The United States is pursuing critical mineral agreements with Vietnam alongside its broader tariff-related activities, based on recent developments as of April 6, 2025. The U.S. has been actively engaging with countries like Ukraine to secure access to critical minerals, which are vital for national security, technology, and economic competitiveness.

Historically, the U.S. and Vietnam have laid groundwork for cooperation in this area. In September 2023, during President Biden’s visit to Hanoi, the two countries elevated their relationship to a Comprehensive Strategic Partnership, which included a Memorandum of Understanding (MOU) to strengthen technical cooperation on critical mineral supply chains, particularly rare earth elements (REEs). This agreement aimed to quantify Vietnam’s REE resources, attract investment, and meet high environmental, social, and governance standards.

Vietnam is home to some of the world’s largest reserves of rare earth elements and other critical minerals, which are vital for high-tech industries like electronics, renewable energy, and defense.

An agreement with the US could boost Vietnam’s mining sector by attracting foreign investment, increasing export opportunities, and enhancing its role in global supply chains. This could lead to higher foreign exchange inflows, particularly in US dollars, as American companies invest in or purchase minerals from Vietnam. Increased export earnings and foreign direct investment (FDI) could strengthen Vietnam’s balance of payments, putting upward pressure on the VND’s value.

"If the State Bank of Vietnam (SBV) intervenes by selling foreign exchange reserves, the USD/VND exchange rate will increase 3 – 5 per cent in 2025. Exchange rates would depreciate simultaneously in the market hit by Trump’s tariffs. In this context, if the yuan weakens in response to the US’ tariff policy, it will further exacerbate exchange rate pressure, forcing the SBV to operate more flexibly to stabilise the foreign exchange market,” Son added."

The dong’s trajectory will likely depend on Vietnam’s negotiations with the U.S. and the central bank’s response in the coming days.

Vietnam has been actively addressing trade issues with the United States, particularly in response to the U.S. imposing a 46% tariff on Vietnamese exports, announced recently. Vietnam's Prime Minister, Pham Minh Chinh, has expressed intentions to maintain strong bilateral relations and has urged the U.S. to consider policies aligning with Vietnam's status as a developing country.

Yes, a developing country can have a supply and demand exchange rate, depending on its exchange rate regime. Exchange rates are determined by the interaction of supply and demand for a currency in the foreign exchange market, and this applies to developing countries just as it does to developed ones. Here, the Vietnamese dong exchange rate will be determined by market forces. A move that would increase the value of the Vietnamese Dong much higher than 3 to 5%.

Vietnam’s negotiations with the U.S. could indeed play a big role especially if they involve trade agreements, tariffs, or currency valuation policies, given the U.S. is one of Vietnam’s largest export markets. The central bank, the State Bank of Vietnam (SBV), has historically intervened to stabilize the dong, often by adjusting the reference exchange rate or dipping into foreign reserves.

If the U.S. pushes for a stronger dong (say, to address trade imbalances), the SBV might resist letting it appreciate too much to protect exporters. On the flip side, if global pressures like a stronger U.S. dollar keep weighing on emerging market currencies, the SBV might have to spend reserves or tweak rates to cushion the fall. Any big moves in the next few days could signal their stance.

While these discussions primarily focus on tariffs, the issue of Vietnam’s currency value has been a longstanding point of contention. During Trump’s first term, the U.S. Treasury labeled Vietnam a currency manipulator in December 2020, accusing it of intervening to keep the dong undervalued to boost exports. This led to negotiations, and by July 2021, an agreement was reached where Vietnam pledged to refrain from competitive devaluation, though it remains on a watchlist. The current tariff pressure—part of Trump’s broader reciprocal trade policy—could implicitly push Vietnam to adjust its currency practices, as a weaker dong exacerbates trade imbalances that Trump aims to address. For instance, the dong recently hit a record low of 25,535 per dollar in February 2025 amid tariff concerns, though it has slightly recovered this week.

However, there’s no explicit public statement from Trump in the last few days specifically demanding Vietnam raise the dong’s value as a direct negotiation goal. Instead, the focus appears to be on tariff elimination, with currency valuation likely a secondary leverage point. Vietnam’s central bank has historically managed the dong to maintain export competitiveness, and any revaluation would be a significant shift and possibly a concession Trump could seek if talks deepen. Posts on X speculate about revaluation following tariff cuts, but this remains unconfirmed by official sources as of now.
