Sunni Islam's epistemology is completely arbitrary at best and outright nonsensical at worst.
In Sunni Islam, to be qualified for ijtihad (exegesis) you must be a "scholar". However there's no clear definition for what a scholar is.
Contemporary scholars can achieve countless ijazat (the authority to teach) by other scholars yet still be considered merely tulaab al 'ilm (students of knowledge); this is convenient for whoever wants to denigrate the teachings of a certain individual as being relevant or not.
More esoteric sects like Ismaili Islam "solve" this issue by appealing to a Neoplatonic chain of being where the imam exegetes special revelation from Allah. However as there is no imam in Sunnism, anything goes.
