MSPs have agreed to the general principles of an emergency Bill to release hundreds of prisoners early, with Justice Secretary Angela Constance saying it is “critical” to ease overcrowding in prisons.
Holyrood passed the first stage of the expedited legislation on Thursday and it will return for a final vote on Tuesday.
Pressed on how many of the released prisoners are expected to reoffend, Ms Constance said there is no “crystal ball”.
SNP and Green MSPs have supported the Prisoners (Early Release) (Scotland) Bill, while the Conservatives, Labour and the Liberal Democrats are opposed to it.
Under the plans, between 260 and 390 prisoners would be released by early February in three tranches over six

A proposed law to legalise assisted dying in England and Wales has cleared its first parliamentary hurdle after MPs voted 330 to 275, majority 55, to approve it at second reading.
The law means some terminally ill people in England and Wales would be given the right to die at a time of their choosing.
The debate has reached a fever pitch this week as campaigners and groups on both sides had made their final calls to ministers on Friday morning.
The issue split Parliament, but a majority of MPs voted in favour of the historic change

Every pensioner household in Scotland will receive a winter fuel payment next year, the Scottish government has announced.
Social Justice Secretary Shirley-Anne Somerville said those in receipt of qualifying benefits like Pension Credit would get £200 or £300 depending on their age, while all others would get £100.
The funds - which are limited to one payment per household - will be paid through a new Scottish Parliament benefit, which will not be ready until late 2025.
The UK government scrapped universal entitlement to winter fuel payments earlier this year, with only those on Pension Credit or other benefits eligible.

Scotland’s population rose to its highest level last year, growing faster than at any time since the Forties, thanks to overseas migration, figures show.
The country’s population was 5,490,100 on June 30 last year, 43,100 more than a year earlier — the biggest jump in one year since 1946-47.
The National Records of Scotland (NRS), which produced the figures, said that migration was behind the rise as people moved to Scotland from other countries and from elsewhere in the UK.
However, deaths outnumbered births by 19,100, the largest difference on record.

Scottish government and partners across the social work sector have announced a joint commitment to dismantle systemic racism affecting both staff and supported people in social work services.
The Scottish government’s social work anti-racism oversight group has launched a workforce survey for staff to inform its work, as it develops a national action plan on racism in the sector.
The Anti-Racism Survey for Social Work has been launched to capture experiences of racism in the sector and will be used to ‘drive action and change to end racism in social work’.
It comes as the group published a National Anti-racism Statement of Intent, which commits social work partners to work together to change employment practices, recruitment approaches and learning materials in efforts to eradicate racism from the sector.

Plans for nearly 850 new homes as part of the "largest regeneration project of its kind in Scotland" have been given the green light.
The first key phase of the new £1.3 billion "environmentally-friendly" coastal town has been unanimously approved.
Homes will be a mix of social rent, mid-market rent and homes for sale catering for families and those who require wheelchair accessibility.
The decision gives the green light for 847 “net zero ready” homes to be built by the City of Edinburgh Council in partnership with Cruden Homes on the city’s largest brownfield site

A levy on retailers who sell cigarettes and alcohol would save lives and make a big difference for our nation’s health and frontline recovery services, says the Scottish Greens health spokesperson Gillian Mackay MSP.
Ms Mackay’s comments come as the Non-Communicable Disease Alliance Scotland has urged the Cabinet Secretary for Finance to include a levy in the upcoming budget, with polling showing that a majority of the public would support the move.
A recent report by the Fraser of Allander Institute found that such a levy could raise £57 million a year if set at 13p per pound which could pay for smoking cessation programmes, breastfeeding support in communities, or increased screening programmes for cancer. This would come from the additional revenues raised for businesses via minimum unit pricing
