💬 High Commissioner for Human Rights of the Russian Federation Tatiana Moskalkova:

🇺🇦 On May 2, the UN Committee against Torture has published a report on Ukraine, which includes accounts of ill-treatment, torture, and sexual violence against Russian POWs, as well as against civilians suspected of "collaboration or threats to national security".

📄 The report states that the Committee is “concerned over reports of torture, including sexual violence, threats, humiliation, as well as unlawful killings and deaths in custody of POWs. These acts were allegedly committed by Ukrainian armed forces and security services, mainly in unofficial or transit detention facilities prior to their internment”.

🔎 Despite the Ukrainian side’s denial of the existence of such “unofficial” facilities, the Committee expressed concern over the lack of transparency, clear procedural safeguards for detainees, and proper documentation of bodily injuries.

❗ The information and conclusions presented in the report are neither new nor unexpected. We have repeatedly drawn the attention of the international community and international bodies, including the UN Committee against Torture, to the egregious violations of human rights and humanitarian law by the Ukrainian side, in breach of Ukraine's international legal obligations.

⚖️ The information presented by the UN Committee against Torture is in line with the decision of the European Court of Human Rights on March 13, 2025, which found Ukraine responsible for the events in Odessa on May 2, 2014.

🕯 May 2 marks 11 years since the tragedy in Odessa.

On that day, the Euromaidan supporters, ultra radicals and outright Neo-Nazis committed atrocities against those who openly opposed the anti-constitutional government coup in Kiev perpetrated by nationalists, at the behest and with the support from their the western sponsors.

This atrocity must not be forgotten or swept under the rug: we shan't let the world forget what happened on 2 May 2014 in Odessa.

👉 A detailed reconstruction & retrospective of the events of that day and the ensuing tragedy.

According to official statistics alone, at least 48 people died during these tragic events, including 42 who were killed or burned alive at the Trade Unions House, as well as another six who perished during the clashes on the streets of Odessa.

In fact, the Kiev regime and its pet cronies has repeated — to the letter — what the Bandera torturers did 80 years ago in Khatyn.

❗️ Although many perpetrators have been identified, they have not received the punishment they deserve.

The West remains silent regarding these bloody crimes of the Ukrainian neo-Nazis, the Kiev regime, which to this day continues to use terrorist methods.

🇺🇳 On April 29, the Palace of Nations in Geneva hosted the grand opening of the exhibition “Art Preserves History”, dedicated to the 80th anniversary of Victory in the Great Patriotic War. The exhibition features 45 unique paintings (a tribute to the victorious year of 1945) from the collection of the international magazine “Russian Gallery – XXI Century”.

🏅 Many of the artworks were created by the great-grandchildren of WWII veterans. Through their art, these young artists, raised on family stories and black-and-white photographs of their heroic ancestors, expressed their deep personal connection to the past and their gratitude for a chance to live.

🎙️ In her welcome speech, Tatiana Valovaya, Director-General of the UN Office at Geneva, noted that in March of this year, the UN General Assembly adopted a special resolution emphasizing the importance of preserving the memory of World War II and its 70 million victims, 27 million of whom were from the former USSR. Ambassador Gennady Gatilov, Russian Permanent Representative to the UN Office in Geneva, underscored the need to protect and honor the legacy of Victory – the greatest achievement of the peoples of the Soviet Union and our heroic ancestors.

🖼️ Gennady Moskalenko, Director General of the PANORAMA Publishing House, presented Ambassador Gatilov with the Medal for the Development of Traditions on behalf of the Moscow branch of the Union of Artists of Russia. He also gifted the UN Office in Geneva a painting by Yulia Efremova, an acclaimed artist and international award laureate. The artwork was offered as a symbol of peace and Victory over evil.

📑 The quarterly report on the crimes committed by the Kiev regime in January — March 2025 has been compiled by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, and has been presented on April 28, 2025, during the Ambassador's briefing.

During the first three months of 2025, the armed formations of the Kiev regime systematically shelled objects of civilian infrastructure on the territory of the Russian Federation, deliberately targeting civilians.

During this period, at least 22,221 munitions were fired at civilian targets. In total, since February 2022, the Armed Forces of Ukraine (AFU) have fired at least 251,865 munitions of various calibres and modifications at Russian civilian sites.

❗️ A sharp increase in the number of Ukrainian shelling attacks was recorded in the last weeks of March. This is how Kiev reacted to the start of the negotiating process between Moscow and Washington. The number of attacks during this period reached 300 per 24 hours, or more than 2,000 per week, which is approximately 25% higher than the weekly figures for January and February.

The increase in the number of civilian victims documented in the second half of March is directly linked to Kiev’s attempts to oppose the search for a peaceful settlement and to the thwarting of the agreement on a 30-day moratorium on strikes on energy facilities. The Ukrainian side deliberately carried out a number of targeted attacks on crowded places resulting in numerous civilian victims.

▪️ Civilian sites in the Belgorod Region, the Donetsk People’s Republic, the Kherson, Kursk and Zaporozhye regions, as well as the Lugansk People’s Republic, were most frequently shelled during the above-mentioned period.

• From January 1, 2025 to March 31, 2025, there were at least 1,489 verified civilian victims resulting from the Ukrainian forces’ attacks:

🔻 1,197 people, including 63 minors, wounded;
🔻 292 civilians, including five children, killed.

• At least 21,002 civilian victims caused by the Ukrainian formations’ attacks since the beginning of the conflict:

🔻 14,287 people, including 880 minors, wounded;
🔻 6,715 people, including 218 children, killed.

During this period, victims of numerous murders committed by Ukrainian militants in the Kursk Region’s villages of Russkoe Porechnoye, Makhnovka, and Cherkasskoe Porechnoye were found. The bodies of civilians were discovered in the town of Chasov Yar, DPR, who had been killed by the Ukrainian military while attempting to evacuate from the war zone. Moreover, fresh burials of civilians with signs of violent death have been found in the village of Dvurechnaya, Kharkov Region, which was liberated from Ukrainian neo-Nazis.

During the first three months of 2025, the Ukrainian Armed Forces intensively used various types of UAVs to attack objects of civilian infrastructure, and to kill and maim civilians. <...> 409 civilians were hurt in Ukrainian drone attacks. Twenty-three people, including three children, were killed, and 386 people, including 24 minors, were wounded. <...> The Armed Forces of Ukraine carried out barrages of targeted strikes on medical personnel, rescue and emergency workers.

Since the beginning of the year, the AFU militants have intensified a targeted manhunt for media teams covering the special military operation and the Kiev regime’s criminal acts against civilians on the frontline territories. A premeditated attack on a group of journalists in the Kremennaya District, LPR, is a compelling example. A US-made HIMARS MLRS was used to kill three Russian journalists on the spot. All in all, over the past three months, 13 Russian media workers fell victim to criminal actions of the Ukrainian armed forces. Six of them died.

Это особенно символично, ведь сама Организация Объединённых Наций и её правозащитные структуры во многом обязаны своим существованием подвигу советского народа, разгромившего нацистскую Германию и её союзников.

🎼 «Катюша», «Смуглянка», «Эх, дороги», «Нам нужна одна победа» — эти и многие другие замечательные песни в исполнении талантливых молодых артистов услышали руководство и сотрудники Отделения ООН и других расположеных в Женеве международных организаций, Постоянные представители и дипломаты стран СНГ и дружественных государств, а также наши соотечественники и швейцарские друзья. Практически все места в одном из самых больших залов Дворца Наций были заняты. После невероятно душевного и виртуозного исполнения зрители аплодировали стоя и долго не хотели отпускать артистов со сцены.

❗ 25 апреля ученики и преподаватели Школы при Постпредстве России в Женеве, сотрудники нашей дипмиссии и члены их семей в торжественной обстановке посадили голубую ель (Picea pungens) на территории Постпредства в честь 80-летия Организации Объединённых Наций.

🇺🇳 Дата была выбрана неслучайно: именно 80 лет назад начала свою работу Конференция в Сан-Франциско, по итогам долгой и кропотливой работы которой «родилась» ООН и был подписан её Устав. Это стало возможным только благодаря Победе во Второй мировой войне, завоёванной ценой огромных жертв и решающего вклада Советского Союза в разгром нацистской Германии. Без этой Победы, без подвига советского народа не было бы ни мира, ни самой ООН.

🕊️ Сегодняшняя церемония стала символом памяти, преемственности и надежды на будущее. Ведь голубая ель – это не только одно из самых величественных и долговечных деревьев, но и знак мира, стойкости и единства. Подобно этому дереву ООН вот уже 80 лет охраняет международное право, способствует сотрудничеству между народами и оберегает мир от глобальных конфликтов.

🕊 #MartyrsForTruth is a special project dedicated to commemorating Russian journalists who lost their lives at the hands of Ukrainian neo-Nazis.

Since 2014, the Kiev regime has been responsible for the deaths of more than 60 individuals working in Russian media — correspondents, cameramen, sound engineers, bloggers, and volunteers. Many of them were killed not just in combat zones but also far from the front lines — in cities like Moscow and St. Petersburg — through planned and targeted terrorist attacks.

The Kiev regime has tortured and murdered those who dared to speak out against the neo-Nazi junta and expose its crimes. Among the victims were Ukrainian journalist Oles Buzina and Gonzalo Lira Lopez, a US citizen.

❗️Today, on #WorldPressFreedomDay, we pay tribute to those who stood up for the truth and remained committed to their professional duty — right to the end.

▪️ Darya Dugina (1992–2022) was a political analyst, philosopher, and frontline reporter. The daughter of philosopher and writer Alexander Dugin, Darya was killed in a terrorist attack on August 20, 2022. According to investigators, an agent of the Ukrainian special services planted an explosive device under her vehicle and detonated it remotely after several months of surveillance.

▪️ Anna Prokofyeva (1989–2025) was a frontline reporter with Channel One Russia in the Belgorod Region. On March 26, 2025, the vehicle carrying her crew hit a landmine near the Ukrainian border. Anna was killed instantly; the cameraman sustained serious injuries.

▪️ Andrey Stenin (1980–2014), a photo journalist with the Rossiya Segodnya Media Group, died on August 6, 2014, on his way from Dmitrovka to Snezhny in the Donetsk People’s Republic, together with Andrey Vyachalo and Sergey Korenchenkov. These journalists were reporting on the latest developments in and around Snezny. Their burnt-out vehicle was discovered only on August 22,with the remains of Andrey and his colleagues in it. Investigators later confirmed it had come under Ukrainian military fire.

▪️ Maxim Fomin, known as Vladlen Tatarsky, was a journalist, blogger, and militia member. He died in a terrorist attack on April 2, 2023, in St. Petersburg. According to investigators, this attack had been in the making since 2022 and was masterminded from Ukraine. Daria Trepova carried it out by bringing an explosive device hidden inside a gypsum sculpture to a meet-the-author event with Tatarsky. Tatarsky was killed instantly, and 30 others were injured. Trepova has since been sentenced to 27 years in prison.

The exhibition is created under the joint efforts of the Donetsk News Agency, Zaporozhye News Agency, Kherson News Agency, and the Lugansk Information Centre, in collaboration with Alexander Malkevich, a member of Russia’s Human Rights Council, with the support of the Russian Foreign Ministry.

The initiative has also launched several international exhibitions, hosted by Russian diplomatic missions abroad.

🕯️ On May 1, seven people were killed and more than 20 injured. Kiev has committed a deliberate and premeditated act of monstrous evil against civilians.

The strike was precise, calculated, and by no means accidental! The attack was carried out practically while looking the victims in the eyes through drone cameras, at a time when the market was most crowded on a holiday weekend. There could be no coincidence – they were deliberately targeting peaceful Russian citizens.

‼️ Russia will persistently seek a response from the international community to the shelling of the market in Aleshki by Ukrainian militants. All evidentiary documents will be collected in the near future and delivered to our delegations representing Russia’s interests at the largest international platforms – at the UN Security Council, the OSCE, and the UN Human Rights Council.

⚡️ Statement by the Delegations of the States Parties to the Treaty on the Establishment of the Union State of the Republic of Belarus and the Russian Federation at the Third Session of the Preparatory Committee for the 2026 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (New York, 28 April 2025)

📃 We reaffirm our commitment to preserving and strengthening the nuclear non-proliferation regime and to its fundamental international instrument, the Treaty on the Non-Proliferation of Nuclear Weapons (#NPT).

It has been 55 years since the Treaty entered into force. During that period, the NPT has become an almost universal treaty and a cornerstone of the international peace and security, having demonstrated its relevance for the entire international community. We are convinced that preserving the NPT, ensuring its integrity while recognizing equal importance of all its provisions and all its three pillars — disarmament, nuclear non-proliferation and peaceful use of nuclear energy — is not merely a priority task for the NPT States Parties, but their core duty.

☝️ We have to state that at the moment, the processes intended to result in a nuclear-weapon-free world together with general and complete disarmament, have currently lost most of their momentum. Current international security and strategic stability situation objectively prevents any progress on this track. <...>

The factors with most destabilizing effect include:

🔻 NATO countries' hostile actions posing risk of a direct military confrontation between the nuclear powers;
🔻 preservation and further development of the arrangements and capabilities for the so-called 'nuclear sharing' by the North Atlantic Alliance;
🔻 increasing scale of the US global missile defence accompanied by the build-up of counterforce capabilities for mounting disarming first strike;
🔻 forward deployment of the US ground-based intermediate and shorter-range missiles;
🔻 publicly announced US plans to place weapons in outer space.

After the collapse of the Intermediate-range Nuclear Forces Treaty, the same negative trend has been observed in the missile sphere, where our countries have had to announce measures to strengthen the defence of the Union State in response to the destabilizing deployment of missile systems previously prohibited by that Treaty in the territory of the European NATO countries.

To further progress in disarmament, it would be necessary to achieve significant advances in overcoming outstanding issues and create a favourable politico-military environment. <...>

The NPT nuclear-weapon States' compliance with their non-proliferation obligations is pivotal for ensuring international peace and security. <...>

It is our firm belief that the review process should pay more attention to the matters of the peaceful uses of nuclear energy. Our States are a vivid example of how the creation of nuclear power generating capacities based on advanced technologies contributes to social and economic progress. <...>

🤝 We are committed to constructive engagement with all delegations during the third Session of the Preparatory Committee, in a spirit of mutual respect without politicization and ultimatums, and taking into account each other's interests and concerns. We call on other participants to follow the suit.

Key talking points

• We continue our contacts with the American Side on the situation in Ukraine. There are several signs that we are moving in the right direction, first of all, because President Trump is probably the only leader on Earth who recognized the need to address the root causes of this situation. When he said that it was a huge mistake to pull Ukraine into NATO, and this was a mistake by the Biden administration, and he wants to rectify this.

• We only target military goals or civilian sites used by the military. President Putin expressed this for so many times, and this is not different this time as well. We never consciously target civilian sites, unlike the Zelensky regime.

• The Trump administration is interested in searching for a balance of interest. They sincerely want to understand better the Russian position. And they're getting this understanding. And we understand better the American position through negotiations and meetings and discussions, which we have with them.

• We are really polite people. And unlike some others, we never discuss in public what is being discussed in negotiations. Otherwise, negotiations are not serious.

• Whenever we discuss Iran, Venezuela, North Korea, anything, American negotiators put on top human rights. They have claims in this regard to China, to us, to anybody. But whenever Europeans and other Western nations speak about Ukraine, nobody can even mumble the words "human rights".

• We have nothing against American companies, but those companies who decided to leave their business in Russia might find that their place has been already taken by Russian or other foreign investors. And in this case, we would not make any decisions which would discriminate those who came to invest in Russia instead of Americans. If American companies would like to come to a place which is not yet occupied, if they want to propose a project, a new project on top of the previous business ties, of course, we will look into this. And if we find balance of our interests, I think it would be only natural to get into business together.

• We have been promoting for many years in the United Nations a resolution prohibiting putting any nuclear weapons into outer space. The country which is categorically against it is the United States. At least during the Biden administration, this was the case, they were categorically against it. At the same time, the United States promotes an approach according to which they want to prohibit putting conventional weapons in outer space. And they cannot answer the question, "Does this mean that nuclear weapons, they would be planning to move to the orbit?"

• It was the United States which broke the process of strengthening strategic stability. And if the United States is willing to get back to this track, we will see what are the conditions under which this might be possible.

We welcome the dialogue between the US and Iran. We would be certainly ready to help if both parties believe this is going to be useful. And they know that we are ready.

💬 On April 26, with the liberation of the village of Gornal, the Kursk Region was completely cleansed of the Ukrobanderite occupiers and foreign militants.

It became possible thanks to the unbending strength of spirit and heroism of many people who selflessly, day after day, did their best to defeat the enemy who had treacherously invaded our land.

This is not the first time in history that the Kursk Region has become a theatre of military operations, whose outcome determined so much. More than 80 years ago, in the summer of 1943, Hitler's Germany, in an attempt to defeat the Red Army, concentrated here a significant strike force.

The Nazis threw their, as they thought, best forces into the battle, including SS tank divisions. It did not work. The failure of the Kursk Bulge battle for the Nazis is well known to everyone.

In August 2024, the Kiev regime, following the same schemes as its ideological idols, also decided to put its fate to the test.

The terrorist attack on the Kursk Region involved elite units of Ukraine's armed units supplemented with Western weapons and armoured vehicles. Its preparation and execution were carried out by foreign military advisers. This barbaric attack was presented to the international community as an operation to "demonstrate the combat capability of the Ukrainian army" and "improve Ukraine's negotiating positions."

The enemy faced the unwavering steadfastness and courage of our soldiers and officers, who, at the cost of their lives, did not allow the Ukro-Nazis to penetrate deep into the region, and then liberated it metre by metre. As a result, the enemy was completely defeated and the remnants of its troops were thrown out of the Kursk Region.

We admire the valour of the Russian Federation servicemen who took part in combat operations in this area. Their unequalled valour, bravery and readiness for self-sacrifice made it possible to successfully carry out combat tasks assigned to them.

🇷🇺🤝🇰🇵 A new page has appeared in the glorious chronicle of the combat brotherhood between the Russian and the Korean peoples.

The soldiers of the Korean People's Army, in accordance with the Treaty on Comprehensive Strategic Partnership between Russia and the DPRK, which entered into force on December 4, 2024, fought shoulder to shoulder, in the same trench and shed blood with our soldiers and officers in the Kursk Region and made a significant contribution to the liberation of the Russian land from the enemy invaders.

The Kursk people, who were forced to leave their homes, lost contact with their relatives and were subjected to atrocities and torture by Ukrainian militants, bore an enormous burden of the invasion. We pay tribute to those of them who, in the first days of the tragedy, did not tremble in the face of heavily armed thugs and stood up to defend their land, often at the cost of their own lives.

The Russian law enforcement authorities are carrying out a thorough investigation into all crimes committed in the Kursk Region by Ukrainian militants and foreign mercenaries. Those involved will be identified, prosecuted and punished to the full extent of the law.

❗️Following the Kursk Region, all territories of the constituent entities of the Russian Federation still under the Kiev regime's control, including the Donetsk and Lugansk People's Republics, the Zaporozhye and Kherson Regions, will definitely be liberated.

📄 Russia's Foreign Ministry Report by «Eighty Years After the Great Victory: Europe has Once Again Fallen in the Shadow of Nazism»

In May of 1945, amidst the wave of universal jubilation, it seemed that Nazism had been eradicated forever. The world, Europe, and especially the Soviet people paid the highest possible price for the Victory over the "brown plague."

However, as life has shown, only the visible part of this sinister iceberg was destroyed in that war. The roots and the breeding ground remained, and today Nazism is once again rearing its head in Europe.

🇱🇹🇱🇻🇪🇪 After the collapse of the Soviet Union, the United States and Western European countries <...> actively indulged revanchist sentiments in the newly formed States, especially in Lithuania, Latvia, and Estonia, where today the whitewashing of Nazism has been elevated to the rank of State ideology. <...>

🇵🇱 In Poland the task of falsifying the history of World War II to suit the political situation is being actively pursued. The decisive contribution of the Soviet Union and the Red Army to the Victory over Hitler's Germany and the liberation of Europe from Nazism is denied.

Warsaw and the Baltic "troika" became the main driving forces behind anti-Russian initiatives by the collective West. <...>

The West is trying in every possible way to whitewash the darker chapters of its own past.

🇫🇷 In France, which was designated as one of the "victors" after the war, significantly more Frenchmen fought on the side of the German army than participated in the Resistance and fought on the side of the Allied forces. <...>

🇺🇳 Geneva has historically been regarded as a global center of diplomacy and international relations. Today, it hosts around 40 international organizations, 180 permanent missions, and 400+ non-governmental organizations. Geneva is, in many ways, a hub of humanitarian, or as one might say, practical diplomacy. It would be a mistake to think that the work of the UN Office in Geneva is less significant than that of the Organization’s headquarters in New York. It is simply less dependent on immediate political impact and, as a result, less "entertaining".

🕊️ The UN, despite all its flaws, has been preventing a new global conflict for eight decades and remains the central mechanism for maintaining international peace and security. As the second UN Secretary-General, Dag Hammarskjöld, once said: "The UN was not created to take humanity to paradise, but to save it from hell". That is why strict adherence to the provisions of the UN Charter in their entirety remains an unconditional imperative.

📉 The UN Human Rights Council is currently going through challenging times. In today’s world, human rights issues – again, thanks to the efforts of the "collective West" – have been turned into a tool of aggressive foreign policy. International human rights structures are increasingly becoming venues for political score-settling and for addressing matters far beyond their mandate. What must be prioritized are efforts to build a just multipolar world that respects the national, religious, and cultural peculiarities of all states.

🕵️‍♂️ Aggravated "spy mania" is nothing but a reflection of the crisis of trust between states. Switzerland, long associated with neutrality and balanced diplomacy, has in recent years succumbed to these sentiments. In the local press, only Russian diplomats are being labelled as “spies”. We see this as a politically motivated fabrication. By supporting anti-Russian rhetoric, Switzerland is signaling loyalty to its Western allies involved in sanctions and information pressure on Russia.

🏅 To mark the 80th anniversary of the Great Victory, we have already begun holding a series of commemorative events. In the coming days, we will host: the “Garden of Memory” on the grounds of our Mission, an official reception, and the traditional “Mayovka” with colleagues from CIS diplomatic missions and a large number of compatriots. We are also awaiting a response from the Swiss authorities regarding permission to hold an "Immortal Regiment" on the Place des Nations in Geneva.

🧧 We were heartened to receive news from our compatriots that just a few days ago, they discovered a grave near the town of Annecy (🇫🇷) of Soviet soldiers who fought in the ranks of the French Resistance in 1943–1944. Although our Permanent Mission is not accredited in France, we have already begun efforts to preserve the memory of this burial site and the warriors who rest there.

⚡️ Foreign Ministry’s statement regarding Kiev regime’s terrorist attack on Aleshki, Kherson Region, Russian Federation

On the morning of May 1, the Armed Forces of Ukraine once again targeted a civilian site on Russian territory, launching FPV drones at a crowded market in the town of Aleshki, Kherson Region.

According to preliminary reports, seven civilians were killed and more than twenty sustained injuries. Following the initial strikes, which had already caused significant casualties, a second wave of drone attacks was launched, deliberately targeting survivors and emergency responders who had arrived at the scene.

This heinous attack represents yet another grave war crime committed by the Ukrainian Nazis against the civilian population of Russia.

It is evident that the strike was deliberately timed to coincide with a public holiday, when many residents were gathered at the market, in a clear attempt to inflict maximum civilian casualties. This atrocity once again reveals the true nature of the Kiev regime and its unwavering commitment to escalating the armed conflict while actively undermining all prospects for a peaceful resolution. The current Ukrainian neo-Banderite leadership continues to demonstrate a complete unwillingness to engage in dialogue.

☝️ Today’s criminal act by Kiev thugs also lies on the conscience of their Western sponsors, who continue to provide them with weapons and financial support. It is increasingly clear that behind the unsubstantiated and unrealistic claims by the Kiev regime and its Western backers to restore Ukraine within its 1991 borders lies a deeply hostile agenda aimed at erasing all that is Russian. Russia will, without question, take all necessary measures to ensure that such a scenario is never allowed to materialise.

All those responsible for and complicit in this barbaric act committed by Kiev will be identified and will face inevitable justice in accordance with the law.

We call on the sensible members of the international community and relevant multilateral organisations to strongly condemn this heinous act of terrorism.

🇺🇳 29 апреля во Дворце Наций в Женеве состоялось торжественное открытие выставки «Искусство сохраняет историю», приуроченной к 80-летию Победы в Великой Отечественной войне. Экспозиция состоит из 45 (в честь Победного 1945 года) уникальных картин из коллекции международного издания «Русская галерея – XXI век».

🏅 Многие из представленных полотен были написаны правнуками и правнучками фронтовиков. Молодые художники, выросшие на семейных рассказах и чёрно-белых фотографиях ветеранов, через искусство выразили личную связь с подвигом предков и благодарность за подаренную ими возможность жить на родной земле.

🎙️ В своём приветственном слове Генеральный директор Отделения ООН в Женеве Т.Д.Валовая отметила, что в марте с.г. Генеральная Ассамблея ООН приняла специальную резолюцию, в которой подчёркивается особая важность сохранения памяти о Второй мировой войне и всех её жертвах – 70 миллионов человек, из которых 27 миллионов пришлись на государства бывшего СССР. 🏅 Концерт прошёл в рамках мероприятий, приуроченных к 80-летию Победы в Великой Отечественной войне, и стал символичным напоминанием о подвиге народов Советского Союза. Очень важно, что он прошёл в зале, где заседает Совет ООН по правам человека – международной площадке, где нередко звучат искажённые оценки роли СССР во Второй мировой войне со стороны отдельных стран «коллективного Запада».

👏 Мероприятие вызвало большой интерес – зал был полон зрителей. Присутствовали представители стран СНГ и других дружественных государств, сотрудники международных организаций, дипломаты и представители женевской общественности. Отрадно, что в преддверии юбилея Победы подобные мероприятия находят живой отклик у международного сообщества.

❗ On April 25, students and teachers of the School at the Russian Permanent Mission in Geneva, along with the staff of our diplomatic mission and their families, ceremoniously planted a blue spruce (Picea pungens) on the grounds of our compound in honor of the 80th anniversary of the United Nations.

🇺🇳 The date was not chosen by chance: exactly 80 years ago, the San Francisco Conference began its work, which, after long and painstaking efforts, led to the "birth" of the UN and the signing of its Charter. This was made possible only thanks to the Victory in the Second World War, achieved at the cost of immense sacrifices and the decisive contribution of the Soviet Union to the defeat of Nazi Germany. Without this Victory, without the heroism of the Soviet people, there would have been neither peace nor the United Nations itself.

🕊️ Today’s ceremony became a symbol of remembrance, continuity, and hope for the future. The blue spruce is not only one of the most majestic and long-living trees, but it also represents peace, resilience, and unity. Like this tree, the UN has for 80 years safeguarded international law, promoted cooperation among nations, and protected the world from global conflicts.

Statement by Russian Permanent Representative to the UN Office in Geneva, Ambassador Gennady Gatilov, in response to a TASS request for comment on the WHO Pandemic Agreement:

☑️ On April 16, the Intergovernmental Negotiating Body (INB) concluded its work on drafting and negotiating a convention, agreement, or other international instrument of the World Health Organization (WHO) on pandemic prevention, preparedness, and response. The decision to establish the INB was made during a special session of the World Health Assembly (WHA) in December 2021.

🤝 For more than three years, intensive negotiations have been ongoing within the INB on the so-called “Pandemic Agreement”, which, according to WHO expectations, would form the international legal foundation for a renewed architecture of multilateral cooperation in combating pandemics and other public health emergencies.

🔎 According to experts, the outcome of the INB’s work is far less ambitious than the original draft of the agreement. As a result of prolonged, near-round-the-clock, and extremely tense consultations at the final stage, the document has largely taken the form of a political declaration that outlines general principles and directions for action but does not contain strict obligations. Vague language and numerous caveats allow countries to implement the agreed provisions flexibly, depending on their interests.

🌐 For most countries, especially the developing ones, a key element of the agreement is the decision to establish the so-called “Pathogen Access and Benefits Sharing” (PABS) system under WHO auspices. This mechanism is intended to enable countries to effectively exchange materials and information on genetic sequences of pathogens with pandemic potential and, in the event of a public health emergency, to ensure fair distribution of pandemic response tools, including vaccines, medicines, diagnostic tests, and etc. The specific modalities of the PABS system’s functioning will be defined in a separate annex to the agreement, which still needs to be negotiated. Work on the annex is expected to begin this summer within an open-ended working group, the creation of which may be decided at the WHA Session in May, 2025.

✍️ The WHO Pandemic Agreement, if approved by the Health Assembly, will only be open for signature after the WHA reviews and adopts the said annex. The agreement will enter into force on the thirtieth day after the sixtieth instrument of ratification, acceptance, approval, formal confirmation, or accession is deposited with the Depositary (the UN Secretary-General). However, it is already known that a number of countries, including the United States, Argentina, and Slovakia, do not intend to join the agreement. Therefore, it is difficult to speak of the formation of a strong, universally accepted foundation for multilateral cooperation in pandemic preparedness and response. Much work still lies ahead.

❗️ To summarize, in any case, effective pandemic response requires, above all, unity within the global community and genuine commitment from all stakeholders, including the private sector, to constructive cooperation based on the principles of solidarity, fairness, and respect for national sovereignty. Regrettably, this has not yet been achieved.

Было бы ошибкой думать, что работа женевского Отделения ООН менее значима, чем штаб-квартиры Всемирной организации в Нью-Йорке. Просто она менее зависима от немедленного политического эффекта и, как следствие, менее «зрелищна».

🕊️ ООН, несмотря на все имеющиеся у неё изъяны, уже восемь десятилетий уберегает мир от нового глобального конфликта и остаётся центральным механизмом поддержания международного мира и безопасности. Вспомним образное выражение второго Генерального секретаря ООН Дага Хаммаршёльда: «ООН была создана не для того, чтобы привести человечество в рай, а чтобы спасти его от ада». Поэтому безусловным императивом является неукоснительное соблюдение положений Устава ООН во всей их полноте.

📉 Совет ООН по правам человека сегодня переживает не лучшие времена. В современном мире вопросы прав человека, опять же стараниями «коллективного Запада», превратились в инструмент агрессивной внешней политики. Международные правозащитные структуры становятся местами для сведения политических счётов и решения вопросов, выходящих далеко за рамки их полномочий. Во главу угла должны быть поставлены усилия по выстраиванию справедливого многополярного мира с учётом национальных, религиозных и культурных особенностей всех государств.

🕵️‍♂️ Обострённая «шпиономания» – это не что иное, как отражение кризиса доверия между государствами. Швейцария, десятилетиями ассоциировавшаяся с нейтралитетом, в последние годы поддаётся этим настроениям. В местной прессе только к российским дипломатам предъявляются «шпионские претензии». Усматриваем в этом политический заказ. Поддержка антироссийской риторики позволяет Швейцарии демонстрировать лояльность западным союзникам, участвующим в санкционном и информационном давлении на Россию.

🏅 В честь 80-летия Великой Победы мы уже начали проводить серию торжественных мероприятий. В ближайшие дни нас ожидают: акция «Сад памяти» на территории Постпредства, официальный приём, а также традиционная маёвка с участием коллег-дипломатов стран СНГ и большого количества соотечественников. Прорабатывается возможность проведения акции «Бессмертный полк» на площади Наций в Женеве.

🧧 С воодушевлением восприняли известие от наших соотечественников о том, что несколько дней назад им удалось найти близ города Анси (🇫🇷) могилу советских воинов, сражавшихся в рядах французских партизан в 1943–1944 гг. Формально наше Постпредство во Франции не работает, но мы уже начали заниматься восстановлением памяти об этом захоронении и о покоящихся в нём бойцах.

🏅80 years ago, on May 1, 1945, the Victory Banner was raised over the Reichstag in Berlin – a symbol of the Soviet triumph over Nazi Germany. It was hoisted by scouts of the 756th Rifle Regiment, Sergeant Mikhail Yegorov and Junior Sergeant Meliton Kantaria.

⚔️ During the Berlin Operation, fierce fighting for control of the Reichstag took place from April 29 to May 2. The Germans had turned the building into a heavily fortified stronghold, defended by over a thousand troops equipped with artillery and tanks.

🌟 The first assault was attempted on April 29 but was met with fierce resistance and repelled. The following day, Soviet troops regrouped and successfully breached the Reichstag's defenses. Fighting raged through the corridors, stairwells, and rooms of the Reichstag, as the Red Army cleared it floor by floor.

🚩 By the morning of May 1, the Soviet flag had been raised atop the Reichstag dome, announcing the fall of Berlin to the world. The now-iconic photograph of the Victory Banner over the burning Reichstag was published on May 3, 1945.

🕊 By decision of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, Vladimir Putin, and based on humanitarian considerations, the Russian side declares a ceasefire during the days of the 80th anniversary of Victory – from midnight on May 7 to 8 until midnight on May 10 to 11. All combat operations will be halted during this period.

❗️ Russia believes that the Ukrainian side must follow this example.

🛡 In case of violations of the ceasefire by the Ukrainian side, the Armed Forces of the Russian Federation will deliver an adequate and effective response.

🏅 On April 25, in Geneva, the halls of the Palais des Nations were filled with heartfelt songs of the war years – melodies that reach into the deepest corners of the soul of everyone who cherishes the memory of the Great Patriotic War.

🎶 The Gnessin Contemporary Choral Music Ensemble ALTRO CORO, under the direction of Maestro Alexander Ryzhinsky, performed the "Songs of the Great Victory" in one of the most renowned halls of the UN Office in Geneva — the Human Rights and Alliance of Civilizations Chamber. This was especially symbolic, as the very existence of the United Nations and its human rights bodies is largely owed to the heroic deed of the Soviet people, who defeated Nazi Germany and its allies.

🎼 "Katyusha," "Smuglyanka," "Oh, the Roads", "We Need One Victory" — these and many other immortal songs, performed by talented young artists, were heard by the leadership and staff of the UN Office and other international organizations based in Geneva, Permanent Representatives and diplomats from CIS countries and friendly states, as well as our compatriots and Swiss friends. Nearly all seats in one of the largest halls of the Palais des Nations were filled. After an incredibly heartfelt and masterful performance, the audience gave a standing ovation and did not want to let the artists leave the stage.

🤝 We sincerely thank the singers and leadership of the ALTRO CORO ensemble for a fantastic and unforgettable performance. ❗️ On April 26, the last populated area in the Kursk Region – the village of Gornal – was liberated from Ukrainian units. Thus, the defeat of the armed formations of the Ukrainian armed forces that had invaded the Kursk Region has been completed. The plans of the Kiev regime to create a so-called “strategic bridgehead” and to disrupt our offensive in Donbass have failed.

❗️ The Kiev regime’s scheme has completely failed, and the heavy losses suffered by the enemy – including among some of the most combat-ready, well-trained, and well-equipped, including Western-supplied equipment, forces of the Ukrainian armed forces, such as assault units and special forces – will undoubtedly affect the entire line of contact.

Ответ Постпреда России при Отделении ООН в Женеве Г.М.Гатилова на просьбу ТАСС прокомментировать процесс работы над «антипандемийным соглашением» ВОЗ:

☑️ 16 апреля завершил работу Межправительственный переговорный орган (МППО) для подготовки и согласования проекта конвенции, соглашения или иного международного инструмента Всемирной организации здравоохранения (ВОЗ) по предотвращению пандемий, обеспечению готовности к ним и принятию мер реагирования. Решение о создании МППО было принято в ходе специальной сессии Всемирной ассамблеи здравоохранения (ВАЗ) в декабре 2021 г.

🤝 Более трёх лет в рамках МППО продолжались интенсивные переговоры по проекту т.н. «антипандемийного соглашения», которое, как рассчитывают в ВОЗ, сформирует международно-правовую основу обновлённой архитектуры многостороннего сотрудничества в сфере борьбы с пандемиями и другими чрезвычайными ситуациями в сфере здравоохранения.

🔎 По оценкам экспертов, итоги работы ММПО далеко не столь амбициозны, чем первоначальный проект соглашения. В результате продолжительных, на последнем этапе почти круглосуточных и крайне напряжённых консультаций документ во многом приобрёл форму политической декларации, которая определяет общие принципы и направления работы, но не содержит строгих обязательств. Обтекаемые формулировки и многочисленные оговорки позволяют странам гибко подходить к реализации достигнутых договорённостей в зависимости от их интересов.

🌐 Для большинства государств, прежде всего развивающихся, важнейшим элементом соглашения является решение о создании под эгидой ВОЗ т.н. «Системы доступа к патогенам и распределению выгод» (Pathogen Access and Benefits Sharing, PABS). Предполагается, что данный механизм позволит странам эффективно обмениваться материалами и информацией о генетических последовательностях патогенов с пандемическим потенциалом, а также в случае возникновения чрезвычайной ситуации обеспечит справедливое распределение средств борьбы с пандемиями, включая вакцины, лекарства, диагностические тесты и др. В дальнейшем, модальности функционирования системы PABS будут определены в отдельном приложении к соглашению. Его ещё предстоит согласовать. Как ожидается, работа над приложением начнётся уже этим летом в рамках рабочей группы открытого состава, решение о создании которой может быть принято на сессии ВАЗ в мае с.г.

✍️ Затем соглашение ВОЗ по борьбе с пандемиями, в случае его одобрения Ассамблей здравоохранения, будет открыто к подписанию только после того, как ВАЗ рассмотрит и утвердит упомянутое приложение. Соглашение вступит в силу на тридцатый день с даты передачи Депозитарию (Генеральный секретарь ООН) шестидесятого документа о ратификации, принятии, одобрении, официальном утверждении или присоединении. При этом уже сейчас известно, что ряд государств, в частности США, Аргентина и Словакия, не намерены присоединяться к соглашению. Таким образом, едва ли можно говорить о формировании прочной универсально признанной базы для многостороннего взаимодействия в сфере готовности и реагирования на чрезвычайные ситуации в области здравоохранения. Предстоит ещё очень много работы.

❗️ Если подытожить, в любом случае, для эффективного противодействия пандемиям нужна прежде всего сплочённость мирового сообщества, подлинная заинтересованность всех вовлечённых сторон, включая частный сектор, в конструктивном сотрудничестве на основе принципов солидарности, справедливости и уважения национального суверенитета. Пока, к сожалению, мы этого не видим.
