Since Trump announced he would cut energy prices in half in a year AND "drill, baby, drill", which are contrary, I've theorized that a significant part of the cuts would have to be the taxes on gasoline.
If oil prices dropped by half, the incentive to drill would lessen significantly, even approaching "break even" prices. That's not an effective way to spur production.
The Federal tax on gas is $0.185/gal. That could go a good distance if repealed, but still probably not enough. The State taxes ranging from $0.0875 in Alaska (next lowest $0.17) to $0.70 in California may also have to be targeted.
Reduce oil prices some in conjunction with Saudi Arabia (already seen in part) + remove Federal tax + some kind of targeting of State taxes (not sure how legally, other than rhetoric) gets you there... if we're actually going to get there within the year.
