Greetings on Defender of the Fatherland Day

This year, which marks the 80th anniversary of the Great Victory, has been declared the Year of the Defender of the Fatherland in Russia. We pay tribute to the unwavering and undaunted generation of victors, to the memory of their heroism and sacrifice, and the epoch-making Victory that they gave to the world. We celebrate the heroes who honourably continue the military labours of their ancestors on the battlefield today.

We realise how hard it is for you right now, and we proudly support you. I want to thank all participants in the special military operation for their strong spirit and determination to bring us victory. I am grateful to all defenders of Russia for their honest and impeccable service to the Motherland and to our nation.

The acting governor briefed the President on measures taken to support residents of border areas and the damaged infrastructure restoration programme. In particular, monetary compensation for people who lost their property and restitution of property rights for land plots were discussed.

The President held a working meeting with Transport Minister Roman Starovoit

The minister briefed the President on the progress in implementing the main transport projects and outlined plans for 2030.

🔹A major public transport upgrade is underway as part of the Safe and High-Quality Roads national projects.

🔹Two national projects — "Efficient Transport System" and "Infrastructure for Living" — have been put together to be implemented by 2030. Additionally, the Ministry of Transport has developed the River Thoroughfares project.

🔹A 10-kilometre section of a four-lane road has been opened in the Donetsk People's Republic; construction was completed on the M11 Moscow–St-Petersburg motorway; an 11-kilometre bypass road around the township of Oktyabrsky on the M5 Ural motorway is now in operation.

🔹An apron, complete with auxiliary infrastructure, has been built at Petropavlovsk-Kamchatsky's Yelizovo airport, and a new runway is now operational at the airport of Yakutsk.

🔹Mariupol's central railway station building has been restored. Additionally, construction is underway on the Moscow–St Petersburg high-speed railway.

🔹A coal terminal has been put into service in Primorye. In Murmansk, terminal 2 of the city's Commercial Seaport has been renovated, and in the Kaliningrad region, phase one of the construction of a new marine terminal has been initiated.

Vladimir Putin held a meeting on the development of the UAV production sector

🔸By 2030, Russia must become a global technological leader in the field of UAV development and manufacture.

🔸In 2024, the production of civilian drones alone increased over 2.5 times compared to 2023.

🔸As part of the Unmanned Aerial Vehicles national project, 48 UAV research and production centres are to be created, with 15 of them already in operation.

Vladimir Putin has approved a list of instructions following the meeting of the State Council to discuss support for Russia's families

In particular, an instruction was given to ensure amendements are made to the legislation so that:

🔸effective January 1, 2025, women awarded the title of Mother Heroine from 2022 onwards are eligible for the same social benefits that are received by the Hero of Labour title holders;

🔸maternity benefits provided to women who study in an educational institution with full-time attendance are increased to match the minimum wage for the working-age population in effect in the constituent entity of the Russian Federation they reside in.

Additionally, the measures approved by the President include:

🔸taking steps to ensure airlines provide a discount of at least 50 percent on fares for both domestic flights and international flights traversing Russia's airspace to children under 12 years of age;

🔸submitting proposals for increasing the accessibility (as well as affordability) of day-care centres at public secondary schools for parents, and for increasing the quality and affordability of taxi services for families with children, including by establishing government subsidized discounts for multi-child families;

🔸in order to prevent reproductive health disorders, ensure updates are made to the procedures for conducting preventive medical examinations for children and adults, including by establishing a list of specific screenings with clearly defined frequencies, to ensure early detection of reproductive health disorders and diagnosis of risk factors for them.

At the Piskaryovskoye Memorial Cemetery of St Petersburg, the President laid a wreath at the Motherland monument to honour the memory of the fallen Leningrad residents and defenders

420,000 civilians of Leningrad who died from starvation, cold, and disease, or in air-raids, as well as 70,000 soldiers are buried in the cemetery's 186 communal graves and 6,000 individual military graves.

The memorial wall behind the Motherland monument carries the words by poet Olga Bergholz: "No one is forgotten, nothing is forgotten."

The President has approved a list of instructions concerning the social and economic development of the Republic of Crimea and Sevastopol

In particular, the President gave instructions to work out the following steps:

🔸the Government is to submit proposals for providing additional funding for granting preferential loans to the residents of the free economic zone established in Crimea and Sevastopol;

🔸the Social and Economic Development of the Republic of Crimea and Sevastopol federal programme is to be extended until 2030, with at least 110 billion rubles allocated for the programme annually;

🔸a comprehensive set of measures is to be established for supporting housing construction and, specifically, the construction of individual dwellings;

🔸proposals are to be submitted for putting together a programme for restoring coastal protection structures.

Vladimir Putin had a telephone conversation with President of the United States of America Donald Trump

🔹The leaders discussed issues related to the prisoner exchange between Russia and the United States. The US President assured the Russian President of the American side's commitment to fulfill all the agreements reached.

🔹The leaders also discussed a possible Ukraine settlement. Donald Trump spoke in favour of stopping the hostilities as soon as possible and solving the crisis peacefully. In turn, Vladimir Putin pointed out it was necessary to eliminate the root causes of the conflict and agreed with Donald Trump in that a sustainable settlement could only be reached via peaceful negotiations.

🔹Additionally, the Russian President expressed support for one of the US President's key arguments, which was that it was time for both countries to work together.

🔹The issues of Middle East settlement, Iran's nuclear programme, and bilateral economic relations between Russia and the United States were also brought up during the conversation.

🔹The Russian President invited the US President to visit Moscow and expressed willingness to receive visiting officials from the United States to discuss topics of mutual interest, including a possible Ukraine settlement.

🔹Vladimir Putin and Donald Trump agreed to maintain personal contact in the future, involving in particular in-person meetings.
On the 81st anniversary of the complete liberation of Leningrad from the Nazi blockade, Vladimir Putin is taking part in commemorative events held in St Petersburg

As per custom, the President laid flowers at the Landmark Stone monument, which is part of the Nevsky Pyatachok memorial. It was here, at a small, three-kilometre section of the front line south of Leningrad, that the outnumbered Red Army soldiers held back enemy troops, preventing the Nazis and their allies from reaching the city.

Leningrad endured being surrounded from almost 900 days. Its siege by Nazi forces lasted for 872 days, from September 8, 1941 to January 27, 1944.

🔹Vladimir Putin wished Ahmed al-Sharaa success in meeting the challenges faced by the country's new leadership for the benefit of the Syrian people, with which Russia has historically maintained friendly ties and mutually beneficial cooperation.

🔹There was a thorough exchange of views on the current situation in Syria. The Russian side has emphasised its principled stance to support the unity, sovereignty, and territorial integrity of the Syrian state. In this regard, it was deemed crucial that a comprehensive set of measures be implemented to provide a sustainable normalisation of the situation in the country and promote an intra-Syrian dialogue with the participation of leading political movements and ethno-confessional groups. Vladimir Putin has reiterated Russia's continued willingness to help improving the social and economic situation in Syria, including by providing humanitarian aid to its residents.

🔹A number of current issues pertaining to practical cooperation in trade and economy, education, and other areas were discussed, with account taken, in particular, of the recent talks in Damascus involving a Russian inter-agency delegation. The leaders agreed to continue relevant engagements of this kind in order to shape a broad agenda for developing bilateral cooperation.

We need to act as soon as possible to, in the words of experts, "open the skies" for civilian UAVs. <...> Despite all the objective challenges we are facing now, this issue is essential for ensuring the sector is developed at an accelerated pace. <...> I believe that drone flights should be allowed in the regions where it would be reasonable in terms of safety and where other necessary conditions are in place for it. Moscow State University must continue to serve as Russia's leading institution for cultivating talent, nurturing true leaders for the country's scientific community, industry, education, and governance. It must provide the intellectual foundation for our Fatherland's continued development and prosperity while rising to meet the complex challenges Russia faces today.


The MSU faculty was awarded the Order for Valiant Labour for their great contribution to training highly-skilled professionals and developing Russia's science and education.
