During and after World War II, the struggle for the revival of the Ukrainian state continued. The Organization of Ukrainian Nationalists – the ideologist of the liberation movement – split into two parts in 1940, one of which was led by Stepan Bandera, and the other by Andriy Melnyk.
It was Bandera's OUN that initiated the fateful decisions regarding the proclamation of the Ukrainian Stateʼs Act of Restoration, the formation of the Ukrainian Insurgent Army, and the creation of an underground parliament – the Ukrainian Supreme Liberation Council. But perhaps the most important step was the beginning of the struggle against both the Hitlerite and Stalinist enslavement of Ukraine.
The last armed clashes between the Ukrainian insurgents and the Soviet repressive system date back to the 1960s. Due to the imbalance of forces, the liberation struggle did not lead to the establishment of an independent Ukraine, but it was of great importance for the restoration of the Ukrainian state in 1991.

The Verkhovna Rada has adopted, in the first reading, a draft law aimed at facilitating the issuance of temporary residence permits in Ukraine for foreign nationals engaged in humanitarian activities and volunteering (No. 13071)

The draft legislation provides:

🔹 Definition of the categories of foreign nationals and stateless persons eligible to benefit from a simplified procedure for obtaining a temporary residence permit.

🔹 Specification of the list of documents required for the issuance of such permits.

🔹 Waiver of the requirement to obtain a long-term visa for the purpose of receiving a temporary residence permit during the period of martial law and for one year following its termination or cancellation.

Right now, our team is actively preparing for a visit to Türkiye. Today, we have presented Ukraine's position to all our partners in detail. I want to thank them for their support.

Every call for a long-lasting and unconditional ceasefire matters. Calls for direct negotiations at the highest level are equally important. Putin is the one who determines everything in Russia, so he is the one who has to resolve the war. This is his war. Therefore, the negotiations should be with him.

I want to highlight the statement made by the leaders of the Nordic and Baltic countries – I want to thank them for their support, including for supporting negotiations. Overall, European leaders are making strong statements and taking decisive steps. I want to thank them for this once again. We also know, in particular, China’s stance regarding support for a ceasefire and negotiations. The United States is clearly and unambiguously saying that leaders must meet. Ukraine is absolutely ready for a truly effective format of talks.
🇺🇦On May 1, 1966, two students raised the blue-and-yellow flag over one of Kyiv’s institutes, making a symbolic act of national expression and political dissent.

On the night of 1st May 1966, when the whole sovietic country was preparing for demonstrations, two young men - Heorhii Moskalenko from Odesa and Victor Kuksa from Kyiv region - raised the blue-and-yellow flag over one of Kyiv’s institutes of National Economy.

They made it from women's scarfs, cut the Tryzub from UNR-era banknotes, and inscribed the words: «Ukraine has not yet perished, she has not yet been killed.»

This act was not only a bold challenge to the totalitarian regime, but also a desperate attempt to awaken the Ukrainian nation. The Soviet authorities deployed the KGB to search for the authors of the flag, flooded the institute with agents, conducted mass inspections, and eventually detained the young patriots.

Today, we remember their actions as a manifestation of true heroism.

The body of Ukrainian journalist Victoriia Roshchyna, tortured in russian captivity, was returned to Ukraine in late February, but it could only be officially confirmed after several DNA tests were completed.

According to the Head of the Committee on Freedom of Speech Yaroslav Yurchyshyn, it was necessary to keep silence for a long time because of the high risk of manipulation by the russian side, which repeatedly replaced the bodies of the dead.

Victoriia's family insisted on several independent DNA examinations, some of which took place outside of Ukraine, to finally confirm her identity. Only after this complex and painful procedure did the Ministry of Internal Affairs of Ukraine officially confirmed that Victoria's body was repatriated.

Starting tomorrow, we await a ceasefire – this proposal is on the table. A full and unconditional ceasefire, one that lasts long enough to provide a necessary foundation for diplomacy, could significantly bring peace closer. Ukraine has long proposed this, our partners are proposing it, and the whole world is calling for it. We await a clear response from Russia. Russia will have to end this war anyway. The killings must stop. Ukrainian forces will be ready to respond symmetrically – to ensure fairness. 🇪🇺 The European Union High Representative for Foreign Affairs, Kaja Kallas, welcomed the decision of EU member state ambassadors to endorse the 17th package of sanctions against russia.

Today, our government team reported on the economic partnership with the United States. We have an agreement. It has been signed and will be submitted to the Verkhovna Rada for ratification. And we are interested in having no delays with it.

Our representatives – first and foremost, First Deputy Prime Minister Yuliia Svyrydenko, the team from the Ministry of Economy, as well as the Ministry of Finance and the Ministry of Justice – all did a very good job. The agreement has changed significantly during the preparation process. It is now truly an equal partnership – one that creates opportunities for substantial investment in Ukraine, as well as significant modernization of Ukraine’s industries and, equally importantly, its legal practices.

The agreement foresees no debt. It stipulates the establishment of a Reconstruction Fund that will invest in Ukraine and generate returns here. This means joint work with America, based on fair terms, allowing both Ukraine and the United States, which supports us in our defense, to make money in partnership.

We spoke with the President of the United States, Donald Trump, about our readiness to conclude the agreement – we discussed it during our meeting in the Vatican. In fact, this is the first tangible outcome of that Vatican meeting, making it truly historic. We look forward to other outcomes from that conversation.

🇺🇦🇪🇺 Ukraine has completed all internal procedures necessary to launch negotiations with the EU on the first cluster.

Oleksandr Korniienko announced that today the Cabinet of Ministers approved Roadmaps for transformation in three key areas:
📌 Rule of law;
📌 Public administration reform;
📌 Functioning of democratic institutions.

✅ The first two areas are prerequisites for the opening of Cluster 1: Fundamentals of the EU Accession Process.
These roadmaps serve as important guiding frameworks, outlining Ukraine’s steps toward full membership in the European Union.

The First Deputy Speaker emphasized that the documents were prepared through an inclusive process involving the Parliament, the Government, civil society, and with due consideration of the European Commission’s recommendations.
