Article 28 - Every One Is Bound to Join Himself to the True Church
We believe, since this holy congregation is an assembly of those who are saved, and outside of it there is no salvation, that no person of whatsoever state or condition he may be, ought to withdraw from it, content to be by himself; but that all men are in duty bound to join and unite themselves with it; maintaining the unity of the Church; submitting themselves to the doctrine and discipline thereof; bowing their necks under the yoke of Jesus Christ; and as mutual members of the same body, serving to the edification of the brethren, according to the talents God has given them.
And that this may be the more effectually observed, it is the duty of all believers, according to the Word of God, to separate themselves from all those who do not belong to the Church, and to join themselves to this congregation, wheresoever God has established it, even though the magistrates and edicts of princes were against it, yea, though they should suffer death or any other corporal punishment. Therefore all those who separate themselves from the same or do not join themselves to it act contrary to the ordinance of God.

First, public fasting occurs when:
(1) It is proclaimed by the government due to a general national need—be it war, pestilence, famine, an insect plague, extraordinary drought, persistent rain, or similar occurrences. In such events, governments have the right to proclaim fast and prayer days. This does not mean that such a day of fasting is a commandment of men; no, the observance of days of fasting is commanded by God. Instead, governments do but designate the time as determined by God by way of extraordinary circumstances.
(2) A synod, classis, or elders of a particular congregation designate a day of fasting for the church under their supervision, doing so due to an extraordinary need in the church—be it persecution of that church or churches in other lands, the manifestation of false doctrine, the need for reform due to decline, the calling of ministers or the election of consistories, or other specific circumstances. This is also not a human institution, but the observance of a divine command.

And so you should understand the words “everyone who asks” to mean any such person (without discrimination), whether he is a foreigner or a citizen and compatriot, stranger or relative by blood, friend or foe, believer or unbeliever (Matthew 5.34, 44 and Luke 6:27, 32). In short, “every neighbor.” And therefore our neighbor is anyone at all who is in need of our help in light of the state he is in, and for whose help and assistance we are given the opportunity and the means, as Christ teaches (over against the Jews) in the parable of the wounded man (Luke 10:30). But at the same time we should, depending on the degree of affinity and fellowship, exercise greater generosity towards those who are our own, namely our relatives, than to strangers (1 Timothy 5:8, 16); and towards members of the household of faith and the saints rather than the gentiles (Galatians 6:10); it is this especially that 2 Peter 1:7 calls “brotherly love.” But while we should begin with those who are own, we ought not to stop with them.

The Spanish defeat is widely publicized: Spanish soldiers are thrown high into the air and drown in the sea. The painting is therefore intended to celebrate this spectacular Dutch victory.

We should not reach our hand out to the man of sin. We may not pray for the Pope, who commits blasphemy against the Holy Ghost daily because of his blasphemous office. Just like we ought not to pray for the devil. This should not be conflated with praying for our enemies.
'If any man see his brother sin a sin which is not unto death, he shall ask, and he shall give him life for them that sin not unto death. There is a sin unto death: I do not say that he shall pray for it. '
