Key talking points
• We continue our contacts with the American Side on the situation in Ukraine. There are several signs that we are moving in the right direction, first of all, because President Trump is probably the only leader on Earth who recognized the need to address the root causes of this situation. When he said that it was a huge mistake to pull Ukraine into NATO, and this was a mistake by the Biden administration, and he wants to rectify this.
• We only target military goals or civilian sites used by the military. President Putin expressed this for so many times, and this is not different this time as well. We never consciously target civilian sites, unlike the Zelensky regime.
• The Trump administration is interested in searching for a balance of interest. They sincerely want to understand better the Russian position. And they're getting this understanding. And we understand better the American position through negotiations and meetings and discussions, which we have with them.
• We are really polite people. And unlike some others, we never discuss in public what is being discussed in negotiations. Otherwise, negotiations are not serious.
• Whenever we discuss Iran, Venezuela, North Korea, anything, American negotiators put on top human rights. They have claims in this regard to China, to us, to anybody. But whenever Europeans and other Western nations speak about Ukraine, nobody can even mumble the words "human rights".
• We have nothing against American companies, but those companies who decided to leave their business in Russia might find that their place has been already taken by Russian or other foreign investors. And in this case, we would not make any decisions which would discriminate those who came to invest in Russia instead of Americans. If American companies would like to come to a place which is not yet occupied, if they want to propose a project, a new project on top of the previous business ties, of course, we will look into this. And if we find balance of our interests, I think it would be only natural to get into business together.
• We have been promoting for many years in the United Nations a resolution prohibiting putting any nuclear weapons into outer space. The country which is categorically against it is the United States. At least during the Biden administration, this was the case, they were categorically against it. At the same time, the United States promotes an approach according to which they want to prohibit putting conventional weapons in outer space. And they cannot answer the question, "Does this mean that nuclear weapons, they would be planning to move to the orbit?"
• It was the United States which broke the process of strengthening strategic stability. And if the United States is willing to get back to this track, we will see what are the conditions under which this might be possible.
• We welcome the dialogue between the US and Iran. We would be certainly ready to help if both parties believe this is going to be useful. And they know that we are ready.

💬 On April 26, with the liberation of the village of Gornal, the Kursk Region was completely cleansed of the Ukrobanderite occupiers and foreign militants.
It became possible thanks to the unbending strength of spirit and heroism of many people who selflessly, day after day, did their best to defeat the enemy who had treacherously invaded our land.
This is not the first time in history that the Kursk Region has become a theatre of military operations, whose outcome determined so much. More than 80 years ago, in the summer of 1943, Hitler's Germany, in an attempt to defeat the Red Army, concentrated here a significant strike force.
The Nazis threw their, as they thought, best forces into the battle, including SS tank divisions. It did not work. The failure of the Kursk Bulge battle for the Nazis is well known to everyone.
In August 2024, the Kiev regime, following the same schemes as its ideological idols, also decided to put its fate to the test.
The terrorist attack on the Kursk Region involved elite units of Ukraine's armed units supplemented with Western weapons and armoured vehicles. Its preparation and execution were carried out by foreign military advisers. This barbaric attack was presented to the international community as an operation to "demonstrate the combat capability of the Ukrainian army" and "improve Ukraine's negotiating positions."
The enemy faced the unwavering steadfastness and courage of our soldiers and officers, who, at the cost of their lives, did not allow the Ukro-Nazis to penetrate deep into the region, and then liberated it metre by metre. As a result, the enemy was completely defeated and the remnants of its troops were thrown out of the Kursk Region.
We admire the valour of the Russian Federation servicemen who took part in combat operations in this area. Their unequalled valour, bravery and readiness for self-sacrifice made it possible to successfully carry out combat tasks assigned to them.
🇷🇺🤝🇰🇵 A new page has appeared in the glorious chronicle of the combat brotherhood between the Russian and the Korean peoples.
The soldiers of the Korean People's Army, in accordance with the Treaty on Comprehensive Strategic Partnership between Russia and the DPRK, which entered into force on December 4, 2024, fought shoulder to shoulder, in the same trench and shed blood with our soldiers and officers in the Kursk Region and made a significant contribution to the liberation of the Russian land from the enemy invaders.
The Kursk people, who were forced to leave their homes, lost contact with their relatives and were subjected to atrocities and torture by Ukrainian militants, bore an enormous burden of the invasion. We pay tribute to those of them who, in the first days of the tragedy, did not tremble in the face of heavily armed thugs and stood up to defend their land, often at the cost of their own lives.
The Russian law enforcement authorities are carrying out a thorough investigation into all crimes committed in the Kursk Region by Ukrainian militants and foreign mercenaries. Those involved will be identified, prosecuted and punished to the full extent of the law.
❗️Following the Kursk Region, all territories of the constituent entities of the Russian Federation still under the Kiev regime's control, including the Donetsk and Lugansk People's Republics, the Zaporozhye and Kherson Regions, will definitely be liberated.

◾️ Сегодняшний день начался с печальной новости о невосполнимой утрате – не стало всемирно известного скульптора, народного художника СССР, Президента Российской академии художеств Зураба Константиновича Церетели.
🕯 Выражаю искренние и глубокие соболезнования родным и близким З.К.Церетели, всем, кому посчастливилось знать этого выдающегося человека лично, и, конечно, всем, кто восхищался его искусством.
🖼 С теплотой вспоминаю, как в январе 2020 г. Зураб Константинович открывал выставку своих работ в Отделении ООН в Женеве. Его творения – это не просто скульптуры, это послания мира, дружбы и памяти, «частички» души Мастера, увековеченные в бронзе и мраморе. Но знакомство с ним состоялось ещё раньше, когда в бытность работы в МИД мне довелось часто общаться с ним на различных международных мероприятиях, в частности по линии ЮНЕСКО, «послом доброй воли» которой он являлся долгие годы.
🇺🇳 За десятилетия плодотворной работы Зураб Константинович оставил своё художественное наследие во многих уголках планеты. Женева не стала исключением. Здесь в 2007 г. был установлен его памятник в честь Серджио Виейры де Меллу, Верховного комиссара ООН по правам человека, трагически погибшего в Багдаде в 2003 г. при исполнении служебных обязанностей.
🕊 Светлая память о Зурабе Константиновиче будет жить в его искусстве, в его добрых делах и в наших сердцах.

There are plenty of videos online showing Ukrainian women shouting at the military to get away from shops and playgrounds. Yet this practice continues.

❗ По завершении концерта ансамбля ALTRO CORO во Дворце Наций Постпред России при Отделении ООН в Женеве Г.М. Гатилов ответил на вопросы российских журналистов:
Ключевые моменты
🏅 Концерт прошёл в рамках мероприятий, приуроченных к 80-летию Победы в Великой Отечественной войне, и стал символичным напоминанием о подвиге народов Советского Союза. Очень важно, что он прошёл в зале, где заседает Совет ООН по правам человека – международной площадке, где нередко звучат искажённые оценки роли СССР во Второй мировой войне со стороны отдельных стран «коллективного Запада».
👏 Мероприятие вызвало большой интерес – зал был полон зрителей. Присутствовали представители стран СНГ и других дружественных государств, сотрудники международных организаций, дипломаты и представители женевской общественности. Отрадно, что в преддверии юбилея Победы подобные мероприятия находят живой отклик у международного сообщества.
🇺🇳 80-летие Победы и 80-летний юбилей основания ООН неразрывно связаны. Если бы не героизм советского народа, не было бы ни самой Организации, ни, разумеется, её женевского Отделения. Сегодняшнее мероприятие лишний раз доказывает, что память о Великой Победе жива за пределами России, а уважение к подвигу советского народа объединяет людей разных стран.

🤝 For more than three years, intensive negotiations have been ongoing within the INB on the so-called “Pandemic Agreement”, which, according to WHO expectations, would form the international legal foundation for a renewed architecture of multilateral cooperation in combating pandemics and other public health emergencies.
🔎 According to experts, the outcome of the INB’s work is far less ambitious than the original draft of the agreement. Although we saw their initial reaction – I think everyone noticed it. A statement was published claiming our proposal was seen as “playing with people’s fates and lives”, and so on. But then, apparently, smarter people intervened, most likely foreign supervisors who explained that rejecting such initiatives would be a losing stance for the Kiev regime. And they quickly agreed.
🔎 Now we see the Kiev regime trying to seize the initiative and talk about expanding the framework – both in terms of time and targets. But we need to reflect on this and carefully evaluate the results. I said this at the very beginning, if you remember, when I met with the Chief of the General Staff – that we would assess the experience of the Easter truce.
📊 What does the truce tell us? Overall, we were observing a decrease in enemy combat activity. That’s true. This assessment comes from our group commanders as well. Nevertheless, there were nearly 5,000 violations (4,900). Among them, six attacks and 90 attempts of drone strikes using aircraft-type UAVs, and around 1,400 artillery shellings. Still, in general, there was a decrease in activity. We welcome that and are open to considering further steps.
❗️ Regarding the proposal not to strike civilian infrastructure – that is something that needs to be evaluated.
1️⃣ For instance: everyone is aware of our Armed Forces' strike on the congress center at the Sumy University. Is it a civilian object? Yes, it is. But there, Ukrainians were holding an award ceremony for those involved in crimes in the Kursk region – AFU units and nationalist groups. These are people we consider criminals who must face just retribution for what they did in the border regions, including in Kursk. And they did receive that retribution. The strike was carried out precisely to punish them. So is that a civilian object or not? But the Kiev regime uses these civilian facilities.
2️⃣ Or take a recent case in the Odessa region – a small settlement about 82 kilometers from Odessa. What was the target there? Agricultural facilities, storage hangars. But the Kiev authorities, along with foreign supervisors and advisors, organized not just production, but also tests of a new missile system there. That was the target. So is it a civilian facility? Yes. But it was used for military purposes.
3️⃣ Or consider military gatherings in restaurants – where individuals deserving the most serious punishment for their crimes meet. That has happened too. They hold meetings, gatherings, celebrations – drinking vodka and so on. One such location was also hit. Is that a civilian facility? Yes. But what was the objective? Military personnel.

This was especially symbolic, as the very existence of the United Nations and its human rights bodies is largely owed to the heroic deed of the Soviet people, who defeated Nazi Germany and its allies.

☑️ 16 апреля завершил работу Межправительственный переговорный орган (МППО) для подготовки и согласования проекта конвенции, соглашения или иного международного инструмента Всемирной организации здравоохранения (ВОЗ) по предотвращению пандемий, обеспечению готовности к ним и принятию мер реагирования. Решение о создании МППО было принято в ходе специальной сессии Всемирной ассамблеи здравоохранения (ВАЗ) в декабре 2021 г.
🤝 Более трёх лет в рамках МППО продолжались интенсивные переговоры по проекту т.н. «антипандемийного соглашения», которое, как рассчитывают в ВОЗ, сформирует международно-правовую основу обновлённой архитектуры многостороннего сотрудничества в сфере борьбы с пандемиями и другими чрезвычайными ситуациями в сфере здравоохранения.
🔎 По оценкам экспертов, итоги работы ММПО далеко не столь амбициозны, чем первоначальный проект соглашения. В результате продолжительных, на последнем этапе почти круглосуточных и крайне напряжённых консультаций документ во многом приобрёл форму политической декларации, которая определяет общие принципы и направления работы, но не содержит строгих обязательств. ❗️ Если подытожить, в любом случае, для эффективного противодействия пандемиям нужна прежде всего сплочённость мирового сообщества, подлинная заинтересованность всех вовлечённых сторон, включая частный сектор, в конструктивном сотрудничестве на основе принципов солидарности, справедливости и уважения национального суверенитета. Пока, к сожалению, мы этого не видим.
☑️ 16 апреля завершил работу Межправительственный переговорный орган (МППО) для подготовки и согласования проекта конвенции, соглашения или иного международного инструмента Всемирной организации здравоохранения (ВОЗ) по предотвращению пандемий, обеспечению готовности к ним и принятию мер реагирования. Решение о создании МППО было принято в ходе специальной сессии Всемирной ассамблеи здравоохранения (ВАЗ) в декабре 2021 г.
🤝 Более трёх лет в рамках МППО продолжались интенсивные переговоры по проекту т.н. «антипандемийного соглашения», которое, как рассчитывают в ВОЗ, сформирует международно-правовую основу обновлённой архитектуры многостороннего сотрудничества в сфере борьбы с пандемиями и другими чрезвычайными ситуациями в сфере здравоохранения.
🔎 По оценкам экспертов, итоги работы ММПО далеко не столь амбициозны, чем первоначальный проект соглашения. В результате продолжительных, на последнем этапе почти круглосуточных и крайне напряжённых консультаций документ во многом приобрёл форму политической декларации, которая определяет общие принципы и направления работы, но не содержит строгих обязательств. Обтекаемые формулировки и многочисленные оговорки позволяют странам гибко подходить к реализации достигнутых договорённостей в зависимости от их интересов.
🌐 Для большинства государств, прежде всего развивающихся, важнейшим элементом соглашения является решение о создании под эгидой ВОЗ т.н. «Системы доступа к патогенам и распределению выгод» (Pathogen Access and Benefits Sharing, PABS). Предполагается, что данный механизм позволит странам эффективно обмениваться материалами и информацией о генетических последовательностях патогенов с пандемическим потенциалом, а также в случае возникновения чрезвычайной ситуации обеспечит справедливое распределение средств борьбы с пандемиями, включая вакцины, лекарства, диагностические тесты и др. В дальнейшем, модальности функционирования системы PABS будут определены в отдельном приложении к соглашению. Его ещё предстоит согласовать. Как ожидается, работа над приложением начнётся уже этим летом в рамках рабочей группы открытого состава, решение о создании которой может быть принято на сессии ВАЗ в мае с.г.

The exposition will feature unique paintings from the collection of the international journal “Russian Gallery – XXI Century”.

🏅 Придаём большое значение празднованию 80-летия Организации Объединённых Наций, неразрывно связанного с годовщиной священного для нас события – Победой советского народа в Великой Отечественной войне.
🇺🇳 Неоспоримо, что наша страна сыграла ключевую роль в создании ООН, которая призвана объединить усилия мирового сообщества в достижении всеобщего мира и процветания. Это исключительно сложная задача, особенно на фоне непрекращающихся вооруженных конфликтов, усиливающейся турбулентности в международных отношениях, обострившихся разногласий в вопросах финансово-экономического регулирования, растущего «технологического разрыва», гуманитарных кризисов, негативных последствий изменения климата. И это лишь часть возникающих проблем.
🔥 К сожалению, некоторые страны в стремлении обеспечить своё доминирование предпринимают попытки исказить суть ООН, подорвать систему международного права, предполагающего суверенное равенство государств, и подменить его пресловутым «миропорядком, основанном на правилах», которые Запад постоянно адаптирует под себя, игнорируя принципы, заложенные в Уставе ООН.
🤝 В этих условиях, на площадках представленных в Женеве международных структур Россия совместно с единомышленниками по Группе друзей в защиту Устава ООН последовательно выступает за сохранение и укрепление истинной роли Всемирной организации как платформы для равноправного сотрудничества, несовместимого с какой-либо гегемонией, диктатом, неоколониальными практиками.
🕊️ Следует подчеркнуть главное, а именно то, что Организация Объединенных Наций, несмотря на все имеющиеся у неё изъяны, уже восемь десятилетий уберегает мир от нового глобального конфликта и остаётся центральным механизмом поддержания международного мира и безопасности.
❗️ Историческая миссия Всемирной организации состоит в поиске эффективных мер, способствующих снижению напряжённости, выстраиванию доверия, устранению рисков возникновения конфликтов. Это касается, прежде всего, совместных усилий государств-членов по контролю над вооружениями, разоружению и нераспространению. Под эгидой ООН или при её активном содействии в 1960-х – начале 70-х гг. был выработан и вступил в действие ряд важнейших договоров, и поныне составляющих фундамент международной безопасности.
🌐 В условиях происходящих в мире глубоких перемен роль ООН и её «разоруженческого» механизма в вопросах укрепления международной безопасности и поддержания стабильности приобретает исключительное значение. • More and more countries want to determine their life themselves, to have fair treatment, to have fair competition in economy, trade, in other areas, just in line with the principles of globalization, which were promoted by our Western friends, especially by the United States, for so many decades.
• What we observe is fragmentation of the world economy. This is the time of uncertainty, I would say. Nobody knows how the situation with world trade and investment is going to end.
• The United States recognize that other countries also have their national interests, and those interests would never coincide fully, maybe even half of these interests would not be similar. But when the interests, especially the interests of big countries, coincide, it is essential for them to find ways to materialize them into mutually beneficial economic, logistical, and other projects, while when these interests contradict each other, it is the responsibility and duty of countries, especially if we speak about big powers, not to allow these differences to degenerate into confrontation, especially the hot confrontation.
• I will repeat again what I said then, and I repeated this publicly also, when we speak about eliminating root causes of any conflict, including Ukrainian conflict. This is the only way to resolve the problem and to establish long-lasting peace - remove root causes.
• If Ukrainian nazi regime, I cannot describe it otherwise, enjoys the cover from the European Union, which as I just mentioned, never dropped a word about the situation with human rights in Ukraine, then this is not our problem. We listen to those people who voted at the referendum to join Russia to restore all their rights which belong to them by international law and by history, by justice.
• The European Union is not happy. And instead of doing something about this situation for the sake of their citizens Brussels people threatened to stop importing any grain from Russia. They're very specific leaders. They say that Kaja Kallas, Annalena Baerbock, they were saying yes, when criticized by the people who saying, “We live worse than before”. Yes, we understand, but our electorate should suffer for the sake of Ukraine, while at the same time thousands and thousands of Ukrainians living there in European luxury, buying very expensive vehicles. But this is what the European elite calls European values, which they defend in the person of Zelensky regime.
• I gave to our colleagues from Türkiye, to Minister Hakan Fidan, what we give to Americans, to UN, to OSCE, the list of facts, listing the attacks by Ukraine during the last three weeks against Russian energy infrastructure.
• We understand that Zelensky hates all Russians, so he gives orders. Either he gives orders, and they are not taken, or he is lying, that he is giving these orders. It's a tragedy. It's a tragedy.

🏅 25 апреля в Женеве в стенах Дворца Наций прозвучали проникновенные песни, которые отзываются в самых тонких струнах души каждого, кто чтит память о Великой Отечественной войне.
🎶 Гнесинский ансамбль современной хоровой музыки ALTRO CORO под руководством маэстро Александра Рыжинского выступил с программой «Песни Великой Победы» в одном из самых известных залов Отделения ООН в Женеве — Зале Совета ООН по правам человека и Альянса цивилизаций. Это особенно символично, ведь сама Организация Объединённых Наций и её правозащитные структуры во многом обязаны своим существованием подвигу советского народа, разгромившего нацистскую Германию и её союзников.
🎼 «Катюша», «Смуглянка», «Эх, дороги», «Нам нужна одна победа» — эти и многие другие замечательные песни в исполнении талантливых молодых артистов услышали руководство и сотрудники Отделения ООН и других расположеных в Женеве международных организаций, Постоянные представители и дипломаты стран СНГ и дружественных государств, а также наши соотечественники и швейцарские друзья. Практически все места в одном из самых больших залов Дворца Наций были заняты. После невероятно душевного и виртуозного исполнения зрители аплодировали стоя и долго не хотели отпускать артистов со сцены.

❗ 25 апреля ученики и преподаватели Школы при Постпредстве России в Женеве, сотрудники нашей дипмиссии и члены их семей в торжественной обстановке посадили голубую ель (Picea pungens) на территории Постпредства в честь 80-летия Организации Объединённых Наций.
🇺🇳 Дата была выбрана неслучайно: именно 80 лет назад начала свою работу Конференция в Сан-Франциско, по итогам долгой и кропотливой работы которой «родилась» ООН и был подписан её Устав. Это стало возможным только благодаря Победе во Второй мировой войне, завоёванной ценой огромных жертв и решающего вклада Советского Союза в разгром нацистской Германии. Без этой Победы, без подвига советского народа не было бы ни мира, ни самой ООН.
🕊️ Сегодняшняя церемония стала символом памяти, преемственности и надежды на будущее. Ведь голубая ель – это не только одно из самых величественных и долговечных деревьев, но и знак мира, стойкости и единства. Подобно этому дереву ООН вот уже 80 лет охраняет международное право, способствует сотрудничеству между народами и оберегает мир от глобальных конфликтов.

🕯 I extend my sincere and heartfelt condolences to the family and loved ones of Mr. Tsereteli, to all those who had the privilege of knowing this remarkable man personally, and, of course, to everyone who admires his art.
🖼 I warmly recall how, in January 2020, Zurab Konstantinovich and I opened an exhibition of his works at the UN Office in Geneva. His creations are not ordinary sculptures – they are messages of peace, friendship, and remembrance, shards of the Master's soul immortalized in bronze and marble. I first came to know him earlier, during my time working at the Russian Ministry of Foreign Affairs, when I had many opportunities to interact with Mr. Tsereteli at various international events, particularly within UNESCO, where he served for many years as a "Goodwill Ambassador".
🇺🇳 Over the decades of his prolific career, Zurab Konstantinovich left his artistic legacy in many corners of the world. Geneva was no exception. In 2007, his monument honoring Sérgio Vieira de Mello, the UN High Commissioner for Human Rights who tragically died in Baghdad in 2003 while on duty, was installed here.
🕊 The bright memory of Zurab Konstantinovich will live on in his art, in his kind deeds, and in our hearts.

⚡️ Comment by Russia's Foreign Ministry Spokeswoman Maria Zakharova on Antonio Guterres’s statement regarding the developments in Sumy (April 15, 2025)
On April 13, UN Secretary-General Antonio Guterres made another statement on Ukraine via his Spokesperson, Stephane Dujarric. It concerns the developments in Sumy.
❌ He has accused of the April 13 missile attack, which allegedly “continues a devastating pattern of similar assaults on Ukrainian cities and towns.” We are perplexed by such assessments by the UN Secretary-General.
We would like to remind everyone that since the beginning of the special military operation, Russia's Armed Forces have never deliberately delivered, are not delivering and will not deliver strikes on civilian population. As Russia's Defence Ministry invariably points out, our targets are always and exclusively military facilities.
The UN Secretary-General also reiterated the UN’s support to meaningful efforts towards peace that fully upholds Ukraine’s sovereignty, independence and territorial integrity, in line with the #UNCharter, international law, and relevant UN resolutions. As you can see, he never mentioned the right of nations to self-determination. This is yet another proof of Mr Guterres’s selective approach to the provisions of the UNCharter.
In this connection, we would like to point out that the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States, which was adopted by consensus by the UN General Assembly in 1970, sealed a connection between the principles of the UN Charter, which must be applied in their entirety and as a whole.
☝️ In addition, the Declaration states that the principle of territorial integrity shall be applied to all states who are conducting themselves in compliance with the principle of self-determination of peoples and are thus possessed of a government representing the whole people belonging to the territory. It is clear to everyone that the current Kiev regime does not comply with these criteria.
Zelensky’s gang has been systematically and flagrantly infringing on the fundamental freedoms of ethnic Russians and Russian-speaking citizens. We have to state that the UN Secretary-General, acting contrary to Article 1 of the UN Charter, which calls for promoting and encouraging respect for language, religious and other human rights, continues to shield the Kiev regime’s open disregard for the principles of self-determination of nations and human rights.
👉 Mr Guterres demonstrated a similar approach when he disregarded Russia’s appeals in the context of investigation into the provocation in Bucha, which Kiev orchestrated three years ago. We have publicly appealed to the UN Secretary-General on numerous occasions to at least help encourage Kiev to publish the lists of those whose bodies the Western media demonstrated to the world in early April 2022 to the accompaniment of hysterical accusations against Russia. In September 2024, a relevant official request, which was prepared by Russia’s Investigative Committee together with the Prosecutor General’s Office, was submitted to the UN Secretariat via the Permanent Mission of Russia in New York. In January and April 2025, we urged the UN Secretariat to speed up reply to our request. All our efforts were in vain; we have not received a substantive answer to our request.
❗️ We again call on Antonio Guterres and his Secretariat to take an honest stance, to stop giving biased comments in the context of the Ukrainian crisis, and to stop discrediting our country and covering up the Kiev regime’s crimes.

In 1971, to mark the 10th anniversary of Gagarin’s spaceflight, a monument by the renowned Soviet sculptor Yury Neroda was unveiled at the United Nations Office at Geneva (UNOG). The words engraved on the stela in Russian and French can be translated as:
🚧 We hope that the ongoing construction and renovation work at UNOG will not stand in the way of our plans to gather at the monument in 2026 to celebrate and honor the 65th anniversary of Gagarin’s historic leap into the cosmos. If all goes according to plan, a special commemorative event will be held at the site next year – and everyone will be welcome to attend.
