Effective Dates of Executive Order 14248 on Elections:
1 Immediately Upon Signing unless otherwise specified Agencies are directed to:
-Cease actions under revoked EO 14019
-Begin compliance efforts under this order
2 By April 24, 2025 (Within 30 Days) Election Assistance Commission (EAC) must update the National Mail Voter Registration Form (under 52 U.S.C. § 20508) to:
-Require documentary proof of U.S. citizenship.
-Have officials record specifics about citizenship documentation.
-Agencies must begin adjustments to registration systems accordingly.
3 By June 23, 2025 (Within 90 Days) DHS must:
-Provide to the Attorney General full records on foreign nationals who registered or voted.
-Submit that data to relevant State and local election officials.
-All federal agencies and the EAC must:
-Submit a report to the President through the Assistant to the President for Domestic Policy describing their compliance with the EO, including the halt of EO 14019 implementation.
4 By September 21, 2025 (Within 180 Days) EAC must:
-Review and, if appropriate, re-certify all voting systems based on new guidelines (Sec. 4(b)(ii))
-Rescind prior certifications issued under earlier standards
-Finalize standards ensuring:
-Voter-verifiable paper records.
-Elimination of barcode/QR-based vote tabulation (with disability exception).
5 No Specific Deadline, But Required "Appropriate Actions" DOJ:
-Prioritize enforcement of voting-related laws (e.g., 18 U.S.C. §§ 611 (prohibit foreign nationals from reg to vote or voting in national elections), 18 U.S.C. 1015 (outlines fed crimes related to false statements, denials of citizenship, misuse of citizenship docs); 52 U.S.C. § 30121 (prohibits foreign nationals from participating in Fed., State, or local elections by making any contributions/expenditures).
-Enter into information-sharing agreements with States to report election violations.
-Review grants to uncooperative States.
6 DHS and DOJ:
-Secure all election infrastructure from non-citizen access.
7 SSA:
-Provide states access to verification tools (e.g., SSN Verification, Death Master File).
8 EAC and FEMA:
-Condition funds/grants on compliance with new security and integrity standards.
