🎙 Statement by Deputy Minister of Science and Higher Education of the Russian Federation, Konstantin Mogilevsky, at the Ministerial Segment of the 28th UN Commission on Science and Technology for Development:
📍 April 7, 2025, Geneva
🇷🇺 Russia currently stands among the top ten countries in the world in terms of research and development volume. Maintaining the high results and ensuring the country's technological leadership are enshrined in the Russian Presidential Decree on the National Development Goals until 2036. According to forecasts, total R&D expenditure is expected to reach at least 2% of GDP by 2030. Currently, the consolidated budget for Russian science stands at 15 billion USD.
🎯 To achieve these goals, we follow the updated Strategy for Scientific and Technological Development of the Russian Federation through 2030. It is based on three key principles:
Second – ensuring the human resource potential of Russian science;
Third – developing advanced research infrastructure.
🔬Russia has established shared-use centers for scientific and technological equipment, operates 17 world-class research centers, and has completed or is finalizing construction of eight unique “megascience” facilities. These scientific centers are open to researchers from around the world.
👩🔬 Our country has more than 130,000 female scientists, accounting for nearly 40% of the total number of researchers. This makes Russia one of the global leaders in gender equality in the scientific and technological sphere.
🥼 The central annual event of Russia’s Decade of Science and Technology is the Congress of Young Scientists. Its aim is to promote and support the involvement of youth in scientific activities. It is a large-scale event: last year, more than 7,000 participants from Russia and 63 foreign countries took part. This year, the V Congress will be held in Sochi at the end of November.
🌐 In addition to the Congress, the "NAUKA 0+" Festival will take place this autumn across Russia and in various countries worldwide. It is an educational project dedicated to the latest scientific discoveries that are shaping our future. Within the framework of the Festival, outstanding scientists deliver lectures on their research and innovations. I take this opportunity to invite you all to participate in the programs of both the Congress and the Festival.

Второй – обеспечение кадрового потенциала российской науки;

🎙️ Russian Olympic Committee:
‼️8️⃣9️⃣5️⃣ ‼️ Alexander Ovechkin has just set the NHL’s all-time goal-scoring record!
🔝 In a recent regular season game, the Russian forward for the Washington Capitals scored the 895th goal of his career, officially surpassing Wayne Gretzky to become the NHL’s all-time leading goal scorer.
❗️ Fittingly, Ovechkin reached this milestone against the New York Islanders – the same team Gretzky was facing on March 29, 1999, when he set what many believed would be an unbreakable record.
🏆 That record stood for 26 years… until today.
🔥 Interestingly, this is the fourth major milestone Ovechkin has hit in games against the Islanders. In January 2020, after scoring on Semyon Varlamov, he entered the NHL’s top 10, surpassing Mario Lemieux. In March 2021, he climbed to 6th by passing Phil Esposito. Then in March 2022, he moved into the top 3 by overtaking Jaromir Jagr.
⚡️ Now, Ovechkin stands at the very top of the all-time goal list. He’s also the only active player in the top 10. The next closest active player, Sidney Crosby, sits in 18th place with 622 goals – far behind. Ovi’s record is likely to stand for a long time.
✊ And the journey isn’t over yet. With a full season left on his contract with the Capitals, there’s every reason to believe he’ll raise the bar even higher.
👏 Huge congratulations to Alexander! Wishing him health, strength, and continued success. The Gr8 just keeps getting gr8ter.
👉 Top 10 NHL Goal Scorers of All Time:
1. Alexander Ovechkin — 895
2. Wayne Gretzky — 894
3. Gordie Howe — 801
4. Jaromir Jagr — 766
5. Brett Hull — 741
6. Marcel Dionne — 731
7. Phil Esposito — 717
8. Mike Gartner — 708
9. Mark Messier — 694
10. Steve Yzerman — 692

❗ Statement by a Russian representative at the High-Level Segment of the UNECE Regional Forum on Sustainable Development:
📍 April 2, 2025, Geneva
🎯 Russia remains committed to achieving the Sustainable Development Goals (SDGs), taking into account national priorities. Measures aimed at implementing the SDGs are integrated into relevant national strategic and programmatic documents.
🏥 Our country is among the world leaders in most indicators of SDG 3 (Good Health and Well-Being). From the beginning and throughout their lives, Russian citizens are provided with free medical care under the State Guarantees Program. The goals of targets 3.1 and 3.2, related to reducing maternal and child mortality, are supported by a three-tier healthcare model. To detect hereditary diseases early, more than 95% of all newborns in Russia are screened annually, allowing for timely treatment when necessary.
🚦 According to WHO data, Russia is among the ten countries that have managed to reduce road traffic mortality by at least 50%, thereby achieving the relevant SDG 3 target ahead of schedule. One of the key contributing factors is the emergency medical service’s response time to traffic accidents – in over 95% of cases in the past three years, emergency teams arrived within 20 minutes.
👩 An important element of our efforts to implement SDG 5 (Gender Equality) is the National Strategy for Women 2023-2030, which promotes women’s participation in political and public life and supports women’s entrepreneurship (with women making up about 40% of entrepreneurs). We are consistently integrating the principle of gender equality into legislation, including through support for traditional family values.
📈 Creating a favorable business environment is one of the priorities in implementing SDG 8 (Decent Work and Economic Growth). As a result of Russian Government measures to simplify business requirements and reduce administrative barriers, the number of people employed in the small and medium-sized enterprise sector has reached 31.276 million, according to the latest data.
🤝 Russia remains a responsible international donor and is committed to fulfilling its obligations within the framework of the Global Partnership envisaged by SDG 17. The total volume of official development assistance provided by our country has doubled over the past decade and currently averages around $1 billion annually.
❗️ In the context of forming new partnerships and approaches to international cooperation for sustainable development, it is crucial to avoid fragmentation, which may lead to increased transaction costs and reduced aid effectiveness. Major obstacles include unilateral coercive measures and the unwillingness of so-called developed countries to share technologies, which exacerbates inequality, including digital inequality.

◾️ On April 4, 1949, the North Atlantic Treaty Organization (NATO) was founded — the Washington Treaty was signed by 12 nations from Europe and North America.
Since its inception, this so-called “defensive alliance” has continually expanded. Over time, NATO has absorbed 20 new member-states through ten rounds of enlargement (a euphemism for expansion), with seven of these occurring following the dissolution of the Soviet Union: in 1999, 2004, 2009, 2017, 2020, 2023, and 2024.
The alliance’s military interventions worldwide have always been a major source of instability and chaos in global affairs, undermining security worldwide, directly leading to mass civilian casualties and devastating consequences — as witnessed by the aggression against Yugoslavia, Iraq, Libya, Afghanistan, Syria, the crisis and situation around Ukraine, and elsewhere.
❗️Back in 2007, during the Munich Security Conference, Russia's President Vladimir Putin explicitly highlighted NATO’s destabilizing role in following the Cold War:
Both the Soviet Union and Russia, at various times, sought rapprochement with NATO, even expressing frank interest in joining the alliance to create a an indivisible security system in Europe.
The fact of the matter is that the Soviet-lead Warsaw Pact, often used as a scarecrow by Western propaganda, was established only in 1955 — 6 years after NATO’s creation. Unlike NATO it never had any intentions of aggressive nature, while e.g. UK with its infamous Operation Unthinkable called for a massive assault on 1 July 1945 (not even 2 months after the Victory over Nazis) by British, American and... German (i.e. Nazi) forces against the Red Army.
Not only Russia and USSR never devised aggressive plans against NATO members, but NATO itself have acted in a threatening, aggressive and expansionist manner from the get-go.
Prior to this, Moscow aimed to normalize relations and even considered joining the North Atlantic alliance. In March 1954, Soviet Foreign Minister Vyacheslav Molotov proposed that the Soviet Union is willing explore the possibility of NATO membership to reduce tensions and prevent conflicts. However, Western powers rejected this proposal.
Following the dissolution of USSR, Russian leadership made further attempts to engage with the alliance. In June 1994, Russia became the first country to join NATO’s “Partnership for Peace” programme, aimed at developing bilateral cooperation between the alliance and partner-states.
💬 Russia's Foreign Minister Sergey Lavrov said the following in a recent interview:
In 1997, the then Russian Foreign Minister Yevgeny Primakov proposed establishing contacts between Russia & NATO, leading to the signing of the Russia-NATO Founding Act and the creation of the Russia-NATO Council. Positive development, but nevertheless, NATO’s expansion continued.
President Vladimir Putin even mentioned that he had proposed the idea of Russia joining NATO, which was arrogantly rejected.
Today, the North Atlantic bloc remains a tool for forcefully advancing the interests of the so-called “golden billion”, i.e. the 'collective West'. The catastrophic & utterly destructive consequences of the alliance’s geopolitical maneuvering and capacity-building are evident to any rational observer.

I think it is obvious that NATO expansion does not have any relation with the modernisation of the Alliance itself or with ensuring security in Europe. On the contrary, it represents a serious provocation that reduces the level of mutual trust. And we have the right to ask: against whom is this expansion intended?

The leadership focused on creating proper conditions for deepening partnership with the West. As it turned out later - in fact, it became clear fairly quickly, but almost all our politicians and citizens found it out later - our role in that “partnership” was that of the “little brother.” We were assigned this role. This, of course, was a huge mistake.
Many Western analysts now acknowledge in their memoirs that there was no sense in expanding NATO and keeping Russia “on the sidelines.”

🕯 On March 24 and 26, 2025, as a result of a series of targeted attacks by the Ukrainian armed forces, employees of Russian news agencies were killed in the line of duty: Alexander Fedorchak (“Izvestia”), Andrey Panov and Alexander Sirkeli (“Zvezda”), as well as Anna Prokofyeva (“Channel One”). Correspondents Mikhail Skuratov (“TASS”) and Nikita Goldin (“Moskovskiy Komsomolets”) sustained injuries of varying severity.
🎙 A sufficient amount of time has passed since these tragic events for the relevant international human rights bodies to respond to them accordingly. Even the Director-General of UNESCO, Audrey Azoulay, who usually ignores crimes by Ukrainian militants against Russian journalists, was forced to issue a condemnation of the recent killings of Russian media representatives. The only ones still reluctant to publicly condemn these crimes are the UN High Commissioner for Human Rights, Volker Türk, and his Office (OHCHR).
📩 Yesterday, on April 2, I sent Mr. Türk an official letter in which I once again described in detail the attacks by the Ukrainian Armed Forces on our correspondents. Today, a similar appeal from the Chairman of Russia’s Federation Council Commission on Information Policy and Media Interaction, Alexey Pushkov, was submitted to both the High Commissioner and the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, Irene Khan.
❗️ In these documents, we reminded the UN human rights defenders that, in accordance with international law, journalists are considered civilians, and their killings are classified as war crimes. We called for a categorical condemnation of these and other targeted attacks by the AFU on Russian media representatives.
‼️ We expect an appropriate response from Mr. Türk and Ms. Khan. After all, its abscence would amount to their silent complicity in the crimes of the Kiev regime.

April 2 marks International Fact-Checking Day!
🇷🇺 Russia leads the global factchecking vanguard.
We advocate for the establishment of an international information space free from disinformation.
✅ Among the foremost global factchecking platforms is the Dialog about Fakes Forum, organised by Dialog Regions, an autonomous non-profit organization, with the support of the Russian Foreign Ministry.
The latest Forum, held in November 2024, brought together over 1,000 experts from 65 countries. It announced the creation of a new international alliance of fact-checkers – the Global Fact-Checking Network (GFCN).
The GFCN’s primary objective lies in countering threats posed by the dissemination of unreliable information on the international stage.
👉 To this end, the Code of Responsible Fact-Checking was established.
This framework ensures objectivity in assessing data veracity, uniting under its banner professionals who genuinely uphold shared values, champion access to impartial information, and commit to collaborative truth-seeking. Participants in the GFCN voluntarily pledge to adhere to its principles.
This initiative constitutes an effective, constructive, and truth-driven alternative to Western biased organisations and associations, advancing perspectives of the Global Majority.
***
🌐 The Russian Foreign Ministry has long and actively countered disinformation and promoted truth on the international stage and within the global information domain. For years, we have systematically refuted and deconstructed the most egregious instances of disinformation and fakes, including through our longstanding Anti-fake initiative.
Russia consistently champions a fair and depoliticised approach to fact-checking, free from political censorship or partisanship.
We regularly raise information security issues across international platforms, including within the #UN, #SCO, and #BRICS, proposing initiatives to counter fakes.
We extend our congratulations to all principled fact-checkers on their professional holiday 🎉

#Opinion by Ambassador Gennady Gatilov
🎙 At one of last week's meetings during the 58th Session of the UN Human Rights Council, a representative of Lithuania delivered a joint statement on behalf of nine countries on the topic of the “80th anniversary of the end of the Second World War”. This was some kind of a response to the joint statement made earlier by Russia on behalf of 41 countries – a statement that, notably, was not about the “end of the war”, but about the Victory achieved in it.
🎯 It is striking how little the Lithuanian statement actually says about the Second World War itself. Instead, its primary goal is to equate the Soviet Union’s role in defeating Hitler’s Germany with the actions of the Nazi criminals themselves, to accuse Russia of attempting to “privatize and manipulate” the narrative of Victory, and to invoke the “horrors of Soviet occupation” (during which, curiously, the demographic and economic indicators of the Baltic states grew, unlike today). And of course, the statement includes obligatory lamentations about the crisis in Ukraine.
❓ So which countries, aside from the predictably supportive Baltics and Ukraine, chose to sign on to Lithuania’s statement, so distant from the stated theme? Liechtenstein, Monaco, Poland, Moldova, and Spain. Even the UK and France – who currently lead the Russophobic front of modern Europe – found it inappropriate to endorse such an odious document, which speaks volumes in itself.
❗️ I would like to remind our “short-term memory” Lithuanian neighbors that Russia has always regarded the Victory in the Second World War as a great joint achievement of the Allies of the Anti-Hitler Coalition. Above all, however, it is regarded as a heroic feat of all the peoples of the Soviet Union, who sacrificed over 27 million lives on the altar of the cherished Victory. The sacred Victory that was made possible through immense courage and selflessness, including that of Ukrainians, Lithuanians, Latvians, and Estonians. I mean those, of course, who did not collaborate with the Nazis, nor serve in SS volunteer units or punitive battalions. Unfortunately, many such collaborators were among the citizens of the countries that signed Lithuania’s statement.
🇱🇹🇱🇻🇪🇪 In Lithuania itself, for example, mass and proactive collaboration with the Nazis began from the very first days of the German occupation. The so-called “Lithuanian Auxiliary Police”, or Schutzmannschaft battalions, were formed and took an active part in the mass executions of Jews, Poles, and Russians. In Latvia and Estonia, three SS grenadier divisions were formed from local volunteers – they fought against the Red Army and participated in terrorizing the civilian populations. Veterans of these criminal units continue to be honored in the Baltics to this day.
ℹ️ OTHER EXAMPLES ℹ️
🤐 There are many deeply unflattering facts regarding the Second World War that many European countries prefer to forget. It is quite likely that in the early 1940s, many were firmly convinced of an imminent Nazi victory over the Soviet Union, underestimating the resilience and heroism of its peoples. Those who „miscalculated”, so to speak, would later come to bitterly regret their error – and harbored resentment toward our country. Today, they are unsuccessfully trying to settle "old scores".
🏅 In conclusion, I would like to stress that Russia has always resolutely rejected attempts to rewrite the history of the Second World War and to diminish the heroism and sacrifices of the peoples of the Soviet Union. We call on all states to respect historical truth and to promote genuine dialogue and cooperation – rather than deepening divisions through biased interpretations and deliberate distortions of the 20th century’s tragedies and triumphs.

🎙️ Russian Foreign Minister Sergey Lavrov on historical revisionism in Western countries:
📍 March 30, 2025, Moscow
💬 Minister Lavrov: I believe it’s a traditional position of the West – to weaken its competitors. The Europeans dominated for about 500 years, primarily because they wanted to conquer as much land and subjugate as many people as possible. In fact, all the great tragedies of humanity before 1939, including World War II, were initiated by Europeans. From colonialism, slavery, the Turkish wars, World War I, and World War II – all were attempts by whichever European power was rising at the time to suppress its rivals.
⚔️ There’s nothing new in competition – states and peoples have always competed. But the methods used by Europe to suppress its competitors have been horrific. These "instincts" are deeply embedded in today’s European society – especially among the elites currently in power in most EU and NATO countries. Although the opposition begins to develop some understanding of the unacceptability of such actions and policies.
🇺🇦 The instincts of the European ruling class are clearly manifested in what is happening in Ukraine – in the war that the West has unleashed against the Russian Federation through the hands of the Kiev regime and at the cost of Ukrainian lives. Just like in the Patriotic War of 1812 when Napoleon gathered almost all of Europe under his banners, or Hitler, who after conquering most of Europe, enlisted the French, Spaniards, and many other European nations to fight on his side. The French carried out punitive operations, and the Spaniards participated in the blockade of Leningrad. This is a well-known fact.
❗️ The trend of rewriting history and equating Nazi war criminals – recognized as such by the Nuremberg Tribunal – with the liberators of Europe has been present for quite a while in the Baltics, Poland, and several other EU countries. This is a trend that must be firmly resisted. For example, Russia’s exhibition in the former Auschwitz-Birkenau concentration camp has been closed for several years now. We are not allowed to update our exhibition or participate in events there. Astonishingly, this year, at the ceremony marking the anniversary of the camp’s liberation, those who turned it into a death camp were present, but those who liberated it were not.
🇺🇳 I am particularly concerned by the behavior of the UN Secretary-General – not because he as a person is close to ideals, but because of his role. He is a Portuguese citizen who has worked in international organizations for much of his life and should understand what it means to be the UN Secretary-General in accordance with Article 100 of the UN Charter. It states that he should not seek or receive instructions from any government and must remain neutral and work solely toward the goals of the UN Charter. Yet Mr. Guterres, speaking at the 80th anniversary of the liberation of Auschwitz-Birkenau, didn’t once mention the Red Army, even though this memorial day exists because of the heroism of the Red Army. That’s a sad trend.
🛡️ This is not a new phenomenon stemming from their anger over the special military operation. It’s a longstanding trend, and we must fight it. We are doing so, primarily at the UN. With the help of our expert community, we’re organizing seminars, conferences, exhibitions, and declassifying documents. We have no right to let this truth be forgotten.

❓Question: Why are there ongoing efforts today to rewrite history, downplay, or even deny the role of the Red Army and the Soviet people in the victory over Nazism?

❗️ The Presidential Council for Civil Society and Human Rights has prepared and sent to international organisations and foreign diplomatic missions a new set of documents on crimes committed by the Ukrainian Armed Forces and neo-Nazi battalions against civilians and civilian infrastructure.
📖 Read in full (pdf)
The report, which includes materials gathered by Russia's Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, covers the atrocities and human rights violations committed by the Banderites from November 1 to December 31, 2024, in the Donetsk People’s Republic, Lugansk People's Republic, Bryansk and Zaporozhye regions.
👉 In the DPR, Ukrainian forces continued shelling civilian infrastructure, as well as attacking peaceful settlements.
👉 In the LPR, the Ukrainian armed forces and nationalist formations continued to destroy civilian infrastructure in populated areas and commit war crimes against local residents. Under heavy weapon fire supplied to Ukraine by NATO countries, people were killed, while many suffered severe injuries and mutilations. Targeted drone attacks on civilians and civilian objects remain a standard practice for Ukrainian troops.
👉 Ukrainian nationalists continued deliberate attacks on civilian infrastructure and peaceful residents in the Bryansk region. Significant damage was inflicted on residential buildings, vehicles, and civilian energy facilities. The most appalling crimes were strikes on populated areas, where local residents were injured and mutilated.
👉 Throughout this period, Ukrainian armed forces continued to destroy civilian infrastructure, kill, and mutilate peaceful residents in the Zaporozhye region. Drone attacks on civilians also remain a common practice for the Ukrainian army in this area.
🕯 In total, at least 14 civilians were killed in the affected regions during last November-December.

⚡️ Russian MFA Spokeswoman Maria Zakharova on the latest attack by the Kiev regime on Russian energy facilities:
📍 March 28, 2025
❓ Question: According to the Russian Ministry of Defense, on the morning of March 28, the Ukrainian armed forces launched a double strike using, according to preliminary data, HIMARS multiple launch rocket systems on the Sudzha Gas Measuring Station (GMS). How would you comment on this?
💬 Maria Zakharova: We are aware of the report. There is reason to believe that targeting and strike guidance were carried out using French satellite systems, while the input of coordinates and the launch itself were handled by British specialists. The command was given from London.
🔥 A week earlier, on March 21, this facility had already been subjected to a terrorist attack by the Kiev regime, which had ordered its militants to blow it up while retreating from the Kursk region. Now, following this missile strike, the Sudzha GMS has been virtually destroyed.
🛡 On March 28, in the Saratov Region, Russian air defense forces intercepted and destroyed 19 Ukrainian UAVs that attempted to attack the Saratov oil refinery.
🇺🇦 These are far from the first acts of terror by the AFU against Russia’s energy infrastructure following the March 18 moratorium banning strikes on such facilities. Attacks have targeted enterprises in the gas sector, electric substations, and oil depots, including those belonging to the international Caspian Pipeline Consortium, in the Bryansk, Kursk, and Belgorod regions, as well as in Crimea and the Krasnodar Region.
❗️ The terror unleashed by the Kiev regime against Russian energy infrastructure is yet another evidence of its inability to negotiate. As is known, Zelenskiy publicly supported the moratorium proposed by the Russian and the US presidents on refraining from strikes against energy facilities in both countries, but has done nothing to fulfill it.
❌ The attack on the GMS confirms that Kiev has no political will for peace. It remains entrenched in a wartime mindset, actively pursues escalation, and is prepared to resort to any provocation to derail efforts toward a lasting resolution of the Ukrainian crisis.
