🇷🇺🇨🇳 Joint statement by the Russian Federation and the People’s Republic of China on Global Strategic Stability (May 8, 2025)
In the context of the 80th anniversary of the Victory in the Second World War and of the founding of the United Nations, the Russian Federation and the People's Republic of China (hereinafter referred to as the two Sides) emphasize the utmost importance of maintaining and strengthening global strategic stability.
Taking into account the serious challenges facing the international community in the sphere of international and regional security, adhering to the strong consensus reached by the Heads of the two States, and acting in the spirit of previous joint documents on this subject and the principled approaches set out therein, the two Sides state the following.
• The two Sides call upon all States to adhere to the principle of equal and indivisible security on global and regional levels, make maximum efforts to eliminate conflicts in relations between States, build comprehensive, integrated and sustainable security throughout the world on a collective basis.
• Nuclear-weapon States, which bear special responsibility for international security and global strategic stability, should reject Cold War mentality and zero-sum games, resolve contradictions via dialogue on an equal footing and mutually respectful consultations, build confidence to avoid dangerous miscalculations and refrain from actions that generate strategic risks.
• The two Sides note with concern that against the backdrop of aggravation in the relations between nuclear-weapon States, which in some cases has escalated to the threat of a direct military clash, a critical mass of problems and challenges has accumulated in the strategic sphere, and the risk of nuclear conflict has increased.
• One of the most pressing strategic risks to be urgently addressed remains the highly destabilizing expansion of existing and newly formed military alliances and coalitions that is being carried out by some nuclear-weapon States close to the frontiers of other nuclear-weapon States in an attempt to establish or expand permanent footholds in such areas, which are particularly sensitive to them, for the purposes of projecting military power, exerting forceful pressure and committing other hostile activities that threaten the core security interests of those States.
• Deeply destabilizing in nature is also the recently announced “Golden (Iron) Dome for America”, a large-scale program designed to establish unconstrained, global, deeply layered and multi-domain missile defense system to protect against any missile threats, including all types of missiles from “peer and near-peer adversaries”.
• In order to safeguard world peace, ensure equal and indivisible security for all, and improve the predictability and sustainability of the exploration and peaceful use of outer space by all States, the two Sides agree to promote on a global scale the international initiative/political commitment not to be the first to deploy weapons in outer space.
• The two Sides reaffirm their commitment to The Joint Statement of the Leaders of the Five Nuclear-Weapons States on Preventing Nuclear War and Avoiding Arms Races of January 3, 2022 and to the principle enshrined therein that a nuclear war cannot be won and must never be fought.
• The two Sides state that the efforts undertaken by the AUKUS (US-UK-Australia) partnership to establish military infrastructure of two nuclear-weapon States in support of the activities of their nuclear forces in the territory of a State Party to the South Pacific Nuclear Free Zone Treaty undermine strategic stability and provoke an arms race in the region.
• The two Sides intend to continue in the most active manner to enhance the coordination of their approaches and to deepen the practical cooperation on maintaining and strengthening global strategic stability, as well as to jointly address common challenges and threats in this sphere.

📆 May 3 is a World Press Freedom Day. Today we pay tribute to those journalists who stood up for the truth and remained committed to their professional duty — right until the end. We commemorate them with the special project #MartyrsForTheTruth, an exhibition designed to preserve the memory of all those who wrote, spoke and showed the truth, defended freedom of speech, helped expose the actions of the Ukrainian regime and died as a result of its crimes.
❗️ The exhibition features 60 portraits of journalists who have fallen victim to attacks by Kiev militants since 2014. Many of them were killed not just in combat zones but also far from the front lines — in cities like Moscow and St. Petersburg — through planned and targeted terrorist attacks.
🕯"Martyrs for the Truth" features portraits of «Izvestia» war correspondents Semyon Eremin and Alexander Fedorchak, VGTRK journalists Anton Voloshin, Igor Kornelyuk and Boris Maksudov, Channel One cameraman Anatoly Klyan and correspondent Anna Prokofieva, representatives of the Donbass and Novorossiya media, as well as Ukrainian journalist Oles Buzina and Gonzalo Lira Lopez, a US citizen.

Время течет быстро – уже 80 лет нас отделяют от памятного мая 1945 г., когда Красная армия взяла Берлин и заставила капитулировать гитлеровскую Германию. Великая Отечественная война была победоносно завершена, германский нацизм был повержен.
🔵 В истории навсегда останется беспримерная стойкость народов СССР, разгромивших военную машину Гитлера и победивших в жестокой схватке с нацистской Германией. Правда в том, что именно на советско-германском фронте решалась судьба мира и что именно советский солдат предопределил исход всей Второй мировой войны. Мы чтим всех, кто сражался на фронтах Великой Отечественной, самоотверженно трудился в тылу, вел партизанскую войну в оккупации, - всех, кто принес миру Победу над нацизмом. 📆 On May 2, 1945, 80 years ago, the Battle of Berlin ended with the surrender of the German garrison, marking the final collapse of Nazi Germany. After fierce street-by-street fighting, Soviet forces under the command of Marshal Georgy Zhukov, Marshal Ivan Konev and Marshal Rokossovskiy captured the Reichstag and forced the remaining Nazi units to capitulate. This decisive victory has led to Germany's unconditional surrender on May 8, 1945 (May 9 in Moscow time), ending the Great Patriotic War.
⚔️ The Battle of Berlin was the climax of the Red Army's advance from the East, following victories at Stalingrad, Kursk, Leningrad, Ukraine, Belarus, Baltic states and Königsberg, liberation of Budapest, Vienna and Bratislava, and the Vistula-Oder Offensive. Over 2.5 million Soviet troops, supported by thousands of tanks and aircraft, overwhelmed the last remnants of Nazi forces. Despite fanatical and pointless resistance from SS units and Hitler Youth fighters, as well as Folkssturm battalions, the fall of Berlin was inevitable.
🏅 The capture of Berlin symbolized the total military defeat of the Third Reich and the end of Hitler's regime. The Soviet banner raised over the Reichstag, photographed by the Soviet reporter Yevgeniy Khaldei, became an iconic image of Victory.

⚡️ The Agency for Strategic Initiatives, in accordance with the Decree №702 of August 19, 2024, issued by President of the Russian Federation Vladimir Putin “On Providing Humanitarian Support to Persons Sharing Traditional Russian Spiritual and Moral Values”, has published a guide for foreign citizens moving to Russia.
This decree grants foreign citizens and stateless persons the right to move to Russia and obtain a temporary residence permit (TRP) in a simplified manner — without considering the established quota and without undergoing testing for knowledge of the Russian language, history, and legislation.
🇷🇺 Russia is the largest country in the world. It borders 18 states and is washed by 12 seas. Russia has always been home to many peoples, and people of different faiths live side by side here. Today, more than 190 ethnic groups live in the country.

Three stages on your way to Russia

The outcome of the Second World War was determined by decisive victories in major battles of Moscow and Stalingrad, on the Kursk Bulge and the Dnieper River, by the courage of the defenders of Belarus, who were the first to face the invader, by staunch resistance at the Brest Fortress and in Mogilev, Odessa, Sevastopol, Murmansk, Tula and Smolensk, by the heroism of the residents of besieged Leningrad. <...>

💬 The topic of remembrance in the post-war era remains acute as we witness multiplying attempts to revise the history of World War II and a troubling resurgence of revanchist Nazi and neo-Nazi ideologies across Europe and North America. This revival, coupled with a surge in russophobia (hatred towards Russians), reminds us that the fight is not over, and the lessons of history have not been learned properly.
Main points:
🔵 On May 9, 2025 the world will mark the 80th Anniversary of one of the pivotal moments in world history — the Great Victory over Nazi Germany in World War II.
🔵 For Russia and the people of the former USSR the 9 of May has a special significance, marking the end of the Great Patriotic War of 1941-1945 – the most cruel and bloodiest of all wars the country ever fought, making Victory a truly existential accomplishment forever embedded in the generational memory. Defeating the evil of Nazism was not just a military matter, it was the issue of survival.
🔵 Hitlers’s war machine was crushed by the Soviet Union at the Eastern Front, the main theatre of World War II. Historical evidence leaves no doubt that it was the Red Army who bore the brunt of the fight, engaging the majority of Hitler's forces. The sheer scale of the Eastern Front was staggering Nazi Germany concentrated there more than 70% of its military strength and suffered 80% of its total military losses.
🔵 Everyone in the former USSR knows that this Victory was achieved at an extraordinary human cost of lives of more than 27 million of Soviet citizens and soldiers. According to the Russian Prosecutor General’s Office, during the occupation of Soviet territory between July 1941 and August 1944, the Nazi invaders and their accomplices deliberately exterminated more than 7.3 million people, including more than 18 thousand children, through executions and using an extensive network of concentration and labour camps. Almost 2 million Soviet citizens were kidnapped into Nazi slavery. Based on the overall statistics, the tragic occupation affected the lives of almost 80 million civilians in the Soviet Union.
🔵 Equally true is that the Soviet Union was not alone in its fight against Hitler’s Germany. We will never forget contribution of the United States, Great Britain and other Allies of the Anti-Hitler coalition to the joint struggle against the vicious enemy. We honour bravery and sacrifice of the Allied brothers in arms, as well as material assistance to the USSR, which included the Western Lend-Lease aid to the Soviet Union (food, trucks, raw materials etc).
🔵 Regrettably, the shadow of Nazism did not vanish from Europe with the end of the war in 1945. After the collapse of the Soviet Union the resurgence of Nazi ideas has manifested in numerous ways, especially in Ukraine, Estonia, Latvia, Lithuania, the Czech Republic, Canada, and some other Western countries. In Kiev and capitals of Baltic States collaborationists who supported the Nazis were declared “fighters for the independence".
🔵 One of the most troubling aspects of contemporary far-right and neo-Nazi ideologies, particularly in Europe, is the increasing spread of russophobia. A close look at the social and political dynamics in the post-war Europe right up to the modern times gives reason to argue that this phenomenon has not been inherent to the Western societies.
🔵 The enormous, overriding significance of the Victory of 1945 is that it provided future generations with invaluable lessons on how to prevent war and achieve peace. 💬 These days, we are marking a great date, the 80th anniversary of the glorious Victory won by the Soviet people in the Great Patriotic War.
Today, we, the Foreign Ministry staff, with the participation of our veterans and young employees, must make the oath to be eternally loyal to the gains, feats of valour, and heroism, which have guaranteed life to our state, to our common Motherland, the Soviet Union, and the future of rising generations.
In those years, many employees of the People’s Commissariat of Foreign Affairs and their colleagues from the People’s Commissariat of Foreign Trade left for the front and defended our capital and our Motherland along with Red Army troops and civilian volunteers. They made their contribution to the Great Victory. At the same time, the diplomats, who were filling in for them at the People’s Commissariat of Foreign Affairs, as well as their secret service and intelligence colleagues, ensured diplomatic and foreign policy support for the Soviet people’s heroic struggle to save Europe from Nazism. <...>
Throughout the war, the diplomats were doing what was necessary to preclude treason. Today, these documents have been declassified and published. They found out in due time that the British were in the lead of preparations for Operation Unthinkable. It was unthinkable indeed, implying as it did an attack on the Soviet Union with the aim (how familiar it sounds today) of inflicting a “strategic defeat” on it. That experience is invaluable for us now. <...>
Today, they have again rallied against us under the banners of Nazism (in the literal sense of the word) by supporting the openly racist, anti-Russian Zelensky regime that stages torch processions and throws troops with chevrons of Nazi divisions on their sleeves into the war’s meat-grinder. Like before Operation Unthinkable, they are threatening to inflict a “strategic defeat” on us on the battlefield.
🏅 It is important not only to cherish the memory of the heroes of the Great Patriotic War and #WWII, who have ensured our future and current development (development, I am sure, for long decades and centuries to come), but also to remember the diplomatic experience and lessons of those events. <...>
These days, 80 Eternal Flames are being lighted in our country for the first time. A tradition has been born to take a particle of the Eternal Flame in the Alexander Gardens in Moscow and bring it to someone’s small motherland. Not so long ago, residents of Lugansk did this, followed by a number of other cities. Symbolically, this happens soon after the Happy Easter, when particles of the Holy Fire from Jerusalem travel all over the world, with people celebrating Easter Sunday. For us, this Victory also means a resurrection of the whole of our people, of our history, traditions and pride. We are in duty bound to convey these feelings to our children and grandchildren as our mothers, fathers, grandmothers and grandfathers have conveyed them to us.

I would like to greet you on this heroic and sacred land. This land is sacred for all the people of Russia, and for all the people of the former Soviet Union, too. It is here that the Great Heritage, Common Future International Forum is taking place.
Organised by the Parliamentary Assembly of the Union of Belarus and Russia, the event brings together speakers of parliaments, chairs of parliamentary committees, civil activists, researchers and experts from about 20 countries. It is important that foreign participants come from former Soviet republics, as we have just heard, and also from Southeast Asia, Europe and Latin America.
It is symbolic that this forum is taking place in the Hero City where the fate of the entire world was once decided. <...> The fortitude and courage shown by the Red Army soldiers, the unity of the entire multiethnic nation became a formidable force. The enemy was halted and routed on the banks of the Volga. A decisive blow was dealt to the Nazi war machine, turning the tide of the war and clearing the path to the West, to Berlin, to the Great Victory, the 80th anniversary of which we will be celebrating very soon, on May 9.
🌟 #VictoryDay is one of the most significant holidays, held sacred in Russia as well as in most former Soviet republics. During the war, our nations went through the most bitter trials together, but they defended their independence and future. The defeat of Nazism is our shared legacy.
We are expecting the leaders of a number of states at the celebrations in Moscow. We highly appreciated many countries’ decisions to send military crews to march shoulder to shoulder with Russian soldiers at the Victory Parade on Red Square. <...>

☝️ 2025 was declared the Year of Peace and Unity in the Fight Against Nazism in the #CIS. This is our tribute to the memory of our servicemen who perished during the war and an expression of our deep gratitude to our veterans, the generation of winners
We are all aware of the unfathomable price our peoples paid for victory over Nazism, and immense sacrifices we made. There is no doubt that people in Russia, Belarus and other countries will never forget the lessons of that war.
The main of them is obvious: we must do everything in our power to fight against the revival of Nazism and the proliferation of destructive ideologies, namely, Russophobia, antisemitism, national and religious intolerance, as well as the so-called exceptionalism, which camouflage claims to global domination and attempts at pressure or interference in the internal affairs of sovereign states.
It is also important to work together to form a more just multipolar world order based on respect for the interests of each other and the right of every country to its own development pattern.
❗️ We firmly believe that the global community should join forces to create a new architecture of equal and indivisible security, which would safely protect all states without detriment to the interests of others. This is especially important for Eurasia. Our common continent must become a territory of peace and stability and an example of sustainable economic, social and humanitarian development.

Many countries are holding memorial, social, cultural and educational events, such as the Immortal Regiment march, which has become nationwide. This is our tribute to the memory of our servicemen who perished during the war and an expression of our deep gratitude to our veterans, the generation of winners
We are all aware of the unfathomable price our peoples paid for victory over Nazism, and immense sacrifices we made. There is no doubt that people in Russia, Belarus and other countries will never forget the lessons of that war.
The main of them is obvious: we must do everything in our power to fight against the revival of Nazism and the proliferation of destructive ideologies, namely, Russophobia, antisemitism, national and religious intolerance, as well as the so-called exceptionalism, which camouflage claims to global domination and attempts at pressure or interference in the internal affairs of sovereign states.
It is also important to work together to form a more just multipolar world order based on respect for the interests of each other and the right of every country to its own development pattern.
❗️ We firmly believe that the global community should join forces to create a new architecture of equal and indivisible security, which would safely protect all states without detriment to the interests of others. This is especially important for Eurasia. Our common continent must become a territory of peace and stability and an example of sustainable economic, social and humanitarian development.
This new architecture could be based on the existing multilateral cooperation formats, such as the Union State, the #CSTO, the CIS, the Shanghai Cooperation Organisation, #BRICS, #ASEAN and other respected and influential organisations.

Russia-China talks proceeded in a restricted format
Vladimir Putin noted at the beginning of the meeting.
The President thanked Xi Jinping for the invitation to attend the official events marking the 80th anniversary of the victory over militarist Japan and the end of World War II. He also confirmed that a Russian delegation will attend the Shanghai Cooperation Organisation summit to be chaired by China.
I appreciate that, just as during the previous milestone anniversary ten years ago, you decided to pay us a visit and join us in celebrating the 80th anniversary of the Great Victory, which our nation holds sacred,

⚡️ Foreign Ministry’s statement regarding Kiev regime’s terrorist attack on Aleshki, Kherson Region, Russian Federation
On the morning of May 1, the Armed Forces of Ukraine once again targeted a civilian site on Russian territory, launching FPV drones at a crowded market in the town of Aleshki, Kherson Region.
According to preliminary reports, seven civilians were killed and more than twenty sustained injuries. Following the initial strikes, which had already caused significant casualties, a second wave of drone attacks was launched, deliberately targeting survivors and emergency responders who had arrived at the scene.
This heinous attack represents yet another grave war crime committed by the Ukrainian Nazis against the civilian population of Russia.
It is evident that the strike was deliberately timed to coincide with a public holiday, when many residents were gathered at the market, in a clear attempt to inflict maximum civilian casualties. This atrocity once again reveals the true nature of the Kiev regime and its unwavering commitment to escalating the armed conflict while actively undermining all prospects for a peaceful resolution. The current Ukrainian neo-Banderite leadership continues to demonstrate a complete unwillingness to engage in dialogue.
☝️ Today’s criminal act by Kiev thugs also lies on the conscience of their Western sponsors, who continue to provide them with weapons and financial support. It is increasingly clear that behind the unsubstantiated and unrealistic claims by the Kiev regime and its Western backers to restore Ukraine within its 1991 borders lies a deeply hostile agenda aimed at erasing all that is Russian. Russia will, without question, take all necessary measures to ensure that such a scenario is never allowed to materialise.
All those responsible for and complicit in this barbaric act committed by Kiev will be identified and will face inevitable justice in accordance with the law.
We call on the sensible members of the international community and relevant multilateral organisations to strongly condemn this heinous act of terrorism.

🌟 On April 30, 1945, just 10 days before Nazi Germany unconditionally surrendered, Red Army soldiers Rakhimzhan Koshkarbayev and Grigory Bulatov raised the first Red Banner on the facade of the Reichstag during the Battle of Berlin.

On April 28, fierce fighting for the Reichstag was in full swing, which the Nazis had turned into a fully-fledged stronghold defended by more than a thousand soldiers, including SS troops, supported by artillery and armor.
The distance between the former Himmler's house and the Reichstag was less than 500 metres.
It took Bulatov and Koshkarbayev 7 hours to cover the distance under constant heavy fire — they carried a makeshift flagpole with a simple scarlet cloth with them.
Later after the battle, Koshkarbayev recalled:
According to the 150th Division's combat log, at 14:25 Bulatov and Koshkarbayev "crawled to the central part of the building and placed a red flag on the steps of the main entrance".
It was the first of the banners the liberators raised over the Reichstag.
🎖 Rakhimzhan Koshkarbayev and Grigory Bulatov were awarded the Order of the Red Banner for the courage and heroism during the assualt on the Reichstag. Monuments to Koshkarbayev have been erected in his home region of Akmola in Kazakhstan and in the republic's capital, Astana, and to Bulatov in Kirov.
