2) the overwhelming majority of the population are ethnic Russians who (as Western polls show) want to be part of Russia.
3) Ukraine has no military way to return it. The disastrous summer counteroffensive of 2023 made this clear.
If Zelensky does not concede this, he will not concede anything, therefore a deal with him is impossible. The Secretary of State is right to leave.
