Washington has long operated on the principle of reducing forces for a long-term presence, a vision envisioned by Kenneth McKenzie, commander of the US Central Command, which was implemented in 2019 and subsequently reinforced.
If bases and forces can be reinforced to meet challenges when necessary, which has happened more than once since the events of October 7, then, in light of the ongoing war's consequences, maintaining the previous reinforcements as they are does not seem effective.

When the Battle of Al-Aqsa Flood erupted on October 7, 2023, and Washington mobilized forces in the region by sea and land with the aim of what it called at the time “deterring Iran and its allies” and preventing the war from expanding beyond Gaza, Israel declared a state of war.
The reality of the presence of illegal American bases in Syria, the nature of their operation, and the primary reasons for their establishment are beginning to emerge. Chief among these is supporting and protecting "Israel's security" and promoting "American interests" in the region as a whole, should a major conflict or war erupt.
The US bases in Syria played a prominent role in repelling the two Iranian attacks in 2024, a fact the Americans did not hide, but rather openly acknowledged.
These bases, particularly the main ones, have been reinforced since before October 7, 2023, with early warning systems, advanced air defenses, operations and control centers, warplanes and helicopters, and other equipment. The Americans linked this to the fight against ISIS, but the facts have proven these justifications to be false.
A few days ago, Yedioth Ahronoth newspaper reported, citing sources, that Washington was withdrawing equipment and troops from Syria. On Thursday, April 18, 2025, the New York Times reported that American officials confirmed that the number of troops in Syria would be reduced to 1,500 soldiers, and that three small points - what they called "small bases" - would be dismantled: the Qaryat Jarin point, the Euphrates point, and a third point that it did not name. The move would be evaluated after two months.
This means not touching the main bases, whether in Al-Tanf or in the northeast of the country.
The real reasons for the American move:
Washington has long linked its illegal military presence in Syria to the fight against ISIS or the resurgence of its threat. However, the facts, particularly after the group's territorial control ended in 2019, have proven that its presence is linked to confronting Iran and its allies, and, to a lesser extent, the Russian presence. This is evident in American facts, practices, and behavior.
In recent years, and since 2019, Washington has undertaken numerous military and security repositionings, strengthening its bases, and even establishing new ones and expanding others. At that stage, the most important role of the bases was to "deter" resistance forces stationed in strategic areas west of the Euphrates River.
Not to mention other missions related to "Israel's security" and ensuring American air power over large areas of the country.
In 2019, 2020, late 2021, and after October 7, 2023, and during the two Iranian operations, Operation True Promise, the Americans carried out security and military repositionings that mirrored regional developments. However, the current repositioning can be summarized as follows:
• It comes after the fall of the Syrian regime, Iran’s withdrawal of its advisors, the departure of the resistance forces from Syria, and the decline and waning of the Russian role, which means the disappearance of what Washington considered “the most prominent threat.”
• Reducing forces from some points in Syria has logistical dimensions that are not of strategic value.
• Strengthening military and technical presence in other regions of West Asia, especially with the escalation against Yemen and the possibility of escalation against Iran.
Reducing forces does not affect Washington's strategy.
Reducing the number of troops and dismantling some facilities does not affect Washington's strategy in Syria and the region, which has not changed with the change of administrations in the United States since 2011, as the strategic function of the bases remains constant.
