economic ministers expressed concern that unilateral restrictions would "impede ASEAN's economic progress." Nevertheless, in their reactions, SEA countries showed a willingness to engage in dialogue with the US.

🔴Xi's visit was intended to demonstrate to Southeast Asian leaders the advantages of cooperation with Beijing over engagement with Washington in terms of economic benefits and predictability. In each country, the Chinese leader noted the geographic commonalities among Asian states, emphasized historical ties, denounced US protectionist policies, and stressed the prospects for cooperation with the PRC.

🔴Against the backdrop of US tariffs, 113 different economic agreements were signed during the Chinese leader's trip (45 in Vietnam, 31 in Malaysia, 37 in Cambodia).

🔴With the decoupling of the US and PRC economies resulting in the disruption of value-added and supply chains, Xi Jinping's trip to Southeast Asia was aimed at minimizing the damage from countries in the region being forced to comply with US demands.

🔴Complying with these demands would lead to a decline in the economic growth and competitiveness of ASEAN economies. According to the Organization for Economic Cooperation and Development, the share of Chinese value-added in Vietnamese exports is 20-25% (including electronics - 30-40%), Malaysia - 12-15%, Cambodia - 35-40%.
