Really good questions were asked including why are we paying $4.5 million for an upgrade and $400,000/year for a program that was built, paid for and owned by the State of South Dakota? Is anyone ready to start asking why former Secretaries of State Nelson and Gant haven't been prosecuted for theft for giving away state owned property in exchange for sole source contracts? What was going on under the table while Nelson and Gant went around the country "gifting" the source code to other states?
