My speech to the Arizona Senate Subcommittee:
Chair and Committee, thank you for your service to the people this great State.
My name is Brent Cobb, field director and founder of trooperCareNetwork, a homeless first aid and outreach charity. We meet our people on the streets and in the camps where they dwell.
The intent of regulating medical licenses and certifications is to protect the public. We deserve to have confidence in the integrity of our health services. Boards of Certification & Licensure assure clinical care providers meet defined standards of practice and care for precise clinical & professional healthcare services.
Unfortunately, there is no protection for these same healthcare professionals if they provide ANY non-clinical "first aid" to any person outside the defined umbrella of doctor/employer-authorized settings.
100% of all people who need first aid are outside of these defined clinical settings.
In spite of federal law, which mandates an OSHA-approved First Aid Kits or Stations at every business, school, and other public venue, according to current AZ State Law, a physician would need to authorize or perform any "diagnosis, proposed treatment, or application of care" - including putting a bandaid on a cut.
If not, a person can be charged with "felony impersonating a doctor" or "practicing medicine without a license" - Credentialed healthcare professionals can, and have had their license or certification suspended for providing the same care.
This includes parents who cover a skinned knee, or change a dressing on their own elderly and disabled parents. It includes first aid volunteers, such as myself. We are all subject to these same very real threats of felony arrest. This is the policy of the Phoenix Police and Parks Service, as well as other cities, with predominantly anti-homeless policies and practices.
This clarification of State Law would permit any person to provide non-clinical first aid ro any other person, without threat of arrest, suspenzion of license or certification, or need to obtain authorization by any regulatory entity or person, for any scope of injury that OSHA, the Ref Cross, and common sense would define as "First Aid".
Less than 500 yards from this podium, homeless veterans are sleeping beneath the monuments we have built to honor them.
Many others, of our own family and community, many times through no fault of their own, are struggling with homelessness and addiction right along side of them.
These people, literally right outside of the Capitol Mall, are walking wounded, suffering with open wounds, infected wounds and communicable diseases, that are easily treated with basic first aid care, hygene, and street-side intervention. For most, this is the only option they have. We cannot help them without this law.
Please support this clarification to law, and help our families, homeless, and protect healthcare providers in their stewardship and commitment to public health.

🚨Exclusive: 2,416,864 voter registration records have voter ID numbers ending in a zero, per a current Wis. statewide voter list. Importance:
Found: 444,000+ of them were assigned, each to a specific person, then reassigned over time to a new, different person. 444,000!! This is illegal.
I believe these are the Shapeshifters I found in early 2022, but at the time, I didn't fully understand what I was looking at.
Voter registrations are being moved around and changed, which can only be done by someone with access to the WisVote system. And look at this:

Computerized statewide voter lists must be eliminated. We don't need them. They will never be clean. They will always be a rich target for bad actors who wish to commit election fraud.
