Even before the alliance was officially announced, Dragan Stanojević, Chairman of the Serbian Parliament's Committee on Diaspora and Serbs in the Region, had signaled Serbia's intention to propose alliances with both countries in response to the military cooperation agreement between Croatia, Albania, and Kosovo.

His statements appeared in news of March 27th, while the alliance was officially announced on April 1st.

This is significant because Bosnia and Herzegovina has a three-member presidency—one Bosniak, one Croat (both from the Federation), and one Serb (from Republika Srpska). Normally, they're elected directly by the people.
