Foreign spies are targeting Australia's nuclear submarine program and planning to harm or kill their adversaries living in the country, the country's spy chief has warned.
Australia's overall security environment is "deteriorating", Mike Burgess said in a wide-ranging speech that declassified some of his agency's secret thinking on the national threat outlook.
As well as revealing the international efforts targeting Australia, Burgess warned that terrorism remains a real threat, but that perpetrators are now more likely to act alone and in their teens.
Australia's plans to deploy secretive nuclear submarines as part of a pact with the United States and Britain - known as AUKUS - present a tempting target, including for friendly countries, the director general of the Australian Security Intelligence Organisation (ASIO) has said.
Foreign intelligence agencies are keen to understand the capabilities of future AUKUS submarines, how they will be deployed and how they can undermine allied confidence in Australia, Burgess said in a speech in Canberra.
By 2030, they are likely to focus on interventions to undermine support for AUKUS and “potentially sabotage” if regional tensions escalate, he said.
Australian forces are under “relentless” attack.
“Some of them have recently received gifts from international counterparts. The gifts included covert surveillance devices,” Burgess said.
Australia is not immune to hostile states such as Iran carrying out “acts of security concern” on its shores.
“ASIO investigations have identified at least three different countries planning to cause physical harm to people living in Australia,” Burgess said.
“In a small number of cases, we had serious concerns for the life of the person who was targeted.”
In one case thwarted by ASIO, a foreign intelligence service planned to silence an Australian human rights activist by luring him overseas and staging an accident to seriously injure or kill the victim, he said.
Last year, another hostile spy service tried to “harm and possibly kill” one or more people on Australian soil as part of a larger effort to eliminate critics, Burgess said.
That effort was also thwarted by ASIO.
In both cases, the plotters were overseas, but those involved know “how we would deal with their agents,” he said.
