This is a video produced by students of the Los Angeles Coalition Against Police Abuse's Community Video Program, led by Michael Zinzun and Bilal Ali, with partial support from CalArts' Community Arts Partnership. I was a teaching assistant and the video editor. It premiered on Pasadena Public Access Cable TV in Zinzun's "Message to the Grassroots" program. I think we made it in Fall 1996 or Spring 1997...
Enraged by news that the CIA imported Crack Cocaine into South Central LA as part of the Iran-Contra Scandal, students went into the field, interviewing residents about their reactions, and producing a multi-camera live shoot when the director of the CIA visited South Central LA to respond to the claims. A former CIA operative there volunteered that he knew the CIA had been doing this for a long time, denying the director's public statement to his face.
The video was partially edited on U-Matic, and partially edited on a Media 100 System...

Gary Webb, the Journalist Who Busted the CIA for Selling Crack
In January, it was revealed that the DEA allows Mexico’s biggest cartel to traffic drugs in the US in exchange for information. In 1996, investigative reporter Gary Webb broke the prior story that the CIA was implicated in trafficking crack cocaine into the United States. It’s time to take another look at Webb’s revelations.
In mid-January, the Mexican newspaper El Universal alleged that the US DEA allowed the notorious Sinaloa cartel, considered Mexico’s most powerful drug traffickers, to operate with impunity in exchange for informing on rival cartels—smuggling billions of dollars of drugs without interference, previously including nearly 200 tons of cocaine and heroin between 1990 and 2008. It’s a story that immediately recalls the memory of Gary Webb, one of the greatest—and most tragic—investigative journalists of the last few decades.
El Universal also alleged that Operation Fast and Furious—in which Arizona ATF agents allowed arms sales to cartel members in order to track them—was part of a larger scheme to arm and finance the cartel in exchange for information on rival cartels.
The DEA’s strategy with Sinaloa is one that America has also allegedly used in Colombia, Cambodia, Thailand and Afghanistan. And while El Universal‘s revelations were barely touched upon by the mainstream media, for those who have followed drug war policy, they come as no surprise.

The savings and loan crisis of the 1980s and 1990s (commonly dubbed the S&L crisis) was the failure of 1,043 out of the 3,234 savings and loan associations in the United States from 1986 to 1995: the Federal Savings and Loan Insurance Corporation (FSLIC) closed or otherwise resolved 296 institutions from 1986 to 1989 and the Resolution Trust Corporation (RTC) closed or otherwise resolved 747 institutions from 1989 to 1995.
A savings and loan or "thrift" is a financial institution that accepts savings deposits and makes mortgage, car and other personal loans to individual members (a cooperative venture known in the United Kingdom as a building society). By 1995, the RTC had closed 747 failed institutions nationwide, worth a total possible book value of between $402 and $407 billion. In 1996, the General Accounting Office estimated the total cost to be $160 billion, including $132.1 billion taken from taxpayers. The FSLIC and RTC were created to resolve the S&L crisis.
In 1979, the Federal Reserve System of the United States doubled interest rates that it charges its member banks in an effort to reduce inflation. The building or savings and loans associations (S&Ls) had issued long-term loans at fixed interest rates that were lower than the interest rate at which they could borrow. In addition, the S&Ls had the liability of the deposits which paid higher interest rates than the rate at which they could borrow. When interest rates at which they could borrow increased, the S&Ls could not attract adequate capital, from deposits to savings accounts of members for instance, they became insolvent. Rather than admit to insolvency, lax regulatory oversight allowed some S&Ls to invest in highly speculative investment strategies. This had the effect of extending the period where S&Ls were likely technically insolvent. These adverse actions also substantially increased the economic losses for the S&Ls than would otherwise have been realized had their insolvency been discovered earlier. One extreme example was that of financier Charles Keating, who paid $51 million financed through Michael Milken's "junk bond" operation, for his Lincoln Savings and Loan Association which at the time had a negative net worth exceeding $100 million...
