🤝Members of the Committee on Energy and Housing and Communal Services held a meeting with Andres Sutt, Minister of Energy and Environment of Estonia.

The meeting took place within the framework of the Ukrainian-Estonian Forum «Clean Technologies, Green Energy, and Energy Cooperation between Ukraine and Estonia.»

The parties discussed the urgent needs of Ukraine’s energy sector. The agenda included the development of energy storage systems, attracting investment for infrastructure recovery, and the long-term advancement of «green» energy.

The Estonian side reaffirmed its readiness to provide comprehensive support to Ukraine — both in terms of security and in the restoration of infrastructure. It was noted that Estonia has already provided over EUR 400 million in military-technical assistance.

The Ukrainian side expressed its sincere gratitude to Estonia for its principled and multifaceted support.

Ukrainian journalists have won the Golden Pen of Freedom 2025 international award from the World Association of News Publishers (WAN-IFRA).

This was reported by the Committee on Freedom of Speech.

🏆 This honory award, presented at the opening of the World Congress of News Media in Krakow, is a recognition of the courage, professionalism and strength of Ukrainian journalists who, despite the war, fight for the truth every day.

«We thank everyone who stands firm on the information front! Your commitment to freedom of speech and journalistic ethics is an example to the entire world. Despite the war, Ukraine continues to rank in the upper tier of the global press freedom index.

This was reported by the Chair of the Parliamentary Committee on Freedom of Speech, Yaroslav Yurchyshyn.

According to this year’s report by Reporters Without Borders (RSF), press freedom is classified as “difficult” or “very serious” in 90 out of 180 countries.

🇺🇦 Ukraine has retained its position in the higher ranks of the index, taking 62nd place. Despite the war and russian aggression—which poses the greatest threat to journalists—Ukrainian media outlets continue to operate. The most concerning indicator for Ukraine remains journalist safety, where it ranks 126th. In the absence of war, Ukraine could have been among the top 40 countries.

🌍 Globally, media organizations are facing financial strain and growing political pressure. In regions where authoritarianism is on the rise, freedom of speech is in decline—exemplified by russia (171st) and Belarus (166th) in the rankings.

During World War II, approximately 7.5 mln Ukrainians served in the Red Army. One in five service members in the Red Army was Ukrainian.

Mobilization in Ukrainian territories peaked between 1943 and 1944 during the retreat of the Wehrmacht from Ukraine.

Newly conscripted, poorly armed, and unequipped soldiers— known as "Black Infantry"-were widely deployed in combat. They were expected to "atone for the guilt of living under occupation with their blood."

The involvement of millions of Ukrainians in the fight against Nazism was a crucial factor in its defeat in Europe. The price of victory was staggering: one in every two Ukrainians who fought in the Red Army was killed, and among those who returned home, one in every two had a disability.

🇪🇺🇺🇦 The Verkhovna Rada has ratified the Agreement on the Financing of the URBACT IV Program (№0306)

Ratification opens the way to Ukraine's full participation in the he European Union's interregional cooperation program, URBACT IV. The program focuses on the development of sustainable local governance, the exchange of best practices, and the implementation of innovative approaches to urban development.

✍️The Ratification of the Agreement will allow Ukraine's regions to access EU funding for their participation in the program. This includes support for the development of integrated action plans for local communities, the implementation of joint solutions at the municipal level, the adaptation of foreign experiences.

URBACT IV unites 27 EU countries, as well as Norway, Switzerland, and EU candidate countries.

🌐This inclusion offers Ukraine significant opportunities for cooperation in urban development, local governance, and innovation within the European framework.

At a UN Security Council meeting, urges were made for more active measures regarding Ukraine.

Joyce Msuya, Assistant Secretary-General for Humanitarian Affairs and Deputy Emergency Relief Coordinator for the UN, stated that nearly 13 million people in Ukraine are in need of humanitarian aid, including women, children, the elderly, and people with disabilities.

⚠️ Despite the efforts of over 340 organizations, the scale of needs continues to grow.

Ursula von der Leyen: “The future of Europe depends on how the war in Ukraine ends.”

She stated this during a debate in the European Parliament on a just, sustainable, and comprehensive peace.

«How the war in Ukraine ends will shape the future of our continent for generations to come. A bad peace would embolden Putin to launch further aggression. A just peace would pave the way for a new era of peace and security,»

- the President emphasized.

She noted that Europe sees the reality — it is russia that is not negotiating; it is bombing, destroying, and intimidating.

«putin seeks to force Ukraine to accept the unacceptable. But we will not allow that. It is our duty to support Ukraine in its fight and to help it negotiate solely on its own terms»,

She also outlined three priorities the EU must focus on to achieve peace: strengthening Ukraine’s defense, achieving full independence from Russian energy, and accelerating Ukraine’s path to full EU membership.

The First Deputy Speaker Oleksandr Korniienko held the meeting with a delegation from the Organisation for Economic Co-operation and Development (OECD) headed by Secretary-General Mathias Cormann.

Oleksandr Korniienko expressed gratefulness for stedfast support of our country from the OECD's side and fruitful cooperation between the Government of Ukraine and the Organization. He also noted the active work within the Global Parliamentary Network.

Ukraine is already an associate member and participant in 17 OECD bodies and has acceded to 37 legal instruments. Oleksandr Korniienko emphasized that Ukraine is seeking to accede to 19 more legal instruments.

I held a meeting of the Staff. Reports were made on supplies for our brigades and the staffing of our units. And also, in great detail, on Ukraine's missile program, our missile developments, and our production capabilities. The task is to accelerate the creation of our Ukrainian ballistic systems as much as possible. Our long-range capabilities are a clear and effective guarantee of Ukraine’s security.

The Commander-in-Chief reported several times today, with particular focus on the situation in the Donetsk region, especially the Pokrovsk direction and several other areas. We continue to operate in the territory of the Kursk and Belgorod regions as well. Russia continues to reject a full and lasting ceasefire—all our partners are already tired of these Russian manipulations. We are defending our positions and will act accordingly, both on the frontlines and in our actions on Russian territory. The war must be felt where it came from.
🇺🇦On May 1, 1966, two students raised the blue-and-yellow flag over one of Kyiv’s institutes, making a symbolic act of national expression and political dissent.

On the night of 1st May 1966, when the whole sovietic country was preparing for demonstrations, two young men - Heorhii Moskalenko from Odesa and Victor Kuksa from Kyiv region - raised the blue-and-yellow flag over one of Kyiv’s institutes of National Economy.

They made it from women's scarfs, cut the Tryzub from UNR-era banknotes, and inscribed the words: «Ukraine has not yet perished, she has not yet been killed.»

This act was not only a bold challenge to the totalitarian regime, but also a desperate attempt to awaken the Ukrainian nation. The Soviet authorities deployed the KGB to search for the authors of the flag, flooded the institute with agents, conducted mass inspections, and eventually detained the young patriots.

Today, we remember their actions as a manifestation of true heroism.

🔋The Committee on Energy, Housing and Communal Services participated in the annual Parliamentary Plenary of the Energy Community in Brussels.

During the event, current challenges in the energy sector were discussed, including the integration of electricity markets, the development of renewable energy generation, and the affordability of prices for consumers.

The Chairman of the Committee, Andrii Herus, emphasized the importance of uniting the energy markets of Ukraine and the EU.

«And therefore, the Committee is preparing a draft law on market coupling. As competition is key to more affordable prices and higher quality for end consumers,»

noted Andrii Herus.

The discussion also covered the restoration of energy infrastructure following large-scale destruction due to the war and the development of distributed generation, particularly with the support of European partners.

Today, I held a Staff meeting. Several key issues were on the agenda. In particular, provision for our army – financial support. The Minister of Finance of Ukraine delivered a report. We are working to ensure complete stability in the financial provision for our warriors.

Another important topic discussed at today’s Staff meeting was the protection of Ukraine’s skies, particularly the downing of “Shahed” drones, including with the use of other drones. This is one of the most advanced technologies in modern warfare. And I am grateful to everyone who is implementing it – those who are providing this capability, new to any army, to use drones in protecting our country from drones.

Today, I instructed the Ministry of Defense and the Ministry of Foreign Affairs to work more actively with our partners to ensure funding for the production of just such interceptors. We will develop this direction as much as possible, and each region will have its own area of responsibility for this very work.

During and after World War II, the struggle for the revival of the Ukrainian state continued. The Organization of Ukrainian Nationalists – the ideologist of the liberation movement – split into two parts in 1940, one of which was led by Stepan Bandera, and the other by Andriy Melnyk.
It was Bandera's OUN that initiated the fateful decisions regarding the proclamation of the Ukrainian Stateʼs Act of Restoration, the formation of the Ukrainian Insurgent Army, and the creation of an underground parliament – the Ukrainian Supreme Liberation Council. But perhaps the most important step was the beginning of the struggle against both the Hitlerite and Stalinist enslavement of Ukraine.
The last armed clashes between the Ukrainian insurgents and the Soviet repressive system date back to the 1960s. Due to the imbalance of forces, the liberation struggle did not lead to the establishment of an independent Ukraine, but it was of great importance for the restoration of the Ukrainian state in 1991.

🕯This year, humankind commemorates the 80th anniversary of the end of World War II and the victory over Nazism.

Ukrainians played a crucial role in defeating the Hitler regime, paying an incredibly high price for their efforts. Today, our people once again face the harsh realities of war on their soil, defending their nation, their identity, and their history.

On the eve of the Day of Remembrance and Victory over Nazism, the Committee on Humanitarian and Information Policy of the Verkhovna Rada of Ukraine, together with the National Museum of the History of Ukraine in the Second World War, launched an information campaign titled "Our Victory: Ukraine in World War II."

The goal is to emphasize the significant contributions of the Ukrainian people to the Allies' victory in World War II and to honor our compatriots, who carried the immense burden of the fight against Nazism across the European continent.

Today, there was quite a lot of technical work with our partners – mainly diplomatic work. We are preparing meetings and negotiations that will take place in the near future. Security is the top priority.

Today, I spoke with the Deputy Prime Minister and Defense Minister of Luxembourg, primarily about our cooperation in Europe and the support we receive. I want to express my gratitude for the support of Ukraine.

Of course, we also discussed diplomacy and the need for a full ceasefire – unconditional and lasting for a sufficient period, at least 30 days. The strikes must stop, the killings must stop – and only then can a solution be sought through negotiations. We are ready for any format of dialogue. Russia must stop its attacks and end this war.

🇪🇺 On May 5, 1949, the Council of Europe was established with the aim of achieving greater unity among European countries in order to preserve and promote the ideals and principles which are their common heritage and to contribute to their economic and social progress. It was on this day that its Charter was signed in London.

We are preparing our sanctions packages – particularly targeting entities and schemes in third countries that, unfortunately, help Russia evade some of the sanctions. At the same time, we continue to strengthen our defense: we expect significant defense packages for Ukraine soon, along with decisions on further cooperation – cooperation with key countries during the war and in the post-war period. We are laying a solid foundation for reconstruction.

And at the same time, we are ready to move toward a ceasefire as soon as possible – even starting today – if Russia is ready to take reciprocal steps – to establish complete silence, a lasting ceasefire of at least 30 days. This is a fair timeframe to prepare the next steps. Russia must stop the war and halt its assaults and shelling.

Today, our government team reported on the economic partnership with the United States. We have an agreement. It has been signed and will be submitted to the Verkhovna Rada for ratification. And we are interested in having no delays with it.

Our representatives – first and foremost, First Deputy Prime Minister Yuliia Svyrydenko, the team from the Ministry of Economy, as well as the Ministry of Finance and the Ministry of Justice – all did a very good job. The agreement has changed significantly during the preparation process. It is now truly an equal partnership – one that creates opportunities for substantial investment in Ukraine, as well as significant modernization of Ukraine’s industries and, equally importantly, its legal practices.

The agreement foresees no debt. It stipulates the establishment of a Reconstruction Fund that will invest in Ukraine and generate returns here. This means joint work with America, based on fair terms, allowing both Ukraine and the United States, which supports us in our defense, to make money in partnership.

We spoke with the President of the United States, Donald Trump, about our readiness to conclude the agreement – we discussed it during our meeting in the Vatican. In fact, this is the first tangible outcome of that Vatican meeting, making it truly historic. We look forward to other outcomes from that conversation.
The Verkhovna Rada has adopted the EU integration-related Law on Ensuring the Traceability of Aquatic Bioresources and/or Products Made from Aquatic Bioresources (No. 9545) .

The law introduces a traceability system for aquatic biological resources and the products made from them.

In particular, it:

🔹 aims to tackle illegal, unreported, and unregulated fishing;
🔹 ensures control over the origin, circulation, processing, and export of aquatic biological resources;
🔹 provides for the creation of an digital traceability system;
🔹 harmonizes Ukrainian legislation with EU regulations.

The law is expected to contribute to the conservation of fish stocks, increase market transparency, reduce shadow circulation, and create a level playing field for businesses.

Today, we discussed the preparation of a new decision by the National Security and Defense Council. It’s important to keep applying pressure on Russia’s influence networks, as well as on all of their manufacturing and trade operations. We are striving to synchronize Ukrainian sanctions as fully as possible with all those in Europe, so that this becomes a joint position, and we already have good results. In particular, in the form of closed Russian production facilities that had been working for their defense industry.

We are also preparing for talks with the United States on new sanctions steps – we are identifying precisely those pressure points of Russia that will most effectively push Moscow toward diplomacy. They must take clear steps to end the war, and we insist that an unconditional and full ceasefire must become the first step. Russia has to make that move. Right now, they’re worried about whether they can hold their military parade – and rightly so. But what they really should be worried about is that this war is still ongoing. They must end the war.
