This decree grants foreign citizens and stateless persons the right to move to Russia and obtain a temporary residence permit (TRP) in a simplified manner — without considering the established quota and without undergoing testing for knowledge of the Russian language, history, and legislation.

• Get a registration document at the place of stay at a police office; • Apply for a temporary residence permit (TRP) with the territorial authorities of the MIA of Russia; • Employment in the Russian Federation (1, 2, 3, 4, 5).
