Key talking points

• We continue our contacts with the American Side on the situation in Ukraine. There are several signs that we are moving in the right direction, first of all, because President Trump is probably the only leader on Earth who recognized the need to address the root causes of this situation. When he said that it was a huge mistake to pull Ukraine into NATO, and this was a mistake by the Biden administration, and he wants to rectify this.

• We only target military goals or civilian sites used by the military. President Putin expressed this for so many times, and this is not different this time as well. We never consciously target civilian sites, unlike the Zelensky regime.

• The Trump administration is interested in searching for a balance of interests. They sincerely want to understand better the Russian position. And they're getting this understanding. And we understand better the American position through negotiations and meetings and discussions, which we have with them.

• We are really polite people. And unlike some others, we never discuss in public what is being discussed in negotiations. Otherwise, negotiations are not serious.

• Whenever we discuss Iran, Venezuela, North Korea, anything, American negotiators put on top human rights. They have claims in this regard to China, to us, to anybody. But whenever Europeans and other Western nations speak about Ukraine, nobody can even mumble the words "human rights".

• We have nothing against American companies, but those companies who decided to leave their business in Russia might find that their place has been already taken by Russian or other foreign investors. And in this case, we would not make any decisions which would discriminate those who came to invest in Russia instead of Americans. If American companies would like to come to a place which is not yet occupied, if they want to propose a project, a new project on top of the previous business ties, of course, we will look into this. And if we find balance of our interests, I think it would be only natural to get into business together.

• We have been promoting for many years in the United Nations a resolution prohibiting putting any nuclear weapons into outer space. The country which is categorically against it is the United States. At least during the Biden administration, this was the case, they were categorically against it. At the same time, the United States promotes an approach according to which they want to prohibit putting conventional weapons in outer space. And they cannot answer the question, "Does this mean that nuclear weapons, they would be planning to move to the orbit?"

• It was the United States which broke the process of strengthening strategic stability. And if the United States is willing to get back to this track, we will see what are the conditions under which this might be possible.

We welcome the dialogue between the US and Iran. We would be certainly ready to help if both parties believe this is going to be useful. And they know that we are ready.

📑 The quarterly report on the crimes committed by the Kiev regime in January — March 2025 has been compiled by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, and has been presented on April 28, 2025, during the Ambassador's briefing.

During the first three months of 2025, the armed formations of the Kiev regime systematically shelled objects of civilian infrastructure on the territory of the Russian Federation, deliberately targeting civilians.

During this period, at least 22,221 munitions were fired at civilian targets. In total, since February 2022, the Armed Forces of Ukraine (AFU) have fired at least 251,865 munitions of various calibres and modifications at Russian civilian sites.

❗️ A sharp increase in the number of Ukrainian shelling attacks was recorded in the last weeks of March. This is how Kiev reacted to the start of the negotiating process between Moscow and Washington. The number of attacks during this period reached 300 per 24 hours, or more than 2,000 per week, which is approximately 25% higher than the weekly figures for January and February.

The increase in the number of civilian victims documented in the second half of March is directly linked to Kiev’s attempts to oppose the search for a peaceful settlement and to the thwarting of the agreement on a 30-day moratorium on strikes on energy facilities. The Ukrainian side deliberately carried out a number of targeted attacks on crowded places resulting in numerous civilian victims.

▪️ Civilian sites in the Belgorod Region, the Donetsk People’s Republic, the Kherson, Kursk and Zaporozhye regions, as well as the Lugansk People’s Republic, were most frequently shelled during the above-mentioned period.

• From January 1, 2025 to March 31, 2025, there were at least 1,489 verified civilian victims resulting from the Ukrainian forces’ attacks:

🔻 1,197 people, including 63 minors, wounded;
🔻 292 civilians, including five children, killed.

• At least 21,002 civilian victims caused by the Ukrainian formations’ attacks since the beginning of the conflict:

🔻 14,287 people, including 880 minors, wounded;
🔻 6,715 people, including 218 children, killed.

During this period, victims of numerous murders committed by Ukrainian militants in the Kursk Region’s villages of Russkoe Porechnoye, Makhnovka, and Cherkasskoe Porechnoye were found. The bodies of civilians were discovered in the town of Chasov Yar, DPR, who had been killed by the Ukrainian military while attempting to evacuate from the war zone. Moreover, fresh burials of civilians with signs of violent death have been found in the village of Dvurechnaya, Kharkov Region, which was liberated from Ukrainian neo-Nazis.

During the first three months of 2025, the Ukrainian Armed Forces intensively used various types of UAVs to attack objects of civilian infrastructure, and to kill and maim civilians. <...> 409 civilians were hurt in Ukrainian drone attacks. Twenty-three people, including three children, were killed, and 386 people, including 24 minors, were wounded. <...> The Armed Forces of Ukraine carried out barrages of targeted strikes on medical personnel, rescue and emergency workers.

Since the beginning of the year, the AFU militants have intensified a targeted manhunt for media teams covering the special military operation and the Kiev regime’s criminal acts against civilians on the frontline territories. A premeditated attack on a group of journalists in the Kremennaya District, LPR, is a compelling example. A US-made HIMARS MLRS was used to kill three Russian journalists on the spot. All in all, over the past three months, 13 Russian media workers fell victim to criminal actions of the Ukrainian armed forces. Six of them died.

⚡️ By the decision of the President of the Russian Federation and Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, Vladimir Putin, and for humanitarian reasons, the Russian side is declaring a ceasefire from midnight on May 8 to midnight on May 11 (00:00 on May 8 — 00:00 on May 11) during the days marking the 80th Anniversary of Victory in the Great Patriotic War.

❗️ All military actions will be halted during this period.

Russia believes that the Ukrainian side should demonstrate similar restraint.

In the event of violations of the ceasefire by the Ukrainian side, the Russian Armed Forces will respond in an adequate and effective manner.

The Russian side once again reaffirms its readiness for peace talks without preconditions, aimed at addressing the root causes of the Ukraine crisis and engaging constructively with international partners.

🎥 World War II Leaders — an RT Doc Film.

The film explores the complex and shifting political dynamics between the USSR, the United States, and Britain before, during, and after World War II, focusing on the powerful and often uneasy relationship between their leaders — Joseph Stalin, Winston Churchill and Franklin D. Roosevelt.

These leaders played a crucial role in WWII and in shaping the post-war global order.

However, while they stood united against Nazi Germany, tensions simmered beneath the surface.

Britain, in particular, considered invading a weakened USSR after the war, instigating a study of how to attack the USSR, along with the USA. Stalin managed to uncover these secret plans and successfully prevented their implementation.

On the other hand, when helping Britain fight Nazi Germany in 1940, Roosevelt burdened his ally with crippling debt through the lend-lease programme, contributing to the collapse of the British Empire.

💬 High Commissioner for Human Rights of the Russian Federation Tatiana Moskalkova:

🇺🇦 On May 2, the UN Committee against Torture has published a report on Ukraine, which includes accounts of ill-treatment, torture, and sexual violence against Russian POWs, as well as against civilians suspected of "collaboration or threats to national security".

📄 The report states that the Committee is “concerned over reports of torture, including sexual violence, threats, humiliation, as well as unlawful killings and deaths in custody of POWs. These acts were allegedly committed by Ukrainian armed forces and security services, mainly in unofficial or transit detention facilities prior to their internment”.

🔎 Despite the Ukrainian side’s denial of the existence of such “unofficial” facilities, the Committee expressed concern over the lack of transparency, clear procedural safeguards for detainees, and proper documentation of bodily injuries.

❗ The information and conclusions presented in the report are neither new nor unexpected. We have repeatedly drawn the attention of the international community and international bodies, including the UN Committee against Torture, to the egregious violations of human rights and humanitarian law by the Ukrainian side, in breach of Ukraine's international legal obligations.

⚖️ The information presented by the UN Committee against Torture is in line with the decision of the European Court of Human Rights on March 13, 2025, which found Ukraine responsible for the events in Odessa on May 2, 2014.

🕯 May 2 marks 11 years since the tragedy in Odessa.

On that day, the Euromaidan supporters, ultra radicals and outright Neo-Nazis committed atrocities against those who openly opposed the anti-constitutional government coup in Kiev perpetrated by nationalists, at the behest and with the support from their western sponsors.

We shan't let the world forget what happened on 2 May 2014 in Odessa.

According to official statistics alone, at least 48 people died during these tragic events, including 42 who were killed or burned alive at the Trade Unions House, as well as another six who perished during the clashes on the streets of Odessa.

❗️Although many perpetrators have been identified, they have not received the punishment they deserve.

The West remains silent regarding these bloody crimes of the Ukrainian neo-Nazis, the Kiev regime, which to this day continues to use terrorist methods.

⚡️ Foreign Ministry’s statement regarding Kiev regime’s terrorist attack on Aleshki, Kherson Region, Russian Federation

On the morning of May 1, the Armed Forces of Ukraine once again targeted a civilian site on Russian territory, launching FPV drones at a crowded market in the town of Aleshki, Kherson Region.

According to preliminary reports, seven civilians were killed and more than twenty sustained injuries. Following the initial strikes, which had already caused significant casualties, a second wave of drone attacks was launched, deliberately targeting survivors and emergency responders who had arrived at the scene.

This heinous attack represents yet another grave war crime committed by the Ukrainian Nazis against the civilian population of Russia.

It is evident that the strike was deliberately timed to coincide with a public holiday, when many residents were gathered at the market, in a clear attempt to inflict maximum civilian casualties. This atrocity once again reveals the true nature of the Kiev regime and its unwavering commitment to escalating the armed conflict while actively undermining all prospects for a peaceful resolution. The current Ukrainian neo-Banderite leadership continues to demonstrate a complete unwillingness to engage in dialogue.

☝️ Today’s criminal act by Kiev thugs also lies on the conscience of their Western sponsors, who continue to provide them with weapons and financial support. It is increasingly clear that behind the unsubstantiated and unrealistic claims by the Kiev regime and its Western backers to restore Ukraine within its 1991 borders lies a deeply hostile agenda aimed at erasing all that is Russian. Russia will, without question, take all necessary measures to ensure that such a scenario is never allowed to materialise.

All those responsible for and complicit in this barbaric act committed by Kiev will be identified and will face inevitable justice in accordance with the law.

We call on the sensible members of the international community and relevant multilateral organisations to strongly condemn this heinous act of terrorism.

🌟 In the early hours of May 1, 1945, the #VictoryBanner was raised atop the Reichstag during the Battle of Berlin. It became a symbol of the triumph of the Soviet Union & its peoples in the fight against Nazism.

The legendary Red Banner №5, which became the famous Victory Banner, was raised over the dome of the defeated Reichstag by the 756th Rifle Regiment’s scouts, Sergeant Mikhail Yegorov & Junior Sergeant Meliton Kantariya.

Before the assault, a decision was made for a group of Soviet soldiers to hoist the flag over the Reichstag, which would embody the final collapse of Nazism.

🚩 A total of 9 makeshift banners were promptly made, designed after the state flag of the USSR. Ultimately, a battle flag of the 150th Order of Kutuzov 2nd Class Idritsa Rifle Division, 79th Rifle Corps, 3rd Striking Army of the 1st Belarusian Front, became the Victory Banner.

On April 29, the fierce fighting for the Reichstag began, which the Nazis had turned into a fortified point of resistance. It was defended by over a thousand men, including SS troops supported by artillery and armor.

The Reichstag was of special symbolic importance to the Nazi Germany. The Germans considered it their main fortress during the final days of #WWII. The Soviet command was sure that the storming of that citadel, which was a symbol of German Nazism, would especially affect morale of the enemy and eventually completely demoralize the fascists.

⚔️ On April 30 at 1:50 p.m., a Red Army unit broke into the Reichstag through breaches in the walls, with a fierce close combat unleashing. The Nazis took advantage of effectively advancing inside the building they new well, throwing grenades at Soviet soldiers & firing back with machine-guns: they basically had nothing to lose.

⏱️ At 2.25 p.m., Red Army soldiers Bulatov and Koshkarbayev placed a makeshift red flag to the column of the main entrance to the Reichstag — it was the first of the banners the liberators raised over the Reichstag.

⏱️ At 10.30 p.m., staff sergeants Gizet Zagitov, Alexander Lisimenko & Alexey Bobrov as well as Sergeant Mikhail Minin supported by Captain Neustroyev’s battalion were the 1st to hoist a red banner on the roof of the Reichstag atop of the Goddess of Victory sculpture. The 3rd red banner was raised on the western facade of the roof by the scouts of the 674th Regiment led by Lieutenant Sorokin.

⏱️ In the early hours of May 1, finally, the Red Banner №5 was raised over the dome of the captured Reichstag by the 756th Rifle Regiment’s scouts, Sergeant Mikhail Yegorov & Junior Sergeant Meliton Kantariya, led by deputy battalion commander Lieutenant Alexey Berest, covered by riflemen from Ilya Syanov's squad. That flag ultimately became the Victory Banner.

📃 By a Presidential Executive Order of April 15, 1996, the Red Banner hoisted atop of the Reichstag by Yegorov & Kantariya was declared the symbol of the Soviet people’s Victory in the Great Patriotic War of 1941-1945.

📆 8️⃣0️⃣ years ago — on April 30, 1945, the forces of the 2nd Belorussian Front of the Red Army under the command of Marshal Konstantin Rokossovsky liberated prisoners of the largest women's concentration camp in Nazi Germany — Ravensbrück.

More than 132'000 women and children were #Ravensbrück prisoners during #WWII, of whom about 100'000 were killed by the Nazis or died from horrendous and inhumane conditions of confinement. The Germans brought prisoners there from all over Europe, regardless of their nationality or ethnicity. Soviet women were the second (!) largest group of Ravensbrück prisoners.

During WWII, among the camp's prisoners there were niece of French President Charles de Gaulle Geneviève de Gaulle-Antonioz, Polish film director Wanda Jakubowska, Soviet intelligence officer and Hero of the Soviet Union Maria Bayda, spouse of a prominent figure of the German communist movement Ernst Thalmann Rosa Thalmann and others.

▪️Women of various ages died in the camp of starvation, exhausting labour, and physical abuse by the guards. Since 1942, Ravensbrück was used by the Nazis as a 'death camp', where people were purposefully exterminated. The Nazis killed their victims in gas chambers and burned the bodies in a crematorium.

Cruel and inhuman medical experiments were conducted on concentration camp inmates, mass sterilisation of female prisoners was carried out.

German torturers deliberately inflicted serious injuries on women, amputated healthy limbs, infected the prisoners with gangrene, and injected infectious agents (staphylococcus, tetanus, various types of bacteria) in order to conduct experiments in wound healing and transplantation.

⚔️ On April 30, 1945, the 492nd Rifle Regiment of the 199th Rifle Division of the 49th Army of the 2nd Belorussian Front of the Red Army after the fierce fighting against the Nazis completely liberated Ravensbrück.

Soviet liberators were welcomed by 3'000 prisoners. Among those rescued there were 700 Soviet citizens, including prominent activists of the communist movement. On the liberation day, the former prisoners of the camp took an oath:

💬 “In the name of many thousands of tortured victims, in the name of mothers and sisters turned to ashes, in the name of all victims of fascism, we swear! Never to forget the black night of Ravensbrück. To the children of children to tell all about it.”

On April 27, due to the rapid advancement of the Soviet forces to Ravensbrück, the Nazis evacuated a significant number of the camp's prisoners. They drove up to 30,000 people to the 'death march' to the west, leaving in place only helpless, exhausted people who were unable to move. They were in an exceptionally bad condition, without food, or any medical help.

The Soviet command issued an instruction to take urgent measures to save the people left in the camp. A military hospital was opened, where the best Soviet doctors fought for the lives of the liberated prisoners. Food was provided, and disinfection was carried out throughout the camp. Water supply and sewerage were rebuilt, and the necessary medicines were delivered.

🌟 In 1959, a museum and a memorial complex were opened in Ravensbrück in memory of the camp’s victims and Soviet liberators.

🎥 Belarus: A Land Unbroken — an RT Doc Film.

During the Great Patriotic War Soviet Belarus, a part of the USSR, was under Nazi occupation from 1941 to 1944.

🕯 The Nazis killed people of all nationalities through punitive operations, ghettos, and encircling concentration camps. During the Great Patriotic War, one in every three people in Belarus died.

But the citizens of the Soviet Union endured all the horrors of war and never lost faith in Victory. The resistance movement in Belarus was one of the largest. Even children and teenagers joined the partisans to fight for their homeland.

⚔️The occupation ended in 1944, when the Red Army, together with the partisans, launched Operation Bagration — the largest military operation in history. As a result of their combined efforts, Belarus was liberated.

📺The film sheds light on the Nazi war crimes committed on Belarusian soil and highlight the courage and sacrifice of the Soviet soldiers who liberated Belarus from occupation.

🌟 On April 30, 1945, just 10 days before Nazi Germany unconditionally surrendered, Red Army soldiers Rakhimzhan Koshkarbayev and Grigory Bulatov raised the first Red Banner on the facade of the Reichstag during the Battle of Berlin.

On April 28, fierce fighting for the Reichstag was in full swing, which the Nazis had turned into a fully-fledged stronghold defended by more than a thousand soldiers, including SS troops, supported by artillery and armor.

The distance between the former Himmler's house and the Reichstag was less than 500 metres.

It took Bulatov and Koshkarbayev 7 hours to cover the distance under constant heavy fire — they carried a makeshift flagpole with a simple scarlet cloth with them.

Later after the battle, Koshkarbayev recalled:
“The artillery fire began, and with the very first fires, Bulatov and I dashed toward the Reichstag. I lifted him up by the legs, and together, on the second floor, we raised our flag.”


According to the 150th Division's combat log, at 14:25 Bulatov and Koshkarbayev "crawled to the central part of the building and placed a red flag on the steps of the main entrance".

It was the first of the banners the liberators raised over the Reichstag.

🎖 Rakhimzhan Koshkarbayev and Grigory Bulatov were awarded the Order of the Red Banner for the courage and heroism during the assualt on the Reichstag. Monuments to Koshkarbayev have been erected in his home region of Akmola in Kazakhstan and in the republic's capital, Astana, and to Bulatov in Kirov.
