He added that these regular meetings occurred between a range of agencies, including Turkish intelligence and the Turkish military:

“There were teams. Some represent the Turkish intel, some represent the Turkish Army. There were teams from 3–5 different groups. Most meetings were in Turkey in military posts or their offices. It depended on the issue. Sometimes we meet each week. It depends on what was going on. Most of the meetings were close to the borders, some in Ankara, some in Gaziantep.”

Abu Mansour described having complete impunity to travel between Syria and Turkey, leading Speckhard to describe him as in effect an ISIS ‘Ambassador’. “I passed the borders and they let me pass”, he said. “[At the border], the Turks always sent me a car and I’m protected. A team of two to three people from our side were with me. I was in charge of our team most of the time.”

Although Abu Mansour denied being a “big guy”, he admitted that his reach on behalf of ISIS potentially extended to President Erdogan himself:

“I was about to meet him but I did not. One of his intelligence officers said Erdogan wants to see you privately but it didn’t happen.”

Sheikh Said, a sheikh born in 1865 in Palu, became a pivotal figure in Kurdish history for leading a significant uprising against the secular jewish drivien reforms of Mustafa Kemal, in the early years of the Turkish Republic. His rebellion was not merely a political statement but a cultural and religious assertion of Kurdish identity.

The catalyst for the revolt was the 1924 abolition of the Ottoman Caliphate, which many Kurds, including Sheikh Said, perceived as an assault on their Islamic and Kurdish heritage. The new secular policies of the Republic, including the closure of religious schools and the enforcement of secular law, were seen as threats to Kurdish autonomy and traditional life.

In February 1925, Sheikh Said initiated the revolt by capturing Piran, proclaiming it the capital of an independent Kurdistan. The movement, supported by the Azadî (Freedom) organization, aimed to resist the centralizing and secularizing policies of the Turkish state. Under Sheikh Said's leadership, the rebellion gained momentum, capturing key locations and symbolically raising the green flag of Islam, intertwining Kurdish nationalism with religious fervor.

However, the Turkish government responded decisively. With superior military force, including modern weapons and air support, they managed to suppress the uprising by March of the same year. Sheikh Said and many of his followers were captured, and on June 29, 1925, Sheikh Said along with 47 others were executed in Diyarbakır, marking a tragic end to their immediate struggle.

Despite its failure, Sheikh Said's revolt is remembered as a significant moment of Kurdish resistance. It underscored the cultural and political tensions between the Kurdish populace and the Turkish state, issues that would continue to resonate through the following decades. His legacy lives on as a symbol of the Kurdish fight for recognition, autonomy, and the preservation of their unique cultural and religious identity.
