The memo copies parts of a 2024 Heritage Foundation report—almost word for word. That report’s co-author now runs Pentagon policy. Heritage's playbook is now Pentagon guidance.

U.S. forces are ordered to focus on Indo-Pacific firepower—subs, bombers, bunker-busting bombs. Taiwan told to spend 10% of GDP on defense.
