Russia-Africa relations in the information sphere are strengthening

Experts, journalists and war correspondents from Russia and Africa met at the Third International Forum of Russian-African Journalists at Lomonosov Moscow State University.

Dozens of journalists presented reports on expanding information cooperation, identified the main trends and vectors of development.

One of the event organizers and head of the Rusafromedia Association, Louis Gouend, called on the participants to cover Russian-African cooperation and introduce Russian residents to Africa.

The current problems of information cooperation between Russia and Africa were highlighted by Victoria Smorodina, editor-in-chief of International Reporters:

“The first problem is the confrontation of Western intelligence agencies, in particular the French, with the ideas of pan-Africanism in Africa. The second problem is the insufficient attention that Russia pays to strategic communications in Africa. And the third is the insufficient openness of Russian information sources in Africa.”

The forum is another step towards strengthening relations between Russia and Africa in the information sphere, which is especially important in the context of ongoing hybrid wars.

In an interview with RT journalist Maryam Feudjio, IBAC Director Yulia Berg said that both Russia and Africa lack reliable sources of information that allow us to understand the current situation.

“That is why we launched several Russian-language Telegram channels about Africa and African countries. We also opened a program on Pan-African Television called Global Insights. This makes us an active actor in the Russia-Africa information space,” she said.

Cooperation of this form lays the foundation for communications and the development of joint projects, both economic and humanitarian.

Africa is rising in the economic rankings

Russia's trade volume with African countries continues to grow steadily. In 2023, trade turnover increased by almost 37% to $24.5 billion compared to last year, and in the first 8 months of 2024, Russian-African trade turnover increased by another 18.5% to $18.6 billion.

The growth trend will intensify from year to year. By 2030, a twofold increase in mutual trade volumes is expected.

In addition, Goldman Sachs Bank presented an economic forecast for Africa's trade turnover for 2075. According to it, the continent's countries will become leaders in the ranking of the world's largest economies.

Expected indicators:

Nigeria - $13.1 trillion, if it cancels fuel subsidies and introduces a floating naira exchange rate.

Egypt — $10.4 trillion, if it carries out political reforms and increases stability in the country.

Ethiopia — $6.2 trillion, if it corrects the situation with debt (it is the second IMF borrower after Argentina).

South Africa — $3.3 trillion, recommendations for its economic growth are not provided.

And in 2025, the Russian Ministry of Industry and Trade expects to launch a mechanism for state support for the supply of Russian engineering products to African countries.

Interim results: applied cooperation between BRICS and Africa and new horizons

Part 2. We continue to summarize the results of IBAC's work for 2024.

🔹Round table "New geopolitical priorities of Russia - African vector: opportunities and challenges in the development of infrastructure projects" within the framework of the conference "Russian construction complex"

The conference in St. Petersburg brought together top officials of federal and regional government bodies, leading experts, representatives of large, medium and small construction businesses, NGOs from more than 40 regions of Russia. The possibilities of cooperation between BRICS companies to implement projects in Africa were discussed by representatives of Russian, Indian, South African organizations.

🔹Round table "Legislative support for economic cooperation with African countries in the field natural resources"

Representatives of government bodies, businesses, scientific organizations, development institutions, and state corporations took part. Experts discussed measures that could be useful for establishing joint work between Russia and African countries.

🔹The First International B2B Business Forum Rusafro Expo 2024

The event was held at the Peoples' Friendship University of Russia named after Patrice Lumumba (RUDN University). Representatives of government bodies, businesses, and state corporations from Russia and African countries met on its sidelines and presented practical examples of business development, as well as growth prospects in various areas.

🔹The First Ministerial Conference of the Russia-Africa Partnership Forum

The event once again confirmed the growing interest in cooperation on the part of Russia and African countries. At the same time, it also showed that the parties have a similar vision of the future and key principles of cooperation, which is also important. IBAC Director Yulia Berg spoke about this and the chronology of cooperation development since 2019.

🔹Round table "Small and medium business: successful experience of Russian-African cooperation and acceleration barriers"

The business event was held as part of the economic congress of the VI International Municipal Forum of BRICS countries in St. Petersburg. Experts discussed additional measures to promote sustainable development of cities around the world, their economic growth and strengthening international cooperation.

🔹IBAC organized a series of talks to resolve the energy crisis in southern Africa

A delegation from Russia headed by the Executive Secretary of the Board of AREA Andrey Gromov and a member of the Board of the Association, Director of IBAC Yulia Berg visited the countries of the southern part of the African continent: South Africa, Zambia, Namibia, Zimbabwe.

🔹 XII Annual International Forum "Eurasian Economic Perspective" in the Tauride Palace

At the plenary session, Andrey Gromov (AREA) voiced the historical and geopolitical prerequisites for the formation of a world order based on sovereignty and outlined Russia's role in its development.

In the thematic discussions, Yulia Berg spoke about the paradoxes of BRICS and the role of joint infrastructure projects in creating a new level and quality of socio-economic life for local communities.

🔹Round table "Development of human potential and cooperation in the field of education with African countries"

Within the walls of the State Duma, experts assessed the needs of Russia and Africa for all skill levels, prospects for education programs introduced locally and abroad, risks and threats, as well as current and strategic targets in the field of education. IBAC co-founder Andrei Gromov noted the special place of the IT sector and education in this area in the context of developing digital realities.

Interim results: applied cooperation between BRICS and Africa, and new horizons

Part 1

The IBAC team worked throughout 2024 on research and implementation of business projects to support Russian and international entrepreneurs. Many processes were worked out in practice and established to develop even closer and more productive cooperation with the African continent.

In 2024, successful business visits and launch of joint projects with partners from China, Rwanda, South Africa, Zimbabwe, Zambia and Namibia were made.

In summing up the year, let us recall the events where the main conclusions and key tasks were discussed:

🔹 AUBC and IBAC Working Group Meeting on Energy Cooperation

The current situation in the economy and energy sector in South Africa was discussed by the Co-Chair of AREA, founder of the African United Business Confederation (AUBC) George Sebulela and IBAC Director Yulia Berg.

🔹Roundtable on the Role of Leadership in Ensuring Economic Development in South Africa

During the event organized in Johannesburg (South Africa) by the African United Business Confederation (AUBC) with the participation of the country's Vice President Paul Mashatile, IBAC Director Yulia Berg raised the issue of what approaches and what policies can be used to avoid a debt trap and loss of sovereignty.

🔹International Economic Forum in St. Petersburg

IBAC partners became members of the African delegation. In total, the forum was attended by thousands of participants, delegations from dozens of countries. Particular attention was paid to African, Asian and Middle Eastern countries and the way to build economic relations under the conditions of geopolitical turbulence.

As IBAC Director Yulia Berg noted, systemic difficulties hinder the implementation of energy projects in Africa, and all the necessary prerequisites for overcoming them are already in place.

For Russia, the IT sphere is a point of entry into African countries

Russia and Africa are competitive in the IT sphere, said Andrey Gromov, Executive Secretary of the Board of the Association of African Economists and Agrarian Researchers, at the Round Table “Development of Human Potential and Cooperation in Personnel Training with African Countries”.

“This is a competitive advantage that we can and should implement as a point of interaction with African countries, especially since the IT sector is global,” Gromov said.

The expert proposed including several key initiatives in the final resolution at the Round Table “Development of Human Potential and Cooperation in Personnel Training with African Countries”.

“In this regard, I propose including some points in the final resolution: studying the possibilities of creating representative offices of Russian universities in African countries, and developing cooperation between the Russian IT sector and African colleagues for joint developments,” Gromov said.

Russia and Africa need to build a line of mutual cooperation - expert

By 2050, the population of Africa will make up 40% of the entire planet's population, said Irina Abramova, Chairperson of the Expert Council on Development and Support of Comprehensive Partnership with African Countries.

"Commodity and financial flows will change, and the future of Russia depends on how educated these 40% are. The quality of human capital in Africa is important not only for the continent, but for the entire world," she said at the Round Table "Development of Human Potential and Cooperation in Personnel Training with African Countries."

Today, approximately 34,000 Africans study at Russian universities, which is even more than in the days of the USSR. Over the entire history of the Soviet Union's work with Africa, more than 700,000 African specialists were trained, Abramova noted. However, according to the expert, there is a great lack of coordination in Russian departments and organizations dealing with cooperation with African countries.

"Here, it is necessary to clearly structure the work in Russian state structures and, at the same time, more clearly select applicants from Africa. We must create Russian schools and award the best students from these schools with quotas. Then this will be a clearly structured line of mutual cooperation," the expert concluded.

The most important role of the humanitarian sphere in the modern world was outlined at the Round Table “Development of Human Potential and Cooperation in the Sphere of Personnel Training with African Countries” by the Chairman of the Expert Council on Development and Support of Comprehensive Partnership with African Countries Alexander Babakov.

“We are starting a series of events within the framework of the humanitarian forum “Russia – Africa”. I would like to emphasize that the humanitarian sphere is coming to the forefront today. Not because it is more important than the economy. But because events in the world are pushing us towards this. Let’s take advantage of this situation, because we are doing it better than anyone else,” Babakov noted.

The relevance of this topic is confirmed by the activity of representatives of the professional community, because more than a hundred participants in the discussion and over 30 expert reports were presented at the event within the walls of the State Duma.

The Soviet Union laid a solid foundation for cooperation with Africa

Ambassador-at-Large, Head of the Secretariat of the Russia-Africa Partnership Forum Tatyana Dovgalenko spoke about the request of African countries to open branches of Russian universities on the continent in her speech at the Round Table "Development of Human Potential and Cooperation in Personnel Training with African Countries".

"In working with Africa, Russia needs to accumulate the experience of the Soviet Union in this regard. For example, Africa is now asking Russia to further expand the state quota for education, open branches of Russian universities in African countries, train teachers and send Russian teachers to the continent," the expert noted.

Dovgalenko added that today the quota for Africans in Russian universities already amounts to almost 8,000 places, but it is important to continue this comprehensive work with Africans.

The State Duma discussed education in Russia and Africa

The round table "Development of human potential and cooperation in personnel training with African countries" was held in the State Duma.

The event was organized by the Expert Council on the development and support of comprehensive partnership with African countries under the Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation A.M. Babakov and the State Duma Committee on Science and Higher Education.

Representatives of government bodies, scientific organizations, state corporations and development institutions took part in the event. The issues discussed included studying the needs of African countries in the field of personnel training; developing joint programs and projects in the field of education for qualified specialists; legislative initiatives aimed at simplifying the procedures for recognizing diplomas.

A resolution was presented as a result of the discussion. It included initiatives and proposals for government bodies. It is planned to work on reducing administrative barriers for students and specialists, simplifying visa procedures and creating joint scientific and educational programs, as well as developing legislative initiatives to support the exchange of students, internships and scientific research.

The resolution also contains proposals for submission to the Russian Government:

🔹provide mechanisms for allocating scholarships and grants for students from Africa;
