Putin renames Volgograd airport to "Stalingrad"

Vladimir Putin has agreed to rename the Volgograd airport Gumrak to "Stalingrad". This was reported by the Kremlin press service following the head of state's visit to Volgograd. The initiative was put forward by Volgograd Region Governor Andrei Bocharov, who met with Putin at the end of his working visit. According to the governor, he allegedly received many requests from local residents and residents of other regions asking to return the airport's name to "Stalingrad". Among the initiators of the renaming, he mentioned "veterans and participants of the "special military operation".

In response, Putin said: "Their word is law for me. That's what we'll do: as soon as I return to Moscow, a decree will be prepared and signed to name the airport after Stalingrad."

Vladimir Putin signed a decree late on Tuesday renaming the airport in Volgograd as Stalingrad, as the city was known when the Soviet army defeated the Nazi German forces in the biggest battle of World War Two.

"In order to perpetuate the Victory of the Soviet people in the Great Patriotic War of 1941-1945, I hereby decree ... to assign the historical name 'Stalingrad' to Volgograd International Airport," the decree published on the Kremlin's website said.

World War Two, in which around 22-25 million Soviet citizens are estimated to have died, is known in Russia as The Great Patriotic War. For many Russians, Stalingrad conjures memories both of the war's sacrifice and the murderous rule of dictator Josef Stalin.

Putin has often compared his invasion of Ukraine to the fight against Nazis, presenting the war to Russians as a "special military operation" to "demilitarize" and "denazify" Ukraine.

For Ukrainians in particular, Josef Stalin is associated with the Holodomor, the genocide against the Ukrainian people, also known as the Ukrainian Famine. It was a mass famine in Soviet Ukraine from 1932 to 1933 that killed millions of Ukrainians during the rule of Stalin.

As agreed upon by President Volodymyr Zelensky and President Donald Trump, I signed an agreement with U.S. Secretary of the Treasury Scott Bessant to establish the U.S.-Ukraine Reconstruction Investment Fund - Svyrydenko

I thank the Presidents for their leadership. I thank everyone who worked on the agreement and made it more meaningful. Now the document is one that can ensure success for both our countries - Ukraine and the United States.

📌 What does the Agreement provide for?

Together with the United States, we will create an Investment Fund for the Reconstruction of Ukraine, which will attract global investment in our country.

📌 Key provisions of the agreement in brief:

1️⃣ Full ownership and control remain with Ukraine.
All resources on our territory and in our territorial waters belong to Ukraine. It is the Ukrainian state that determines where and what to extract. Subsoil remains in Ukrainian ownership - this is enshrined in the agreement.

2️⃣ Equal partnership.
The Fund is being created on a 50/50 basis. We will manage this Fund jointly with the United States. Neither party will have a majority vote, and this will reflect the equal partnership between Ukraine and the United States.

3️⃣ National property is protected.
The agreement does not change the privatisation process or the management of state-owned companies - they will continue to be owned by Ukraine. Companies such as Ukrnafta or Energoatom remain in state ownership.

4️⃣ No debts.
The agreement does not mention any debt obligations of Ukraine to the United States. The implementation of the agreement will allow both countries to increase their economic potential through equal cooperation and investment.

5️⃣ The agreement is in line with the Constitution and does not change Ukraine's European integration course.
The document is in line with national legislation and does not contradict any of Ukraine's international obligations. It is important that the agreement will signal to other global players that it is reliable to cooperate with Ukraine in the long term - for decades.

6️⃣ The Fund will be filled with revenues exclusively from NEW licences.
We are talking about 50% of the funds from new licences for projects in the field of critical materials and oil and gas that will go to the budget after the Fund is created. Revenues from projects already launched or budgeted revenues are not included in the Fund. The agreement refers to further strategic cooperation.

7️⃣ The legislative changes are only pointwise.
Only amendments to the Budget Code are required for the Fund to function. The Agreement itself must be ratified by the Verkhovna Rada.

8️⃣ The US will help attract additional investment and technology
The Fund is supported by the US government through the DFC agency, which will help us attract investment and technology from foundations and companies in the US, the EU and other countries that support our fight against the Russian enemy. Technology transfer and development is an important part of the Agreement, as we need not only investment but also innovation.

9️⃣ The agreement provides tax guarantees
The Fund's income and contributions are not taxed in the US or Ukraine to ensure that your investment yields the highest possible returns.

📌 How will the Fund work?

The United States contributes to the Fund. In addition to direct funds, they can also contribute NEW assistance, such as air defence systems for Ukraine.

Ukraine contributes 50% of the state budget revenues from NEW royalties on NEW licences for NEW fields. Ukraine can also make additional contributions beyond this basic one, if it deems it necessary. We are talking about cooperation for decades to come.

The Fund then invests in mining and oil and gas projects, as well as in related infrastructure or processing. Ukraine and the United States will jointly determine the specific investment projects to be funded. It is important that the Fund can invest exclusively in Ukraine.

🇺🇦 Good Morning! 🇺🇦
France has accused Russian military intelligence of conducting cyberattacks, according to Deutsche Welle.

“Russian military intelligence has been targeting France with cyberattacks for several years through the group known as APT28. Since 2021, it has attacked over a dozen French organizations,” said French Foreign Minister Jean-Noël Barrot.

The Foreign Ministry stated that the GRU unit is focusing on the defense, financial, and economic sectors.

APT28’s operations have included hacking the servers of an organization involved in preparations for the Paris Olympics, as well as attacking Emmanuel Macron’s first presidential campaign in 2017. In 2015, APT28—posing as Islamic State militants—hacked French-language TV channel TV5 Monde in an attempt to manipulate public opinion and create panic in France.

Cybersecurity experts from the U.S., U.K., Israel, and Germany have repeatedly confirmed that APT28 acts on orders from the GRU. Russian officials, as expected, deny any links to the group.
🇺🇸🇺🇦 U.S. Treasury Secretary Scott Bessent: The new natural resources agreement signals to Russia that the Trump Administration is committed to a peace process centered on a free, sovereign, and prosperous Ukraine.

This partnership shows both nations' dedication to Ukraine's long-term recovery and security. No country or individual that supported Russia's military machine will benefit from Ukraine's reconstruction.

Zelensky:

Every year on this day, we thank our border guards for their dedication and strength, for their professionalism and courage.

Soldiers of the State Border Service that hold the state border, are the first to meet the enemy. They detect saboteurs. They stop attacks and shoot down drones. They fight in the hottest areas of the front together with our Defense Forces. They protect border communities from shelling and assaults. They destroy the enemy and save the lives of Ukrainians.

Thank you to all the soldiers of the State Border Service for protecting Ukraine. We are proud of you. Thank you for your service!

Glory to Ukraine!

Kyiv said goodbye to 44-year-old Anna Polishchuk, who was killed in a Russian attack on the city on April 24.

Anna's husband, Oleksandr, is a Defender – he has been fighting for Ukraine since 2014. In 2022, Oleksandr was taken into Russian captivity, where he lost sight in one eye.

The family lived on the second floor. During the attack, Oleksandr managed to cover their one-and-a-half-year-old daughter. Anna was in another room at that moment. Oleksandr and his daughter were found by a neighbor, while Anna was pulled out from under rubble later. She died in the ambulance.

Deepest condolences.

As part of an information campaign to combat child recruitment, law enforcement officers told children about the threats and dangers of communicating with representatives of an aggressor country, as well as how to avoid becoming a tool in the hands of the enemy.

National Police Spokesperson Yulia Girdvilis told the schoolchildren that the enemy uses any methods to harm Ukraine, and one of them is recruiting children and adolescents to perform dangerous tasks:

"How do you know that they are trying to use you? For example, a stranger writes to you on social networks and offers "easy money" for completing a simple task. Or you yourself come across a group on a social network where they offer easy and quick earnings. They hint to you that "it's not scary, nothing bad will happen," ask you not to tell anyone, assure you that as a minor nothing will happen to you for this. Russian agents can also resort to intimidation or blackmail. And the tasks can be arson, mining, taking photos of objects, transmitting information or even terrorist attacks. These crimes can be classified under several articles of the Criminal Code of Ukraine, which provide for punishment - up to life imprisonment."

In turn, SBU spokesman Artem Dekhtyarenko said that employees of the Security Service of Ukraine, together with the National Police, are countering attempts by Russian special services to recruit minor Ukrainians:

"If, in exchange for the promise of "easy money," a person agrees to carry out the tasks of Russian curators, then three possible scenarios await them, all of them negative. The first is death from an explosive device. The second is mutilation, if they are lucky enough to survive the explosion. The third is prison, because the SBU and the National Police find all the criminals,"

— said Artem Dekhtyarenko.

❗️ A series of explosions in Odesa. The city is under attack by enemy strike drones.

Footage is withheld at this time for security reasons.
❗️Russia launched over 100 drones over Ukraine last night, President Zelensky reported.

According to him, since the beginning of the week, Ukraine has faced 375 drone attacks—more than 190 of them were Shaheds.

In Kharkiv, over 45 people were injured in two waves of strikes, including two children. The youngest victim is just five years old. In Dnipro, one person was killed. In Dobropillia, a Russian strike hit a mine facility, leaving one person wounded.

“Russian drones have been flying over Ukraine all morning. And this happens every day. That’s why strong pressure on Russia is essential—real sanctions that work. Pressure, not just words or persuasion, must force Russia to cease fire and end the war,” Zelenskyy emphasized.
In Odessa, 15 people have been injured as a result of the night attack, - State Emergency Service.

The Russian Federation killed 2 people.

Rescuers evacuated more than 200 people from a high-rise buildings that was hit by a UAV.
🌉 🇰🇵 Russia and North Korea have begun building the first road bridge between the countries, Russian Prime Minister Mishustin said.

The Kremlin called it a symbol of "strengthening friendship" between Moscow and Pyongyang.

😡 Currently, the two countries are connected only by a railway bridge and air traffic. The new bridge will allow for increased freight and passenger traffic (including arms and soldiers).
Zelensky:

Spoke with Canadian Prime Minister Mark Carney. Personally congratulated Mr. Carney and the Liberal Party on their victory in the federal elections in Canada.

Informed about the consequences of Russian shelling of Ukraine. Strengthening air defense remains our top priority. Russia is increasing the production of ballistic missiles, so we need protection from them.

We discussed steps that can bring us closer to a complete, unconditional ceasefire and a decent peace. Pressure on Russia, in particular sanctions against the banking and energy sectors, can definitely affect this. We will coordinate decisions with partners.

We also talked about the prospects of the Canadian chairmanship of the Group of Seven this year and our cooperation within the coalition of the willing. We are preparing various formats of cooperation in the near future.

Thank you, Canada, for your support. We are counting on effective cooperation.

We expect that for the first 10 years, the fund's profits and revenues will not be distributed, but can only be invested in Ukraine - in new projects or reconstruction. These conditions will be discussed further.

📌 We have drafted a version of the agreement that provides mutually beneficial conditions for both countries. This is an agreement in which the United States notes its commitment to promoting long-term peace in Ukraine and recognises the contribution that Ukraine has made to global security by giving up its nuclear arsenal. It is an agreement in which the United States notes its commitment to Ukraine's security, recovery and reconstruction.
🃏Time to play some cards

Good Night!
🇺🇦 🇺🇸 The government has made the decisions necessary for the signing of an agreement between Ukraine and the United States on the establishment of the Reconstruction Investment Fund - Denys Shmyhal

The agreement is based on five key principles:

➖ Equality. The fund is created on a 50/50 basis and both parties have equal voting rights.

➖ Maintaining control. Ukraine retains full control over subsoil, infrastructure, and natural resources.
