The owner of this tattoo was an Estonian convicted under the Decree of the Presidium of the Supreme Soviet of June 4, 1947, for theft of military depot material in a gang committed in 1949 and sentenced to 20 years in prison. The convict's mother was a "White Russian" émigré, and his grandfather was forced to fight in Yudenich's White Army. His Estonian father fought in the Estonian SS and was killed in 1943.
