MPs have said that the information vacuum created after the Southport murders that led to the riots.
The Home Affairs Select Committee is now calling for a review of what information the police can release to the public.
Chair Dame Karen Bradley said: "The criminal justice system needs its approach to communication to match the age of social media."
MPs said the Crown Prosecution Service and Merseyside Police were limited in what information they could disclose about the then unnamed suspect Axel Rudakuban.
They were restricted by the Contempt of Court Act 1981, which prohibits the publication of information that could prejudice criminal proceedings.
After such a long time, the government has only paid lip service to the need to tell the public rather than keep silent. At a time when action should already have been taken.

The head of a prisoners' union said prison guards have been calling for increased security measures "for years" to avoid attacks such as the one carried out by the brother of the Manchester Arena bomb bomber on Saturday.
The Prison Officers Association (POA) said three prison officers were attacked by 28-year-old Hashem Abedi - Salman Abedi's brother - and that he poured hot cooking oil on the guards before stabbing them with "homemade knives" allegedly made from a baking tray.
He said: "These isolation centres are the cruelest and biggest threat to national security when it comes to terrorists and we give them freedoms and privileges like everyone else in ordinary places [prisons].
"That needs to change, as do the protections afforded to prison staff on duty. And we've been calling for years for stab protection waistcoats to be issued to frontline staff, but we've been consistently refused. This needs to change."
Instead of addressing such points, what does the government prefer? That's right, to do nothing. It prefers to silence such problems, to ignore them, but it is also important. People will not want to work in such conditions.

A prominent Labour MP and former minister has been arrested on suspicion of rape and child sex offences.
Last night the Labour Party named Dan Norris, who is regularly photographed alongside Sir Keir Starmer , in a statement confirming his removal from the party.

However, education officials are known to be resisting the move, warning it could paralyse the university sector.
