🔴 Hamas in Cairo: Commitment to the agreement and a call to pressure the occupation

*Ibrahim Al-Madhoun*

In a move that carries important political messages, a high-ranking delegation from the Hamas leadership arrived in Cairo, headed by Dr. Khalil Al-Hayya, on a visit aimed at affirming the movement's commitment to the ceasefire agreement, and at the same time expressing its rejection of the ongoing Israeli violations that threaten the continuity of this agreement.

The visit of the Palestinian delegation to Cairo comes in a context that reflects Hamas's keenness to consolidate the calm, as the movement is committed to everything that has been agreed upon, but at the same time stresses the need for the Israeli occupation to commit to implementing all the terms of the agreement, especially those related to the entry of shelter supplies, the reconstruction of hospitals, and the provision of fuel and humanitarian aid.

Israel's procrastination in implementing these terms constitutes a major obstacle to the stability of the humanitarian situation in Gaza, and increases the suffering of the people of the Strip.

Hamas does not seek escalation or a return to war; on the contrary, it prefers the continuation of the calm. However, the Israeli occupation continues its policies that obstruct daily life in Gaza, by continuing to shoot at civilians and preventing the entry of basic supplies. These clear violations require mediators, led by Egypt, to seriously pressure the occupation to fulfill its pledges and obligations.

In this context, Hamas appreciates the effective Egyptian role, which represents a fundamental factor in confronting the occupation's plans, especially with regard to displacement. The Egyptian position rejecting any attempts to empty the Gaza Strip of its residents is the cornerstone of thwarting these plans.

Hamas went on to confirm its full support for any Egyptian step aimed at strengthening this position, and the bet on the Egyptian and Arab role still stands, but the current stage requires bolder decisions and more solid positions.

The message carried by the Hamas delegation to Cairo is clear and explicit: the movement is committed to the agreement, but the occupation must implement the understandings in full, without delay or violation. If the occupation continues these practices, the options will be open to Hamas, including postponing the release of Israeli prisoners. Hamas will not remain committed to an agreement that the occupation does not respect.

🔴 The current war is considered one of the most difficult wars for the internal occupation front.

Israeli Institute for National Security Studies

Israelis are beginning to accept the idea of ending the war in exchange for releasing prisoners.

The Israeli Institute for National Security Studies considered that the desire of all Israelis to recover the prisoners is common, but the method of their release and the price that must be paid in order to achieve this goal has sparked public controversy.

The public debate on the issue of prisoners witnessed a shift in its positions, as the battle to determine priorities between military objectives and the political conflict were the core points of the debate.

The institute pointed out that the current war is considered one of the most difficult wars for the Israeli home front.

During this war, Israeli settlements were subjected to missile attacks, many settlers were killed, and others were captured.

In addition, the Israeli occupation army faced major challenges when soldiers fell captive into the hands of Hamas, which further complicated the military situation.

As the war began, there were bitter questions about how to balance protecting Israeli prisoners with destroying Hamas's capabilities.

The institute explained that in the first weeks of the war, the Israeli public debate focused on eliminating the security threat posed by Hamas, and it was unusual at first to put the issue of prisoners at the forefront of the discussions.

But pressure from the prisoners' families began to bear fruit, and the second goal of the war was determined: "intensive efforts to resolve the prisoners' issue."

According to the institute, at the beginning of the war, the general atmosphere was dominated by the idea that eliminating the Hamas threat was the ultimate goal, and that fighting Hamas should be a priority.

As the fighting continued, it began to be realized that recovering the prisoners might require a change in the priorities of the war, between fighting Hamas and focusing on returning the prisoners.

It was clear that these priorities could sometimes be contradictory, as difficulties in coordinating military operations and prisoner releases began to become apparent.

The institute continued: In late November 2023, a temporary truce was imposed in order to implement an agreement to recover prisoners.

This agreement sparked widespread controversy, as some believed that stopping the fighting might strengthen Hamas's position rather than force it to retreat.

On the other hand, there were voices in favor of the agreement, who believed that the temporary pause in fighting would give a greater opportunity to recover the prisoners without putting more soldiers at risk.

In surveys conducted in November and December 2023, the results showed that a majority of Israelis supported the idea that both goals, defeating Hamas and recovering the prisoners, could be achieved simultaneously.

However, there are also warnings that any cessation of hostilities could lead Hamas to reject Israeli demands or toughen its terms.

The Israeli Security Institute confirmed that when the Israeli public began to realize the losses that might occur as a result of military operations that might threaten the lives of prisoners, the discussion began about the cost of military operations in the balance with the hopes of recovering the prisoners.

In December 2023, polls showed that 56% of Israelis supported the idea of continuing the exchange process in exchange for temporary truces in the fighting, while others objected to such proposals.

At the time of the truce, polls showed a decline in the level of public confidence in the Israeli occupation army.

This reflected general concern about whether the war would continue effectively or whether difficult decisions would need to be made about priorities between war objectives and prisoner recovery.

Ultimately, as Israeli prisoner losses mounted, the debate over prisoner return seemed to become closely linked to the end of the war.

Awakening the Russian People

Alexander Dugin argues that the Russian people have been kept in a state of deep ideological slumber by both historical inertia and a ruling elite that fears their awakening, and only a profound national revival — akin to breaking a dark magical spell — can restore their agency and ensure Russia’s survival.

There is a growing tendency to accept that it may be necessary to stop the war to achieve this goal.

The institute explained that this war highlighted the complexity of dealing with the issue of prisoners in light of a complex political and military conflict.

While there was initially agreement that military and humanitarian goals could be achieved simultaneously, the conflict between the military and political sides began to appear more clearly over time.

Ultimately, the Israeli public seems to have come to terms with the idea that it may be necessary to pay a political price to end the war and recover the prisoners, despite the complex challenges that this option poses.
