Alaska was the last state to repeal its income tax in 1980, driven by substantial oil revenues. Mississippi’s plan aims for a complete phase-out by 2040 if cash reserves and revenue targets are met annually, while Kentucky has enacted policies that could eventually eliminate its income tax through revenue triggers.

These efforts reflect a shift toward reducing reliance on income taxes, though some analysts caution that this could increase dependence on regressive taxes like sales taxes, potentially impacting lower-income residents more heavily. The U.S. has been actively engaging with countries like Ukraine to secure access to critical minerals, which are vital for national security, technology, and economic competitiveness.

Historically, the U.S. and Vietnam have laid groundwork for cooperation in this area. In September 2023, during President Biden’s visit to Hanoi, the two countries elevated their relationship to a Comprehensive Strategic Partnership, which included a Memorandum of Understanding (MOU) to strengthen technical cooperation on critical mineral supply chains, particularly rare earth elements (REEs). This agreement aimed to quantify Vietnam’s REE resources, attract investment, and meet high environmental, social, and governance standards.

Vietnam is home to some of the world’s largest reserves of rare earth elements and other critical minerals, which are vital for high-tech industries like electronics, renewable energy, and defense.
