In the full video it comes to light that the other kid (5 years old) was stealing things from the 2 year old, all while this kids "parent" is watching. The mother of the 2 year old then stops the 5 year old, and calls him a slur, and that's when the parent of the 5 year old comes to intervene.
This shows that the 5 year old's parent was either not watching their kid, or they were complacent in their kid stealing from a 2 year old. The fact that the parent of the 5 year old didn't do anything until the mother became angry would imply that they were complacent with what was happening.
In the video the 5 year old's parent frequently states "let's see what the internet thinks about this", well, unfortunately for them the era of BLM fueled white guilt is over.
